How Complex Are Networks Playing Repeated Games?, In-Koo Cho, Hao Li

This paper examines implications of complexity cost in implementing repeated game strategies through networks with finitely many classifiers. A network consists of individual classifiers that summarize history of repeated play according to a weighted sum of empirical frequency of the outcomes of the stage game, and a decision unit that chooses an action in each period based on the summaries of the classifiers. Each player maximizes his long run average payoff, while minimizing the complexity cost of implementing his strategy through a network, measured by its number of classifiers. We examine the distributional effects of carbon regulation. An auction of carbon permits is the best way to achieve carbon caps set by international negotiation to limit global climate change. An auction is preferred to grandfathering (giving polluters permits in proportion to past pollution), because it allows reduced tax distortions, provides more flexibility in distribution of costs, provides greater incentives for innovation, and reduces the need for politically contentious arguments over the allocation of rents.

Social Work Assessment Of Adaptive Functioning Using The Vineland Adaptive Behavior Scales: Issues Of Reliability And Validity, Peter Cabrera, Lucienne Grimes-Gaa, Bruce A. Thyer

The assessment of client adaptive functioning is often an important component of a comprehensive social work evaluation. The Vineland Adaptive Behavior Scales (VABS) are the most commonly used quantitative measures of adaptive functioning for clients meeting the criteria for a wide range of disorders. We review the development of the VABS and current knowledge pertaining to the instrument's reliability and validity. We conclude that the ability to administer and interpret the VABS is an important skill for clinical social workers to acquire.

Tench Coxe, a member of the second rank of this nation's Founders and a leading proponent of the Constitution and the Bill of Rights, wrote prolifically about the right to keep and bear arms. In this Article, the authors trace Coxe's story, from his early writings in support of the Constitution, through his years of public service, to his political writings in opposition to the presidential campaigns of John Adams and John Quincy Adams. Published anonymously during the resurgence of the antislavery campaign in Britain, Moses E. Levy's pamphlet, "A Plan for the Abolition of Slavery," stands without parallel. The appearance of this publication in 1828 London, established Levy as the first and only Jewish abolitionist author amid a plethora of mostly Evangelical stalwarts. The scope and magnitude of Levy's ideas exceeded the more modest attempts by a small cohort of Jewish antislavery advocates who appeared much later in the United States. A study is reported of gender differences in a haptic version of three Piagetian tests that assess understanding of Euclidian space. A raised-line drawing kit was used both for subject responses and for production of stimuli. To test understanding of the horizontal, subjects felt pictures of a jar at four tilts and were asked to draw the water line. Two methods were used to examine understanding of the vertical. First, subjects drew a hanging electrical cord and light bulb, attached to the ceiling of a bus, parked on hills of four different angles. Programs Of Assertive Community Treatment (Pact): A Critical Review, Tomi Gomory

Tomi Gomory

Advocates of Programs of Assertive Community Treatment (PACT) make numerous claims for this intensive intervention program, including reduced hospitalization, overall cost, and clinical symptomatology, and increased client satisfaction, and vocational and social functioning. However, a reanalysis of the controlled experimental research finds no empirical support for any of these claims. Instead, there is evidence that the program is both coercive and potentially harmful. The current promotion of PACT appears to be based more on professional enthusiasm for the medical model than upon any benefit to the clients.
