Statewide Educational Achievement Goals: How Has Kentucky’S 60x30 Goal Affected Postsecondary Credential Completion?, Cameron Childress
Statewide Educational Achievement Goals: How Has Kentucky’S 60x30 Goal Affected Postsecondary Credential Completion?, Cameron Childress
MPA/MPP/MPFM Capstone Projects
During the past decade, several states have adopted statewide educational attainment goals. Kentucky’s 60x30 goal seeks to credential 60% of the adult population in the state by 2030, bringing Kentucky closer to the national average. Using a difference-in-differences empirical strategy I compare Kentucky to a control group of states from 2010-2019 in order to understand statewide gains in varying levels of postsecondary achievement, and in what subsamples of the population the largest gains have been made. The results indicate that Kentucky has been successful in increasing educational attainment compared to states who have not adopted an educational attainment goal, and …
The Impact Of Covid-19 On Collaboration And Turnover Among State Health Leadership, Kaylee Gouge
The Impact Of Covid-19 On Collaboration And Turnover Among State Health Leadership, Kaylee Gouge
Theses and Dissertations--Public Health (M.P.H. & Dr.P.H.)
Background/Objectives: State Health Officials (SHOs), the physician-leaders of state public health departments in the US, have long been indicated as potential peacemakers between the fields of medicine and public health. However, the average term length of SHOs has declined in recent years. Meanwhile, the COVID-19 pandemic has increased public visibility of state public health departments and their leadership. Some have hypothesized that the political strain of the pandemic has further accelerated SHO turnover, compromising their leadership efficacy. Contrarily, others have suggested that the pandemic would force public health and organized medicine into closer collaborative alignment through a common enemy. …

