Current therapy can induce a long-term remission in half the patients with diffuse lymphomas with a large-cell component (DLLC), but more intensive treatment has the potential to improve outcome. Rearrangement of a novel candidate proto-oncogene, bcl-6, correlates with a favorable clinical outcome in DLLC and may thus serve as a prognostic marker.

The development and implementation of IT (Information Technology) projects are plagued with problems of cost and time overruns, technical inadequacy, inability to meet user requirements, lack of utilization and failure to achieve anticipated benefits. These problems occur to some projects and not to others because 1) IT projects have different profiles of risk, and 2) IT projects risks have been managed more or less effectively. This paper synthesizes the literature into four classes of risks and applies it to evaluate TradeNet, an EDI-based trading system implemented in Singapore in 1989. Individuals typically make errors in evaluating information. In this paper, we consider a project selection problem, where fallible managers screen projects sequentially, and provide independent opinions on its quality. We compare the relative performance of the hierarchy and polyarchy when η (n > 2) managers are employed to evaluate projects. In addition to generalizing the existing results on the optimal screening standards, I discuss and characterize the optimal organizational size, and how the relative desirability of the two sequential decision processes are affected by changing the project quality. An Examination Of The Antecedents Of Subjective Career Success Among A Managerial Sample In Singapore, Samuel Aryee, Yue Wah Chay, Hwee Hoon Tan

Antecedents of subjective career success are examined using data obtained with a questionnaire instrument from managerial employees in Singapore. The choice of antecedents was informed by recent calls to place research on career issues in the context of an individual's life roles. Confirmatory factor analysis (LISREL VII) was used to examine the one-factor and three-factor models hypothesized to underlie the subjective career success data. The results revealed a 3-factor model to have adequate fit statistics - financial and hierarchical success, and career satisfaction. Attempts to examine Hong Kong as an issue in British postwar colonialpolicy often emphasize the unique nature of the colony, andtherefore a special case in British decolonization. Hong Kong hasbeen regarded as an unconventional colonial entity, an anachronismin the modern world. An analysis traces the development of ship registration in Singapore and examines the underlying motivation behind changes in policies over the last 3 decades. For the better part of the 1970s Singapore was classified as a flag of convenience (FOC) country as it pursued an FOC policy that emphasized the quantitative growth of its merchant fleet. Beginning in 1979 Singapore tightened maritime standards as well as ownership disclosure rules, requiring a foreign shipowner to incorporate a company in Singapore. It is regarded today as a quasi-FOC country - a term associated favorably with countries offering tax incentives to shipowners. The …

Prediction, Filtering, And Smoothing In Nonlinear And Nonnormal Cases Using Monte-Carlo Integration, Hisashi Tanizaki, Roberto S. Mariano

A simulation-based non-linear filter is developed for prediction and smoothing in non-linear and/or nonnormal structural time-series models. Recursive algorithms of weighting functions are derived by applying Monte Carlo integration. Through Monte Carlo experiments, it is shown that (1) for a small number of random draws (or nodes) our simulation-based density estimator using Monte Carlo integration (SDE) performs better than Kitagawa's numerical integration procedure (KNI), and (2) SDE and KNI give less biased parameter estimates than the extended Kalman filter (EKF). Finally, an estimation of per capita final consumption data is taken as an application to the non-linear filtering problem.

This paper focuses on the intersection of state policies and popular attitudes towards urban conservation in Singapore. It first reviews changing state policies which have shaped the built environment from slum clearance in the 1950s and 1960s to the conservation of the city's historic districts in the 1980s and 1990s. It then explores the degree of convergence between the state and the public in terms of the meaning and purposes of conservation, the question of whose heritage to conserve and which strategies are appropriate. The UNCTAD Code of conduct for Liner Conferences entered into force in 1983. The Code's cargo allocation scheme or '40-40-20 rule' aims to provide shipping lines of developing countries with a fair change to compete for the carriage of their seabourne trade. However, the Code has not been effective in meeting its stated objectives for a variety of reasons. Amongst the administrative difficulties are (i) the complications introduced by the EEC's Brussels Package, (ii) the definition of national lines, (iii) the unit of measurement for cargo allocation purposes, and (iv) the monitoring of cargo movements. This paper reviews the developments since the vehicle quota system was introduced in Singapore in May 1990. We discuss the bidding strategies for the certificates of entitlement (COE) under both the transferable and nontransferable auctions, as well as the equity of the present system and the desirability of transferable COEs. We argue that the COE auction should be made discriminatory and propose an alternative system of COE auction that we feel is both equitable and at the same time politically acceptable. We also survey developments in market competition in the car industry.

The eclectic approach to migration transition presented in this article emphasizes that a country's net migration position evolves as it develops, but in ways that reflect its initial economic and sociocultural conditions and subsequent policies and economic progress. Not one but several turning points exist, influenced by economic factors such as level of development, wage differentials, and trade and investment ties, as well as social and institutional factors such as a nation's homogeneity and its migration policies. To exemplify, the migration experiences of various Asia-Pacific countries are compared.

