In the spring of 2013, the University Library at the University of Illinois at Chicago was in the unique position of having access to two discovery systems, Summon and WorldCat Local, at the same time. When tasked with choosing between the two systems, librarians undertook a usability study of Summon and WorldCat Local. The goal of this study was two-fold: to test the ease-of-use of each discovery system with an eye toward identifying one tool to retain for the longer term, and to learn about the search behaviors of different types of user groups. Despite the increasing number of BITs, there is no such evidence that shows the impact of BITs on FDI of such a developing country as Kazakhstan. The main purpose of this study is provide the impact of Bilateral Investment Treaties on Foreign Direct Investment flows of Kazakhstan. Many writers identify complexity with uncertainty and high cost. This essay argues that complexity bears no fixed relationship to costs or benefits. It also shows that complexity’s relationship to uncertainty is so ambiguous that it is profitable to treat complexity and uncertainty as separate concepts. At the height of the US civil rights movement in the mid-1960s foreign-born persons were less than 1 percent of the African American population (Kent, 2006). Today, 16 percent of America’s African Diaspora workforce consists of first or second generation immigrants and 4 percent are Hispanic. African American immigrants experience racialized labor market assimilation, with intergenerational improvement, education, and exogamous heritage being important paths of labor market assimilation. This paper uses “institutional analysis”—the study of the relative capacities of markets, courts, and regulators—to make three claims about financial crises.

First, financial crises are increasingly a problem of “regulatory displacement.” Through the ad hoc rescues of 2008 and the Dodd-Frank reforms of 2010, regulators displace market and judicial processes that ordinarily prevent financial distress from becoming financial crises. Because regulators are vulnerable to capture by large financial services firms, however, they cannot address the pathologies that create crises: market concentration and complexity. The DePaul University Library has learned many lessons from customizing its hosted instance of CONTENTdm 6, including the use of jQuery to add interface enhancements and remove some native CONTENTdm features. The present study sought to investigate the role of mentoring relationships in predicting career resilience. The study adopted a cross-sectional survey based research design using a sample of 205 managers from public and private sector organizations in North India. Mentoring relationships were measured under the 2 broad categories of career mentoring and psychosocial mentoring in alignment with previous studies. The findings showed that psychosocial mentoring acts as a significant predictor of career resilience;however, career mentoring was not found to have any significant influence on career resilience. This article highlights an anomaly. It shows that two tax rules aimed to achieve a similar goal were introduced at the same time. Both meant to be temporary and bring economic stimuli, but received a dramatically different treatment. The less efficient or economically inferior survived. Its superior counterpart did not. The article reviews the reasons for this paradox. It shows that the reason is both political and an agency problem. The article not only enriches an important and ongoing debate that has received much attention in recent years, but also provides important lessons to policymakers.

This paper examines and compares, in historical context, the expansion of governmental authority in response to threats of bioterrorism, one of which is aimed directly at people, the other of which is aimed directly at agribusiness. The examination reveals that there is a historical, natural tendency of the executive branch to expand its powers and that the legislative and judicial branches tend to defer to the executive branch during emergencies. The comparison reveals that, although there is such a natural attempt by the executive branch to expand its powers, such expansion has yielded more to concerns over individual rights and …
