An auction of carbon permits is the best way to achieve carbon caps set by international negotiation to limit global climate change. To minimize administrative costs, permits would be required at the level of oil refineries, natural gas pipe lines, liquid sellers, and coal processing plants. To maximize liquidity in secondary markets, permits would be fully tradable and bankable. The government would conduct quarterly auctions. A standard ascending-clock auction in which price is gradually raised until there is no excess demand would provide reliable price discovery. Auctions have emerged as the primary means of assigning spectrum licenses to companies wishing to provide wireless communication services. Since July 1994, the Federal Communications Commission (FCC) has conducted 33 spectrum auctions, assigning thousands of licenses to hundreds of firms. Countries throughout the world are conducting similar auctions. I review the current state of spectrum auctions. Both the design and performance of these auctions are addressed.

This paper investigates the effect of individual unemployment experiences on re-employment wages. The empirical analysis is carried out on a panel of Italian individuals. The main result is that while in the northern regions the effect is similar to the one estimated for the UK, in the southern area of the country the impact is not significant. We link this result to the particular socio-economic environment in which the unemployment spells are experienced. We argue that this might be due to the fact that in a high unemployment environment individual unemployment experiences are perceived as "normal" and do not necessarily …

The Effects Of Group Membership On The Avoidance Of Negative Outcomes: Implications For Social And Consumer Decisions, Donnel A. Briley, Robert S. Wyer

Calling consumers’ attention to their cultural identity can make them aware of their membership in a group and, therefore, can induce a group mind-set. This mindset, in turn, leads them to make decisions that minimize the risk of negative outcomes to both themselves and others. The effects of this mind-set generalize over both group and individual choice situations. These possibilities were confirmed in a series of six experiments. Results showed that making people feel part of an ad hoc group increased not only their use of equality as a basis for allocating resources to themselves and others, but also their …

Brush Fences And Basket Traps: The Archaeology And Ethnohistory Of Tidewater Weir Fishing On The Oregon Coast, Scott Byram

Anthropologists recognize the economic importance of fishing weirs in the harvest of marine resources by Northwest Coast peoples. Yet very little research has focused on the range of variability in weir technology and its cultural and environmental context. I examine intertidal fishing technologies on the Oregon Coast, a southerly portion of the Northwest Coast. On the Oregon Coast, the estuary ecotone held a great abundance and diversity of fishes. The largest and most numerous Native residential centers were located along the shores of estuaries, and tidewater fishing appears to have been central to the region’s economy.

This paper re-examines the issue of asymmetries in the transmission of shocks to crude oil prices onto the retail price of gasoline. Relative to the previous literature, the distinguishing features of the present paper are: i) use of updated and comparable data to carry out an international comparison of gasoline markets; ii) two-stage modeling of the transmission of oil price shocks to gasoline prices (first refinery stage and second distribution stage), in order to assess possible asymmetries at either one or both stages; iii) use of asymmetric error correction models to distinguish between asymmetries that arise from short-run deviations in …

This chapter examines the evolving dynamic among cotton production for the world market, environmental degradation, and global development paradigms in Mali. It examines how cotton production policy in Mali has changed over time and how this evolution implicate globalization discourse. Just as European and African slave traders merchandised Africans and created the old African diaspora, successive colonial and authoritarian regimes2 of Ethiopia forced some Oromos out of their homeland, Oromia, and caused them to settle in the West. The displaced Oromo entered the United States as one of the "new" African diaspora groups four centuries after the old African diaspora began to be created. Stress involves real or perceived changes within an organism or in the environment that activate an organism’s attempts to cope by means of evolutionarily ancient neural and endocrine mechanisms. Responses to acute stressors involve catecholamines released in varying proportion at different sites in the sympathetic and central nervous systems. These responses may interact with and be complemented by intrinsic rhythms and responses to chronic or intermittent stressors involving the hypothalamic-pituitary-adrenal axis. Research on the stress response in reptiles can provide a useful comparative perspective for understanding how the constituent elements of the response can be put into service of diverse behavioral adaptations. A summary of the neural and endocrine causes and consequences of specific behavioral patterns seen in the small diurnal lizard, Anolis carolinensis, has provided a model for the exploration of the dynamics of autonomic and neurohormonal contributions to adaptive behavior. In this species, changes in body color provide indices of the flux of circulating stress relevant hormones, and are seen in situations from spontaneous exploration through agonistic behavior. The basal ganglia is emerging from the shadow cast by the most conspicuous clinical expression of its dysfunction: motor disorders.What is revealed is the nexus of a widely distributed system which functions in integrating action with cognition, motivation, and affect. Prominent among non-motor functions are striatal involvement in building up of sequences of behavior into meaningful, goal-directed patterns and repertoires and the selection of appropriate learned or innate sequences in concert with their possible predictive control. The authors undertook a study to define the messages that exist in 2 communities of risk (e.g., high concentration of chemical facilities) using the principles of fantasy theme analysis and symbolic convergence theory. Through several methodological steps including a document review, interviews, focus groups, and a telephone survey (N = 450), the researchers determined the messages that dominate in the community, and were able to segment them into rhetorical visions based on master analogues.
