Public management is one of the most important subfields in public administration and plays a role in explaining the variations of government performance. Encouraging public administrators to get motivated through enhancing public service motivation (PSM) and collaborating with each other to accomplish their jobs and organizational objectives are key strategies to enhance the government’s accountability to the public under scarce resources. The Old Age Pension (OAP) program for elderly South Africans puts a significant cash transfer in the hands of many poor households. This dissertation investigates its impact on labor force participation and consumption of selected household items. In the first half of the dissertation, we take advantage of a policy reform that lowered men's OAP eligibility age from 65 to 60 for men to match that of women for estimation identification. Using the General Household Survey data, we first demonstrate that both men and women respond to the eligibility age by dropping from labor force participation at the eligibility age, …

Background: Hospital and outpatient clinic no-show, did not cancel or did not attend rates are a serious problem to organizations across the United States health care system. No-show appointments reduce clinic productivity, wastes clinician time and clinic resources and can be detrimental financially. C4: The Choral Composer/Conductor Collective and Triad: Boston’s Choral Collective are the first choirs to explore collectivity as a method of ensemble organization. While more traditional ensembles have a single artistic director, C4 and Triad share and rotate leadership responsibilities among the full membership. Artistic and logistical decisions develop through conversation, consensus, and/or voting.

Children in the child welfare system comprise a group characterized by their exposure to trauma via experiences of maltreatment, under circumstances presenting multiple risk factors for traumatic stress. High rates of posttraumatic stress have been observed in this population. However, there is currently no standard for the universal screening of children in child welfare for trauma exposure and traumatic stress. The purpose of this study was to analyze the trauma experiences of a sample of maltreated children and examine whether child welfare workers are effective screeners of traumatic stress symptoms with children from their caseloads. Homeodynamic space (HDS) shrinks as vulnerability increases with aging and repeated damage to the cells. HDS is lost in alcoholic pancreatitis patients due to overconsumption of alcohol, smoking, and high fat diets. Etiologically relevant animal models for study of chronic pancreatitis (CP) are needed. In order to begin filling this gap a central purpose of this dissertation research was to examine relationships between the alcohol and high fat diet (AHF) and pancreatitis with attention to hypersensitivity and anxiety-like behaviors. The AHF diet induced pancreatitis described here etiologically mimics human risk factors of AHF consumption for advancement to alcoholic CP.

This project analyzes efforts to remake the relationship between water and city in São Paulo, Brazil. Currently experiencing overlapping problems of flooding, scarcity, and pollution, São Paulo illustrates the challenges of managing water in a contemporary mega-city. This dissertation subsequently considers the city’s water management through an approach that borrows from urban political ecology, social studies of science, and post-colonial urban theory. With an epistemological grounding in these literatures, this project analyzes ongoing conversations about water management in São Paulo, and focuses on how water is encountered and engaged with in the landscape by engineers, artists, and activists. This study looked at the effects of an experiential learning activity using the accelerometer in the Wii Remote to teach basic concepts of Newtonian mechanics, e.g., acceleration, to middle school students in a rural school district. A major prerequisite for students at the mid-level in biosystems engineering programs is that they have a good knowledge of basic science, including physics. Education in these concepts must begin before college, such as at the middle school level. This study explores the desire to marry, marriageable mate criteria, and marital choices/options as they pertain to college-educated, African American women within today’s society. A purposive, nationally based sample (N = 95) of never married, college-educated, African American women (i.e., 18 to 40 years of age) was gathered via an online survey accessed by an emailed link. A mixed methods approach was utilized within the survey design, followed by data analyses (i.e., frequencies, two-way analyses) interpreted through a theoretical framework of social exchange. Heirs’ property is land that is collectively inherited by family members when an ancestor dies without a will. The complexity and ambiguity of rights among family members makes these parcels legally vulnerable to dispossession. This form of land tenure is found across the United States, but is particularly prevalent in southern African American communities, where educational inequities and distrust of law led to a reliance on extralegal practices of inheritance. This dissertation investigates the dispossession and preservation of heirs’ property in the Gullah-Geechee communities of Lowcountry South Carolina.

The objective of the study was to determine relationship between neighborhood food store availability, store choice and food purchasing habits among Supplemental Nutrition Assistance Program (SNAP) participating households. The study sample consisted of SNAP households (n=1581) and low income households participating in the USDA's National Household Food Acquisition and Purchase Survey (FoodAPS) a nationally representative cross-sectional survey of American households with household food purchases and acquisitions data. This paper examines the relationship between SNAP participation and prices paid for food items. To test this relationship, we develop an expensiveness index following the method of Aguiar and Hurst (2007) and use the FoodAPS data set. Using both the ordinary least squares method and controlling for endogeneity using an instrumental variables approach, we found SNAP participation did not hold a statistically significant relationship with the prices paid for food items when we controlled for consumer behavior and food market variables. This suggests that SNAP participants are not systematically disadvantaged in their food purchases. Additional efforts to further educate SNAP …

Monthly welfare programs such as the Supplementary Nutrition Assistance Program (SNAP) produce consistent cycles of expenditure and consumption amongst recipients. Food insecurity and negative behavioral outcomes track these cycles. This paper leverages new data from the USDA, the FoodAPS survey, and to answer a variety of questions related to these phenomena: Are consumption and expenditure cycles correlated? Who bears the burden of food shortages at the end of each benefit month? Does diet quality track food expenditure? I find robust expenditure and consumption cycles in the FoodAPS data, but contrary to popular belief, they are only weakly correlated. The youngest …

We employ multilevel models with neighborhood and state effects (fixed effects and random effects) to analyze the associations between household characteristics, neighborhood characteristics, regional attributes and dietary quality. We use data from the USDA National Household Food Acquisition and Purchase Survey. Our dependent variable is a Healthy Eating Index that incorporates dollars spent and amount of food in several categories. In April 2012 the Economic Research Service (ERS) and the Food and Nutrition Service (FNS) in the U.S. Department of Agriculture embarked on an ambitious new data collection enterprise known as the National Household Food Acquisition and Purchase Survey (FoodAPS). FoodAPS is innovative in that it is the first nationally representative household survey to collect comprehensive data on household food expenditures and acquisitions, including those obtained using benefits from food assistance programs. The survey includes data from 4,826 households, including Supplemental Nutrition Assistance Program (SNAP) households, low-income eligible households not participating in SNAP, and higher income households. In particular, the majority of studies on the SES-BMI association have examined it in additive models without simultaneously considering the influence of gender and race/ethnicity. Despite the efforts of policymakers, medical professionals, and other stakeholders, obesity and related health problems show no signs of receding from their record-high rates. Public policy has largely taken the form of consumer advice, (e.g., USDA’s Dietary Guidelines). Since consumers bear most of the costs associated with their obesity, the goal of obesity prevention appears to be incentive-compatible, prima facie. That is, there is no a priori case for much further policy intervention unless existing advice is deficient or consumers’ exhibit systematically poor decision-making.

Research shows that although self-management is poor among ethnic minorities, it is even more so among Hispanics.