Blocking The Acquisition Of Ethanol-Induced Conditioned Place Preference With 11, 21-Bisphenyl-19-Norpregnane (Pt150) In Coturnix Quail, Mia Radevski
Theses and Dissertations--Psychology
Alcohol use disorder (AUD) has been associated with a dysregulated stress system. Therefore, regulating stress hormones has been investigated as a potential therapeutic target for AUDs. The purpose of the current study was to investigate whether a stress hormone receptor antagonist, PT150, would block the rewarding properties of ethanol. Quail were used as subjects because a conditioned place preference (CPP) apparatus that utilized visual cues was used, and quail readily attend to visual cues. Visual cues in the environment have been shown to become associated with alcohol effects and later induce craving. Starting on day one, quail were pretreated with …
Self-Monitoring And The Dsm-5 Section Iii Alternative Model Of Personality Disorder, Gillian Mccabe
Self-Monitoring And The Dsm-5 Section Iii Alternative Model Of Personality Disorder, Gillian Mccabe
Theses and Dissertations--Psychology
The Alternative Model of Personality Disorder (AMPD) was introduced in Section III (“Emerging Measures and Models”) of the Diagnostic and Statistical Manual of Mental Disorders (DSM-5) to address many of the challenges inherent to the categorical system of personality disorder diagnosis. According to the AMPD, personality disorders can be identified by the extent to which impairment in personality functioning (i.e., Criterion A) and pathological personality traits (Criterion B) are present. Researchers have divided over the distinction between Criterion A and Criterion B, with one side favoring the current AMPD conceptualization of personality traits and functioning as independent constructs and the …
Examining The Impact Of Discrete And Contextual Stress Factors On Memory, Jillian Rae Silva-Jones
Examining The Impact Of Discrete And Contextual Stress Factors On Memory, Jillian Rae Silva-Jones
Theses and Dissertations--Psychology
Stress is a complex and multifaceted process which is often not perceived as such. Therefore, given the unidimensional conceptualization of stress in previous research the current understanding of the associations between stress and memory are not well understood. This study investigates the association between stress and memory by capturing the complexity of stress through discrete and contextual stress factors. The current study used ecological momentary assessment (EMA) and geocoded indices (i.e., zip codes) of population density (i.e., urbanicity) and deprivation (socioeconomic disadvantage) in a large and diverse sample of U.S. participants (N = 8817) to examine the relationship between …
The Occurrence Of Cross Border Riverboat Casino Gambling Between Illinois And Indiana, Andrew N. Jenkins
The Occurrence Of Cross Border Riverboat Casino Gambling Between Illinois And Indiana, Andrew N. Jenkins
MPA/MPP/MPFM Capstone Projects
Casino and sports gambling implementation has been a hotly debated topic in recent years as several states have passed legislation allowing it. Most states have had some form of gambling in their state for years even if it is the lottery; however, riverboat gambling is legal in six states. These casinos offering table and electronic gaming are legal as long are they remain moored on the shoreline. For example, table games take the form of poker or blackjack and electronic gaming takes the form of slots. While the introduction of casino gaming produces large annual tax payments, players do not …
Comparative Demographic And Geographic Analysis Of Civic Participation In Lexington, Kentucky, Grant Long
Comparative Demographic And Geographic Analysis Of Civic Participation In Lexington, Kentucky, Grant Long
MPA/MPP/MPFM Capstone Projects
What are the underlying motivations which may have an effect on voter turnout in Lexington? In June 2020 the nonprofit organization CivicLex conducted a round of online surveys of Lexington residents in order to gauge how to increase levels of civic knowledge and civic participation in Lexington. This project utilized this survey data, Census data, and 2020 election data to study the effects of age, engagement and trust in Lexington-Fayette Urban County Government, familiarity with their District Councilmember, and education on city council and presidential turnout. I created scatterplots to see if there are any correlations between these variables and …
Forced Treatment Orders With Long-Acting Injectable Antipsychotics: Are They Forcing Implicit Biases?, Hunter Matthews
Forced Treatment Orders With Long-Acting Injectable Antipsychotics: Are They Forcing Implicit Biases?, Hunter Matthews
MPA/MPP/MPFM Capstone Projects
Involuntary treatment is a lengthy legal process through which an individual that is deemed to be a danger to themselves or to others is forced to receive psychiatric treatment against their will. Often, involuntary treatment utilizes a medication called a long-acting injectable antipsychotic (LAI). With the rise of implicit bias awareness as of late, there has been new research showing that Black patients receive LAIs at disproportionate rates compared to White patients. There has not been research, however, to show the impact of diversity, equity, and inclusion (DEI) training of healthcare providers on the utilization rate of LAIs among the …
Analysis Of Regulatory Options To Reduce Ethylene Oxide Emissions In Southern Louisiana, Claire Oyler
Analysis Of Regulatory Options To Reduce Ethylene Oxide Emissions In Southern Louisiana, Claire Oyler
MPA/MPP/MPFM Capstone Projects
Toxic chemicals are dangerous when exposed directly to humans but are often vital for the production of goods and services. Ethylene Oxide is a carcinogenic gas used as a commercial sterilizer and emitted during the manufacturing process of common household goods. The term fence-line communities describes the residents living adjacent to facilities emitting toxic chemicals into the air. Several predominately minority, low-income fence-line communities in Southern Louisiana are exposed to higher than average levels of Ethylene Oxide from nearby manufacturing facilities. This raises environmental justice and overall public health concerns in the area. The Environmental Protection Agency (EPA) is charged …
A Study Of The Improvement Of Weighting Scheme Using Administrative Data In A Panel Data, Sanggi Lee
A Study Of The Improvement Of Weighting Scheme Using Administrative Data In A Panel Data, Sanggi Lee
MPA/MPP/MPFM Capstone Projects
This paper contains a problem that has been studied a lot in the household panel survey, that is, the contents of how to give initial weights to non-sample household members when they enter the sample household. In order to assign an initial weight to an object, information on its sampling probability is required, but it is difficult to obtain the first wave information for non-sampled household members. So, as a solution to this, the shared weights method and modeling method were studied and applied to the actual major household panel surveys. However, the data used in this paper is a …
Broadband Development In Lexington: A Study Of Access And Equity, Alex Sergent
Broadband Development In Lexington: A Study Of Access And Equity, Alex Sergent
MPA/MPP/MPFM Capstone Projects
Broadband equity is at the forefront of today’s issues. Those that have the ability to access the internet regularly from home are given an opportunity to participate in countless social, work, and learning opportunities that those without access must forgo. It is difficult to determine where broadband infrastructure fails. Through this study of Lexington-Fayette Urban County, it was found that connection within Urban Service Boundaries is on par with national goals, while rural areas are left out. This paper contains a descriptive analysis of the overall broadband access equity of Lexington-Fayette county.
Defunding The Police: True Police Reform Or Just Political Smoke And Mirrors? A Look At The City Of Camden, New Jersey And Its Approach To Police Reform, Anitra Austin
MPA/MPP/MPFM Capstone Projects
The summer of 2020 brought police brutality to the forefront of society. The deaths of Breonna Taylor and George Floyd at the hands of police officers ignited a firestorm of social justice movements. Black Lives Matter and other social justice organizations were calling for cities around the country to defund their police departments as a strategy for police reform. This strategy was largely unprecedented, and highly controversial. There was a lack of understanding of what defunding the police actually meant, as it seemed to mean different things to different people. The subtle suggestions of defunding the police quickly turned to …

