KLB was formerly a city commission of Lexington- Fayette Urban County Government (LFUCG) but in the winter of 2020 to 2021 broke off to form their own independent non-profit by the same name. In recent decades, many countries have implemented decentralization of national administrative functions to make public service delivery more effective and efficient. However, debate continues over whether decentralization is actually effective, and there has not been much research on the impact of decentralization of public administration in East Asia. This study analyzed the effectiveness of establishing a Rescue Hub Substation implemented by the Korea Coast Guard as part of its administrative decentralization policy to respond quickly to maritime accidents and reduce casualties.

The COVID-19 pandemic has taken its toll on states’ coffers due to declining revenues and in response state budget authorities have taken action to adjust budgets in order to maintain proper financial balance. The United States has been in continuous military conflicts for the past two decades. The importance of having a fully capable fighting force is unquestionable, but too often, military units are not at full capacity due to service members (SMs) within a unit being unable to deploy due to mental health impediments. The surge of non-deployable SMs is a national security concern as it affects the SMs’ quality of life and Department of Defense’s (DoD) ability to fight today’s conflicts.

Bullying is a public health problem that negatively affects millions of children annually and can have serious, long-lasting effects on victims. Emergent research concludes a higher prevalence of bullying occurs in earlier school years, especially among racial/ethnic minorities. Evidence also suggests that risk behaviors associated with bully victimization may vary by racial/ethnic profile, leading to disproportionate chances of adverse psychosocial and health-related behaviors. Therefore, racial/ethnic minority youth may be more likely to cope with being bullied through risk behaviors (e.g., coping by fighting).

Language Contact And Covert Prominence In The Sḥerēt-Jibbāli Language Of Oman, Jarred Brewster

This thesis reports on a phonetic production study, the results of which support the existence of a complex word-prosodic system for the Sḥerēt-Jibbāli language of Dhofar, Oman. In the language, stress seems to co-occur in some lexical items with a high tone. In the discussion, a mechanism for the emergence of this system is proposed as the reflex of a typological feature held in common with the related language, Soqotri, and as justification for an Eastern Modern South Arabian subgroup consisting of Sḥerēt-Jibbāli and Soqotri.

The South Asian country of Sri Lanka has a rapidly aging population, but little attention has been paid to individuals and families' financial preparedness for retirement. This study aims to overview the current system of retirement preparedness in Sri Lanka, and to examine financial and pension literacy's role on the retirement preparedness. Specifically, this study evaluated three domains of retirement preparedness: planning for retirement and perceived retirement income adequacy (subjective measures, n = 142), and wealth accumulation (objective measure, n = 115). This study explores how twelve former Lexington-area Japanese sojourning mothers define culturally and linguistically appropriate services and how culture, gender and language shaped their health care beliefs, behaviors and experiences in pediatric settings. It is a naturalistic, pragmatic line of inquiry born in collaboration with Japanese sojourning moms across cups of matcha 末茶 and mugicha 麦茶. Framed by constructivist and intersectionality research lenses, this phenomenological study seeks to understand how study participants perceived the cultural and linguistic appropriateness of their interactions with Lexington-area pediatric offices and to begin to ascertain the meanings they created based on their subjective experiences. Gender-based violence is pervasive across many television shows that are targeted toward a variety of audiences and cover a range of genres and settings, yet there is a dearth of literature regarding gender violence in fictional television drama series and how female audiences interpret and react to the depictions of gender violence in those programs. For this study, I spoke with 13 women about their experiences viewing programs with depictions of gender violence. Social support is integral to helping one manage Major Depressive Disorder [MDD], but enacted social support, or the supportive behavior itself, is not always beneficial. Using a normative theoretical perspective on social support and theory related to sequencing as guiding frameworks, in this thesis I examined common sequential patterns of enacted support between support providers and individuals with MDD. Moreover, I investigated how individuals with MDD evaluated the helpfulness of each of the different sequential patterns. This article analyzes 4 episodes of the Japanese reality television program Terrace house: Aloha State for instances of gender indexing language to investigate the gap between actual speaker usage of these features and the linguistic ideology surrounding their usage as is perpetrated and perpetuated by media. Specifically, the gender indexing features which will be investigated to accomplish this are sentence final particles and first-person pronouns. Tobacco users with mental illnesses (MI) have continued to experience disparate rates of tobacco use, related illnesses and mortality. Despite higher rates of tobacco use among clients with MI, few providers in mental health settings deliver evidence based tobacco treatment. If tobacco use is not addressed, clients with MI will continue to experience disproportionate rates of tobacco use and related burden. Globalization has promoted the transnational diffusion of public policies. Recognizing that policies of one country are shaped by policies of others, scholars have developed several theories to explain policy diffusion. Because empirical evidence for these theories is contested, this study evaluates the relative explanatory power of the major theories of policy diffusion for human trafficking policies. To test competing theoretical claims, this study uses quantitative methods on an original, cross-national data set to analyze how human trafficking policies diffused. Recent years has seen an increase in studies examining the unique contribution that the therapist has on treatment outcomes, which is commonly referred to as “therapist effects” (Barkham et al., 2017). Therapist effects on outcomes are believed to occur primarily via how the therapist’s interpersonal and intrapersonal qualities influence the therapeutic relationship, which in turn influences outcomes (Wampold et al., 2017). Burnout is a common experience among physicians and has been identified as a precursor to substance abuse and suicide ideation. When not addressed, burnout can have many negative personal, relational and professional consequences. Research about the burnout experience is limited due to the taboo nature of the topic. This thesis is composed of two essays regarding the dairy industry of North America. The first essay aims to evaluate the adoption of an MCP pricing system in the Appalachian FMMO. Producers in Georgia, Kentucky, Tennessee, and North Carolina have formally voiced concern about adopting MCP due to concerns over reduced milk value. Using cow-level production data from Kentucky, the effect on farm level prices can be estimated. It is determined Jersey cow herd’s milk value under MCP appreciates 9% in Kentucky, while the impact on Holstein herds is dependent on many factors. This dissertation examines the significance of America’s interactions with stateless actors. It argues that it was groups such as the Muslim Brotherhood, Palestine’s refugees, and ethnic minorities, not the U.S. and Soviet governments, nor the state governments of the region, which dictated how the Cold War unfolded in the Middle East. Anterior cruciate ligament injuries are among the most common and traumatic sport-related injuries, and often negatively impact one’s quality of life during and post-rehabilitation. For many NCAA Division I and professional female athletes, rehabilitation is streamlined with a multidisciplinary team, including sport psychology. For others (e.g., NAIA, NCAA Division II, III athletes) this may not always be the case, as many of these athletic programs may not have the resources to meet the various needs of injured and rehabilitating female student-athletes. The first chapter of this dissertation examines price discovery and volatility spillovers in the coffee spot-futures commodity market over the post-ICA period by employing the PT-IS and bivariate EGARCH models. This research covers two actively traded coffee types, Arabica and Robusta, and utilizes daily time-series price data over 1990:01-2020:04 for Arabica and over 2008:01-2020:04 for Robusta. The empirical results indicate that coffee spot markets play a dominant role in the coffee price discovery for both Arabica and Robusta. The results also show volatility spillovers take place from the coffee spot market to the futures markets. This study helps small-scale coffee …