George Perkins Marsh has successfully highlighted the importance of the subjective in "seeing". Without precisely labelling the process as a "cognitive" one, Marsh nevertheless recognised that people's perceptions and evaluations are significant filters in the understanding of any social "reality". In the same vein, Gailey (1982:ix) has also pointed out that people are not "mere reflections of a period. They impose their own order and vision upon their times". International Trade And The Equilibrium Rate Of Unemployment In A Heckscher-Ohlin World Economy, Hian Teck Hoon

This paper develops a (stylized Asia-America) Heckscher-Ohlin world economy in which the equilibrium rate of unemployment is endogenous. We examine the impact of various economic shocks on unemployment in the global economy. Harrod-neutral or Hicks-neutral technical progress across all industries in Asia leads to a terms of trade improvement for America but raises America's unemployment rate. Introducing a third country such as the block of former socialist economies results in higher unemployment for both Asia and America. Protection in America lowers American equilibrium unemployment but raises Asia's unemployment.

It is ironic that Abdullah bin A Rahman v PP and Lim Choon Chye v PP were decided in the aftermath of the Birmingham Six, Guildford Four and Maguire Seven cases from the United Kingdom. As in these cases, Abdullah and Lim Choon Chye highlight a serious flaw in our criminal justice system: there appears to be no appropriate way to correct miscarriages of justice. The purpose of this case note is to set out the conclusions reached by the Court of Appeal and to suggest directions for the future.

'Environment' As A Social Concern: Democratising Public Arenas In Singapore?, Lily Kong

This paper explores the question of who defines the agenda of environmental concerns in Singapore. It argues that the state plays an inordinately large role in defining the agenda and implementing the solutions. Few other competing environmental agendas have been set in alternative public arenas. While this has worked generally well in Singapore, there are larger roles for environmental groups, businesses and industries, and other bodies to play. It is in the enlarged roles of these bodies that the hope for a greater democratization of public arenas in Singapore lies.

The term 'landscape" embodies multiple levels of meaning: it articulates the ideological intent of the powerful who plan or shape the landscape in particular ways and at the same time reflects the everyday meanings implicit in the daily routines of ordinary people associated with the landscape. Through an analysis of four themes constituting the landscape of Singapore's Chinatown, we unpack two different but interdependent versions of landscape reality: the construction of social meanings from the state's perspective and those derived from the lived experiences of Chinatown's inhabitants. One of the major controversies in the area of statutory interpretation has centred on the use of parliamentary materials as extrinsic aids by courts in interpreting legislation. The English courts long prohibited any reference to parliamentary materials.' Legislation was passed in Australia in the 1980s to allow liberal reference to parliamentary materials in the courts.2 More recently, a seminal decision of the House of Lords in 1992 in Pepper (Inspector of Taxes) v. A critical review of the literature on security-price-changes-volume research suggests that the published studies in the United States and one each in Hong Kong and Japan have largely ignored the impacts on the results from autocorrelation, non-normality of distributions, heteroscedasticity and non-linear functional forms. Therefore, the reported findings are not robust. In testing for this relation from a small sample of continuously traded shares in the Singapore share market, we find that consistent results may not be obtained because of violations of basic test conditions. Auctions For Transferable Objects: Theory And Evidence From The Vehicle Quota System In Singapore, David K. C. Lee, Winston T. H. Koh

This paper studies the hypothesis that auctions with resale markets result in higher prices. The vehicle quota system introduced in Singapore in May 1990 provides the setting. The Certificates of Entitlement (COEs) necessary to purchase new cars were initially transferable for all quota categories. After October 1991, COEs for four major categories became non-transferable. Our results indicate that while the conversion to non-transferability eliminated speculation, it has also intensified competition among car distributors. Auctions for non-transferable COEs in fact led to higher COE prices in three of the four categories.

What lies at the heart of the continuing efforts at social education and engineering? We argue that they stem from a political elite which recognises the constraints facing Singapore and the need to deal with them at national level. Specifically, the government in Singapore has recognised the spatial constraints of an island-state and the dangers of a burgeoning population, particularly in relation to the need to sustain a viable urban ecosystem. This paper reviews recent developments in motor vehicle policy in Singapore, viz. the motor vehicle quota and weekend car schemes as well as regulations on cars entering and leaving Singapore. The adoption of a vehicle quota system over and above tax restraints on car ownership has made the job of the planner easier but has resulted in a great deal of price uncertainty in the motor vehicle market. Findings from a content analysis of newspaper articles are reported to uncover the rhetorical visions of men and women managers portrayed by the media in Singapore and to unfold the inherent conflicting forces that women managers face. The vision of women managers that was portrayed by the press emphasized the dilemmas and role conflicts that the women managers face, whereas the vision emphasized for the men managers was their managerial abilities.