Some of the departments and/or offices that fall under this umbrella include all residence halls, dining locations, the Gatton Student Center, University Events Management, and the UK Bookstore. Auxiliary Services also manages the partnerships with external companies that provide services to the campus like housing (Greystar), dining …
Financial Condition Analysis: Louisville Orchestra, Louisville Ballet And Speed Art Museum, Andrew Pashoian
Financial Condition Analysis: Louisville Orchestra, Louisville Ballet And Speed Art Museum, Andrew Pashoian
MPA/MPP/MPFM Capstone Projects
Many factors can affect the financial status of a nonprofit entity, but at the core level, financial condition is the ability for an organization (for-profit or not-for-profit) to meet current and future financial commitments. Moreover, further insight into this definition is more complex in nature according to some academics. Maher, Ebdon, and Bartle (2020) mention definitions for financial condition that focus on time. For example, short-term financial health typically focuses on the ability to meet obligations in a 30 to 60-day period with cash on hand. Long term financial condition includes the capacity for an organization to meet annual obligations …
An Analysis Of Krs 123.487 And The Motor Vehicle Tax Rates Levied Among Special Districts In Kentucky, Beth Atkinson
An Analysis Of Krs 123.487 And The Motor Vehicle Tax Rates Levied Among Special Districts In Kentucky, Beth Atkinson
MPA/MPP/MPFM Capstone Projects
Kentucky Revised Statute 132.487 sets forth limitations on the motor vehicle tax rate, which can be levied by the state, counties, cities, and special taxing districts. According to the statute, the rate is formulated on a January 1, 1983 date without exception. However, a lack of oversight and understanding of KRS 132.487 has created problems among counties, cities, and special districts in Kentucky. In some cases, this has led to the adoption of tax rates which violate the statute and should be investigated and addressed by the legislature. This research suggests that non-compliance with KRS 132.487 is more prevalent among …

MPA/MPP/MPFM Capstone Projects
In the contemporary world, IRS Form 990 returns are increasingly being used to source data about the nonprofit sector, which have critical in enhancing the community's social welfare. However, there has been a considerable debate concerning the adequacy, reliability, and quality of the data contained in the document. This study incorporated a total of 150 nonprofit entities from the US to investigate the adequacy, reliability, and quality of Form 990 returns. I used both quantitative and qualitative research methods to evaluate the consistency in the selected data. Selected entries were used for analysis and compared with those of audited financial …

Kentucky’S K-12 Public School Spending And Its Relationship To Enrollment Percentages Of Students With Limited English Proficiency And Students Eligible For The Free And Reduced-Price Lunch Program, Christine Tarne
MPA/MPP/MPFM Capstone Projects
Public school funding formulas vary broadly between states in both the levels of funding and the mechanisms through which funding is distributed. Most states provide targeted funding for student populations that need supplemental resources, including low-income and limited English proficiency student populations, as does the Federal Elementary and Secondary Education Act (ESEA). In the past, a lack of school level enrollment and financial data made it difficult to determine whether funding provided to local education agencies has been equitably distributed to the schools with whom they are affiliated. The 2015 Federal Every Student Succeeds Act requires that school-level enrollment and …

Evaluating Pharmacy Student Opinions Of The Kentucky Professionals Recovery Network, Abby Kosharek
MPA/MPP/MPFM Capstone Projects
Healthcare professionals have similar rates of substance use disorders as the general population. Healthcare professionals are in a unique position because their substance use disorder affects them and may affect their patients. Substance use disorders among healthcare professionals can result in lawsuits and loss of licensure. Kentucky Professionals Recovery Network (KYPRN) provides healthcare professionals with substance use disorders services and programs to help them recover from their disorder. Unfortunately, the University of Kentucky College of Pharmacy no longer provides education on the Kentucky Professionals Recovery Network in its formal curriculum. Instead, students are expected to gain this knowledge via experiential …

An Analysis Of Tennessee’S New Medicaid Waiver: Tenncare Iii, Mary Moore
MPA/MPP/MPFM Capstone Projects
Medicaid is a federal-state partnership to provide health coverage benefits to certain vulnerable groups. Each state is responsible for administering its own Medicaid program in accordance with certain federal rules which include mandatory benefits for covered groups, namely, low-income children and their parents and aged, blind, and disabled individuals. There are additional groups which may be covered by Medicaid at the discretion of the state. As a partnership, the federal government covers a certain percentage of Medicaid expenditures in each state. This agreed upon rate is the federal medical assistance percentage or FMAP. Tennessee’s FMAP is set at 66.1% for …

