This article is a first attempt to investigate into HKP and PSB cooperative practices in dealing with cross-border crimes penetrating the two jurisdictions, in the backdrop of “one country two systems” political settlement, provided for under the Basic Law oh Hong Kong. It is hoped that findings from this investigation can be used to inform upon future discussion and facilitate prospective handling of cross-border crimes and criminals.

In traditional China, the Confucians proposed to govern people with li (rites) and by means of ren (benevolence). The legalists wanted to govern the people with fa (law) and with the use of xing (punishment). Confucianization of the law integrated these two schools of contending philosophical thoughts, i.e., Confucian (“ru jia”) vs. legalist (“fa jia”), in search of a better way to govern China. Confucianization of the law in merging these two schools of thought proposed that: firstly, law should adopt Confucian ethical values and principles, and, secondly, Confucian ethical rules should be enforced by law. How Adaptive And Maladaptive Perfectionism Relate To Positive And Negative Psychological Functioning: Testing A Stress-Mediation Model In Black And White Female College Students, Edward C. Chang, Kira Hudson Banks, Angela F. Watkins

This study assessed racial variations in how adaptive and maladaptive perfectionism relate to psychological functioning in a sample of 150 Black and 150 White female college students. Comparative results indicated that Black women, as compared with White women, reported less adaptive perfectionism, less life satisfaction, greater stress, and greater negative affect. Correlational results indicated that for both groups, maladaptive perfectionism, but not adaptive perfectionism, was associated with stress. Accordingly, a model in which stress mediates the link between maladaptive perfectionism and psychological functioning was tested. Overall, path-analytic results indicated that stress completely or partially mediated the link between maladaptive perfectionism …

The existence of a credit restriction invalidates standard definitions of complete markets. We adopt the definition based on the ability of agents to transfer wealth across states. We consider a binomial model in which trading in a redundant option, can affect the price of the underlying stock. The interest of opening the option market comes from the impossibility of credit imposed on some optimistic investors. The option allows them to transfer as much wealth as desired so they choose a long position on the option market. Profit-maximizing bidding in uniform price auction markets involves bidding above marginal cost. It therefore is not surprising that such behavior is observed in electricity markets. This incentive to bid above marginal cost is not the result of coordinated action among the bidders. Rather, each bidder is independently selecting its bid to maximize profits based on its estimate of the residual demand curve it faces. The supplier bids a price for its energy capacity to optimize its marginal tradeoff between higher prices and lower quantities. Price response from either demand or other suppliers prevents the supplier from raising its bid too …

The IASTE 2004 conference proposes that "postglobal is not an end to globalization but the emergence of a different kind of engagement that is sharply at odds with the visions of liberal, multicultural globalization. Here, both religious fundamentalism and imperial hegemony begin to emerge as the new forms of." Yet, there are other types of (post)globalizations (Sklair, 2002). Perception Of Place And Secondary Articulation Contrasts In Different Syllable Positions: Language-Particular And Language-Independent Asymmetries, Alexei Kochetov

This study investigated the perception of place and secondary articulation contrasts in different syllable positions by Russian and Japanese listeners. The consonants involved in the study were the Russian plain (velarized) and palatalized labial and coronal voiceless stops in syllable-initial and syllable-final positions at word boundaries. The findings revealed substantial asymmetries in the perception of the contrasts by both groups of listeners: With respect to positions, consonants in syllable-final position were characterized by lower correct identification rates and (less consistently) longer reaction time than the same consonants in syllable-initial position. This paper examines current perceptions within international aid agencies regarding the existing and potential roles of housing and urban development planning as a tool for reducing urban disaster risk in developing countries. It is mainly based on interviews with more than 50 professionals from international agencies and a review of documents on planning and risk reduction.

The paper analyses the correlation between planning and the occurrence of naturally triggered disasters, and argues that this correlation is inadequately considered by international stakeholders elaborating pre-disaster initiatives. One of the primary goals of educating in economics and management (E&M) is to teach students to think for themselves rather than repeat text-book theories. Drawing upon my own teaching experiences, I will discuss a framework for tutorial-based teaching of applied E&M thinking. The rise of accountability seems to unambiguously promote more responsible, effective and participatory public sector action. However, the benefits of accountability are less ambiguous than they appear. Activities aimed at increasing accountability generally proliferate as they gain importance – making monitoring an end in itself at both the national and international levels. While there are economic and institutional explanations for the rise of accountability, these fail to explain the political nature of the rise of accountability. Such politics may include negotiations over power, organisational boundaries, image, social value or moral values. If such negotiations imply that some of the value …
