This report explores the nature and extent of women empowerment in the context of low economic development and participation & performance of women representatives in Gram Panchayats. While investigating the relationship of participation and performance of elected women members and that of gender and social equality with women empowerment in the region, it also analyzes blocks that inhibit women empowerment, need for capacity building trainings for women members, and value addition by parallel village bodies enabling factors.

Smart Growth In Two Contrastive Metropolitan Areas: A Comparison Between Portland And Los Angeles, Hongwei Dong, Pengyu Zhu

This study compares urban landscapes in the Portland and Los Angeles metropolitan areas at the neighbourhood level by operationalising six smart growth indices and mapping their spatial distribution patterns and time trends. Analysis results show that the two metropolitan areas have both strengths and weaknesses in different aspects of smart growth. Most neighbourhoods in both regions do not excel in all six smart growth measures: they are at the high ends of some smart growth indices but at the low ends of others. Some smart growth features such as mixed land use and mixed housing are already pervasive in suburban …

Ethnic Stratification Amid China’S Economic Transition: Evidence From The Xinjiang Uyghur Autonomous Region, Xiaogang Wu, Xi Song

This paper analyzes a sample from the 2005 mini-census of Xinjiang to examine ethnic stratification in China’s labor markets, with a special focus on how ethnic earnings inequality varies by employment sector. We show that Han and Uyghur Chinese dominated different economic sectors. Excluding those in agriculture, Uyghurs were more likely to work in government or institutions than either Han locals or migrants, and also more likely to become self-employed. The Han–Uyghur earnings gap was negligible within government/public institutions, but increased with the marketization of the employment sector. How do individuals perceive and experience divorce in a self-proclaimed Confucian state, but with a legal system based on the English common law system? Moreover, are there differences in the experiences between divorced women with professional careers and divorced men whose ex-wives are professional women? This paper attempts to address these questions in the context of Singapore, a city-state in Southeast Asia, where more than 70% of the citizenry is Singaporean Chinese. Does public mood influence the decisions of U.S. Supreme Court Justices? Under what conditions might Justices vote against their typical ideological leanings and in favor of public opinion? We employ both quantitative and qualitative methods to address these questions. For the quantitative portion, logistic regression analysis indicates a strong relationship between public mood and Supreme Court Justices’ votes both in the aggregate and for a number of liberal and conservative Justices individually during the 1946 to 2011 Court terms. Participation Apprehensive Students: The Influence Of Face Support And Instructor–Student Rapport On Classroom Participation, Brandi N. Frisby, Erin Berger, Molly Burchett, Emina Herovic, Michael G. Strawser

Participation is considered a positive student classroom behavior that can also create a face-threatening classroom climate that may be alleviated through interpersonal relationships with the instructor. Participants (N = 189) categorized as low apprehensives perceived less face threat and more face support when participating; moderate apprehensives had similar perceptions and communication behaviors to high apprehensives; rapport was negatively related to face threats and participation anxiety, and positively related to face support and participation; and face support was the only significant predictor of students’ participation for low and moderate apprehensives, while instructor communication did not predict participation for highly apprehensive students.

This study examines how risk trade-offs undermine safety regulations. Safety regulations often come with unintended consequences in that regulations attempting to reduce risk in one area may increase risks elsewhere. The increases in countervailing risks may even exceed the reduction in targeted risks, leading to a policy that does more harm than good. The unintended consequences could be avoided or their impacts minimized through more careful analysis, including formal risk trade-off analysis, consumer testing, and retrospective analysis. Yet agencies face strong incentives against producing better analysis; increased awareness of risk trade-offs would force agencies to make unpalatable and politically sensitive …

After several decades of improvement, water quality in the United States is getting worse, and the problem is primarily caused by run-off from non-point sources, such as farms and urban development. These non-point sources have never had regulatory mandates in the Clean Water Act, and have proven very difficult to control. With little likelihood of comprehensive statutory changes, the EPA and the states that administer the Clean Water Act have looked to other regulatory means to address this problem. Towards An Understanding Of Modern Policing Norms: Social Identity, Organization Identity, And Efficient Policing, Billy R. Close, Patrick Leon Mason

This study examines the relationship between bureaucratic identity, social identity and policing outcomes. We utilize alternative outcomes tests to examine traffic stop data collected by the Florida Highway Patrol during 2000-2009. This study finds that representation of African American and Hispanic troopers improves outcomes for all groups of drivers, by increasing efficiency in searches. All troopers, regardless of race, engage in fewer searches when they are assigned to racially diverse or minority troops. Importantly, we show that this decrease in search activity simultaneously yields higher hit rates, thereby increasing efficiency. Finally, the data reveal that the greatest change in search …

Economic analysis and rational choice have in the last decade made significant inroads into the study of international law and institutions, relying upon standard assumptions of perfect rationality of states and decision-makers. This approach is inadequate, both empirically and in its tendency towards outdated formulations of political theory. This article presents an alternative behavioral approach that provides new hypotheses addressing problems in international law while introducing empirically grounded concepts of real, observed rationality.