Evaluating The Shift From Income Taxes To Sales And Use Taxes In Kentucky, Benton Kirby
MPA/MPP/MPFM Capstone Projects
House Bill 8 is set up to lower the state's individual income tax from 5% down to 0%. The bill is set up when revenue and rainy-day funds reach a certain level. The state's individual income tax will decrease each year the requirements are met. In addition, the bill has several services that will be subject to the state sales tax to raise tax revenues to offset the revenue loss that decreasing the state income tax would impact the state. However, the Kentucky Legislature Research Committee estimates that the fiscal impact of a net loss of $1.15 billion of tax …

Conceptualizing Attorney Motivation: A Study Of The Representatives For Parents And Children In The Child Welfare System, Shannon Moody
Theses and Dissertations--Social Work
Background. Attorneys who represent parents and children in dependency, neglect, and abuse (DNA) proceedings are key in influencing the outcomes of the cases they carry. These influences include the length of time a child spends in the custody of the state or the necessity for foster care, visitation with family members, length of time to reunification, and recommended services for the child and parents (Courtney & Hook, 2012; Goldman, 1993; Thornton & Gwin, 2012; Zinn & Peters, 2015). The American Bar Association’s analysis is that there are “four constants: high caseloads, low compensation, inadequate training, and lack of supervision” …

The Role Of Affective Heterogeneity On Treatment Effects For Youth With Conduct Problems, Pevitr Singh Bansal
The Role Of Affective Heterogeneity On Treatment Effects For Youth With Conduct Problems, Pevitr Singh Bansal
Theses and Dissertations--Psychology
Conduct problems (CP) are a class of disruptive and aggressive behaviors (e.g., aggression, vandalism) comprised of both oppositional defiant and conduct disorder. CP are highly heterogenous and one vital factor that parses out this heterogeneity is affect, specifically the affective traits of irritability (IRR) and limited prosocial emotions (LPE). The current study examined how IRR and LPE predict distinct aspects of treatment efficacy including (1) treatment response (i.e., magnitude of change from week 1 to week 5); (2) trajectories (i.e., shape of symptom change); and (3) time-out (i.e., behavioral and emotional reactions to time-out). Participants were 49 youth aged 7-12 …

The roles of sexual satisfaction, relationship quality, and cognitive functioning within older adults (N = 538) intimate relationships are assessed at two timepoints over an 11-year timeframe. Longitudinal data from 63 older adults are assessed through a path modeling approach to examine how sexual satisfaction and relationship quality change throughout older adulthood. Cross-sectional data for 538 older adults are utilized to examine the association between cognitive health and sexual satisfaction/relationship quality. Qualitative data from 125 older adults are utilized to understand how older adults describe their intimate relationships. Results from path models demonstrate that one’s degree of sexual satisfaction …
A Corpus Study Of The Development Of The Adjective Phrase In French Children, Avery Elizabeth Baggett
A Corpus Study Of The Development Of The Adjective Phrase In French Children, Avery Elizabeth Baggett
Theses and Dissertations--Linguistics
In this thesis I attempt to answer three questions:
H1) Do children use proportionally more prenominal or post-nominal placement of adjectives than adults?
H2) Are children more conservative or more creative in their behavior in alternating prenominal and post-nominal placement of adjectives?
H3) If colored terms are more frequent in child speech will they pattern more like prenominal adjectives or more like post nominal adjectives, as in adult speech?
To do this, I examine two general semantic viewpoints, opting to use Scontras & Goodman (2017) subjectivity hypothesis. Next, I provide a general overview of First Language Acquisition research and then …

Career Development And Employability Skill Integration Within The Equine Science And Management Undergraduate Program At The University Of Kentucky, Savannah Faye Robin
Career Development And Employability Skill Integration Within The Equine Science And Management Undergraduate Program At The University Of Kentucky, Savannah Faye Robin
Theses and Dissertations--Educational Leadership Studies
College graduates need to be equipped with career and employability skills that are necessary to be meaningfully and gainfully employed in their future. These skills consist of self-management, career-management, essential-employability, and discipline-specific skills. More responsibility is being placed on college and university academic programs to ensure that students are graduating with these skills when they enter the workforce. However, students are growing less likely to participate in out of course career development activities and resources. Integrating these skills into program curriculum can be an effective way to ensure that all students have the ability to develop these necessary skills.
