The drafters of the 1958 New York Convention intended Article V(2)(b) to be interpreted narrowly, and while most pro-arbitration national courts do maintain narrowly defined areas of public policy that are sufficient for refusal of the recognition and enforcement of a foreign arbitral award, this is not always the case. Developing states and jurisdictions that maintain corrupt or inefficient judicial systems have shown a greater willingness to invoke the public policy exception for a broader, amorphous variety of reasons. This document examines the text of the Hagadah of the Jewish festivity of Pesah as celebrated by the North African Amazighs of Tinghir in Morocco. Its beginning presents an overview of the history and the cultures of the Amazigh, Jewish, and Judeo-Amazigh communities in North Africa. The celebration of Pesah, as a milestone in Jewish creed and history, is studied within the North African context and with particular attention to the local Hagadah translations. Among these translations, the Judeo-Amazigh text of Tinghir represents one of the few if not the only known text in existence in a Judeo-Amazigh language. A …

For more than two decades, scholars have studied the effects of legislative professionalization. Nevertheless, the theorization and hypothesis tests on this matter have been almost exclusively based on the American case. The test of these propositions in different contexts can enrich their explanation power. In this paper, I analyze one of the proposed effects of legislative professionalization – specifically on legislative production – using the case of Brazilian local-level legislatures. The findings show that Brazilian local-level legislatures display low levels of professionalization; the results also point out that professionalization has a positive effect on the number of bills presented by …

Academics and policy makers have developed quantitative approaches to judging how conducive a location is to walking. This has resulted in new terms like “walkability,” and the trademarked industry term Walk Score has entered the lexicon because of www.walkscore.com. The website rates one place against another, implying that some areas are a “walker’s paradise” and others are not. Some believe that the Walk Score provides a direct and replicable method to benchmark or measure walkability. Objectives: The Affordable Care Act created new resources and incentives for hospitals, insurers, public health agencies, and others to contribute to disease prevention and health promotion activities, potentially changing the structure of public health delivery systems and expanding the implementation of strategies that improve population health. This study uses data from the 1998-2014 National Longitudinal Survey of Public Health Systems to examine: (1) the extent and nature of change in inter-organizational contributions to public health activities, which we use as indicators of public health system change; and (2) the effects of these changes on preventable mortality and resource use. As China’s outward foreign direct investment (FDI) has grown, its approach to international investment agreements (IIAs) has changed. China is now one of the world’s most important outward investors, with Chinese FDI facing widespread criticism. The DePaul University Richardson Library conducted a study of an interactive, touch-based wayfinding screen in order to determine 1) what specific content needs users desire in digital wayfinding services and 2) are user content needs so broad, a more full-feature experience with access to all library web content would be preferred. The three-phase study included analysis of click analytics data, observations of user interactions and questionnaires targeting user experiences and expectations. The study builds on research at other libraries around point-of-need wayfinding signage and usability of digital information. Cargo bikes are increasing in availability in the United States. While a large body of research has continued to investigate traditional bike transportation, cargo bikes offer the potential to capture trips for those that might otherwise be made by car. To investigate this, data from a survey of cargo bike users are evaluated using descriptive and inferential statistics. The survey queried how use and travel dynamics of characteristics with the hypothesis that cargo bike ownership has the potential to contribute to mode substitution behavior. From a descriptive standpoint, 68.9% of those surveyed changed their travel behavior after purchasing a cargo …
