This paper introduces Concurrent Enrollment Programs (CEPs), within the context of Syracuse University Project Advance (PA) Economics, as a way to improve economic literacy. We describe measures implemented to operate PA Economics as a high-quality CEP, as well as the National Alliance of Concurrent Education Partnerships to establish national standards. This study also contains results from administering to high school students taking PA Economics the nationally normed Test of Economic Literacy (TEL). PA students average nearly one percentage point higher than the AP/Honors Economics Group, and score considerably better than AP/Honors Economics in fundamentals and international economics. The authors provide a general theory for understanding and evaluating slippery slope arguments (SSAs) and their associated slippery slope events (SSEs). The central feature of the theory is a structure of discussion within which all arguments take place. The structure is multi-layered, consisting of decisions, rules, theories,and research programs. Each layer influences and shapes the layer beneath: rules influences decisions, theories influence the choice of rules, and research programs influence the choice of theories. In this structure, SSAs take the form of meta-arguments, as they purport to predict the future development of arguments in this structure. Evaluating such arguments requires …

Lo primero que llama la atención es que todos reclamamos seguridad ciudadana. ¿Por qué no existen opositores? ¿Por qué no se ha logrado disminuir la violencia y más bien sigue ofreciendo? Mucho más cuando todos estamos absolutamente de acuerdo con esta propuesta. Me da la impresión que es un tema relativamente parecido a los de descentralización, democracia, derechos humanos o desarrollo económico a los que nadie se opone.

The Argus Digital Collection is Illinois Wesleyan University’s first digital library project. This project began as an archival and preservation project, and presented management and technical challenges for the University’s library and central Information Technology organizations. This paper reviews how the project came to be, project hurdles, lessons learned, and where we go from here. Academic institutions contemplating similar digital archive projects can benefit from Illinois Wesleyan University’s experience with the Argus Digital Collection.

We study an opinion dynamics model in which agents reach compromise via pairwise interactions. When the opinions of two agents are sufficiently close, they both acquire the average of their initial opinions; otherwise, they do not interact. Generically, the system reaches a steady state with a finite number of isolated, noninteracting opinion clusters (``parties''). As the initial opinion range increases, the number of such parties undergoes a periodic sequence of bifurcations. Both major and minor parties emerge, and these are organized in alternating pattern. This behavior is illuminated by considering discrete opinion states.

Optimal Fiscal Policy In An Economy Facing Socio-Political Instability, Chetan Ghate, Quan Vu Le, Paul J. Zak

The paper presents a model of optimal government policy when policy choices may exacerbate sociopolitical instability (SPI). The authors show that optimal policy that takes into account SPI transforms a standard concave growth model into a model with both a poverty trap and endogenous growth. The resulting equilibrium dynamics inherit the properties of government policies and need not be monotone. Indeed, for a broad set of conditions, government policy is unable to eliminate the poverty trap; when these conditions do not hold, “most” countries eventually reach a balanced growth path. This article discusses some of the institutional formats utilized by the Brazilian military dictatorship (1964-1985) in order to regulate the influence of large commercial interest groups on economic policy. It focuses particularly on the conflicts between the directors of the dominant social class groups and high-level state bureaucratic leaders on decisory priorities in the context of the politics of redemocratização during the Figueiredo government (1979-1985).

We show that the retirees are able to obtain favorable pension policies whereas they belong to a minority in the population. The argument relies on the multidimensional nature of the political process. We consider a two-dimensional collective choice problem. The first of these choices is the level of the contribution rate to the Pay-As-You- Gopension system. The second is a noneconomic decision, unrelated to the pension system. Using a political agency model, we show that, as soon as the retirees are sufficiently numerous, the equilibrium tax rate may be higher than the tax rate preferred by the young, who yet …

In this Article, we argue that current debates on the legitimacy of punitive damages would benefit from a comparison with jury nullification in criminal trials. We discuss critiques of punitive damages and of jury nullification, noting the surprising similarities in the arguments scholars use to attack these (superficially) distinct outcomes of the jury guarantee. Not only are the criticisms alike, the institutions of punitive damages and jury nullification also turn out to have many similarities: both are, we suggest, examples of what we call "nullificatory juries." We discuss the features of such juries, and consider recent behavioral data relating to …

This paper takes a new look at the long-run dynamics of inflation and unemployment in response to permanent changes in the growth rate of the money supply. We examine the Phillips curve from the perspective of what we call “frictional growth”, i.e. the interaction between money growth and nominal frictions. After presenting theoretical models of this phenomenon, we construct an empirical model of the Spanish economy and, in this context, we evaluate the long-run in‡ation-unemployment tradeo¤ for Spain and examine how recent policy changes have a¤ected it.

At the end of 1999 two physically separate University of Queensland branch libraries, the Dorothy Hill Physical Sciences and Engineering Library and the Architecture and Music Library, grouped under one service – The Physical Sciences and Engineering Library Service. The level of risk in investing in a closely held firm is related to the qualifications of the control managing investor. While there is generally a minimum threshold of expertise and capital that a control investor must possess, beyond this threshold the potential levels of expertise and capital can vary significantly. The level of enterprise risk is inversely related to the level of expertise and capital possessed by the control investor. The more resources and expertise the investor possesses, the less the operational risk. Thus enterprise risk is a relative and not an inherent fixed property of an enterprise. Furthermore, …

Do firms reduce employment when their insiders (established, incumbent employees) claim higher wages? The conventional answer in the theoretical literature is that insider power has no in‡uence on employment, provided that the newly hired employees (entrants) receive their reservation wages. The reason given is that an increase in insider wages gives rise to a countervailing fall in reservation wages, leaving the present value of wage costs unchanged. Our analysis contradicts this conventional answer. We show that, in the context of a stochastic model of the labor market, an increase in insider wages promotes firing in recessions, while leaving hiring in …

Este trabajo presenta una evaluación general del sistema de quiebras en Chile, así como propuestas para mejorar el funcionamiento de éste. El trabajo incluye una comparación del sistema chileno con los sistemas de quiebras de otros países. Por último, presenta antecedentes sobre la tasa de recuperación de créditos; las costas y la duración de los procesos de quiebra; y la tasa de recuperación de acreencias en función del orden de prelación de los acreedores.
