Remarks Prepared For Delivery To The International Office Of Epizootics By U.S. Secretary Of Agriculture Clayton Yeutter, Clayton K. Yeutter

Clayton K. Yeutter, United States Secretary of Agriculture: Papers

It is a pleasure for me to be with you today at the annual meeting of the International Office of Epizootics. I would first like to congratulate the recipients of your gold and silver awards, which I am sure are well-deserved. I also want to state how much the United States has appreciated the efforts of Director-General Blajan. Although we have only been a member of OlE since 1978, we have developed great respect for this organization. OlE is held in high regard throughout the world, and the firm and competent leadership of Dr. Blajan has been a major reason …

"Trade Reform, The Key To The Future Of U.S. Farming", Clayton K. Yeutter Jan 1990

"Trade Reform, The Key To The Future Of U.S. Farming", Clayton K. Yeutter

Clayton K. Yeutter, United States Secretary of Agriculture: Papers

I have been asked innumerable times why world agricultural trade reform is so important to U.S. farmers. Some of the people doing the asking are often afraid of what such reform might mean to U.S. agriculture. A question I occasionally ask back is, "What is there to fear?" If we are the efficient agricultural producers we say we are -- and I believe we are - then the Uruguay Round of the General Agreement on Tariffs and Trade (GATT) offers American farmers an unprecedented opportunity to gain market share in the growing world markets for food. American agriculture has not …

Cb President Bush's "America The Beautiful Initiative" At The White House Remarks By President Bush And Secretary Of Agriculture Clayton Yeutter, Clayton K. Yeutter

Clayton K. Yeutter, United States Secretary of Agriculture: Papers

SEC. YEUTTER: Good morning, ladies and gentlemen, and welcome to this auspicious tree-planting ceremony. We're delighted to have you all here. That's quite a tree that we're going to be planting. I'm not sure we're going to get that job done with two shovels, but maybe that depends on how fast people shovel. At any rate, we'll give you some experience in that regard very shortly. As we begin the program, I'd like to spend just two minutes giving the essence of what the morning's activity is about. Then, I'll introduce some of our special guests here, and then, of …

Clayton Yeutter Secretary Of Agriculture Before The Senate Committee On Agriculture, Nutrition, And Forestry February 7, 1990, Clayton K. Yeutter

Clayton K. Yeutter, United States Secretary of Agriculture: Papers

Mr. Chairman and Members of the Committee, I welcome the invitation to appear today to discuss the 1990 Farm Bill. The making of farm policy in 1990 will be truly historic. The road that we take over the coming months will be vital to u.s. farmers, the American public, and, in fact, the world. As you know, we have been working very hard at the USDA and within the Administration for many months to develop proposals that we believe will best serve our nation's food and fiber industries and all Americans. Yesterday we unveiled our ideas. This morning, I would …

Bureaucracy, Institutional Change, And Deegan’S Theory Of Core Codes And Liberating Rituals, Michael R. Hill Jan 1990

Bureaucracy, Institutional Change, And Deegan’S Theory Of Core Codes And Liberating Rituals, Michael R. Hill

Department of Sociology: Faculty Publications

In American Ritual Dramas: Social Rules and Cultural Meanings (Greenwood Press, 1989), Mary Jo Deegan presents a theory of core codes and communitas that implicitly challenges the present organization of sociological practice in bureaucratic structures such as universities. The rituals of modern academic sociology are permeated by the same core codes that Deegan finds in many modern participatory and media-constructed rituals, specifically: the codes of oppression (class and sex codes) and the codes of repression (bureaucracy and time codes). Sociology remains little more than a rationalization for repressive and oppressive social control mechanisms unless it convincingly demonstrates and acts upon …

Public Pension Power For Socioeconomic Investments, F. Gregory Hayden Dec 1989

Public Pension Power For Socioeconomic Investments, F. Gregory Hayden

Department of Economics: Faculty Publications

We are at a turning point in the United States with regard to state and local public pension funds. First there is a movement to use these pension funds to support new kinds of investment activities, and second, the current economic analysis being provided by economists of the neoclassical ideology is inconsistent with the community intent for the pensions. These pensions were established by the community for what Thorstein Veblen defined as parental purposes, meaning societal activity structured to provide for the common good and the welfare of others [Veblen 1937, pp. 25-38]. Parental institutions function to elevate the broad …

Museum Studies In Collection Management, Hugh H. Genoways Dec 1989

Museum Studies In Collection Management, Hugh H. Genoways

University of Nebraska State Museum: Programs Information

First paragraph:

At the workshop on "Collection Resources for the 1990's" held in Washington, D.C., October 1988, one of the identified needs for institutions was for additional trained collection management staff (Hoagland and Mabee, ASC Newsletter 16(6): 9, 1988). There are few academic programs that provide training in the management of biological, geological, and anthropological collections. Because this is an identified need for the 1990's, the question arises: "Are we able to meet this need?" and, if we are not currently in a position to do so, "What must be done in the future to meet this need?"

Conclusions

Currently, …

Survey Of Methodologies For Valuing Externalities And Public Goods, F. Gregory Hayden Sep 1989

Survey Of Methodologies For Valuing Externalities And Public Goods, F. Gregory Hayden

Department of Economics: Faculty Publications

The purpose of this report is to explain and evaluate six different methodologies for the valuation of externalities and public goods with respect to natural resources and the ecosystem. The six methodologies are: 1) general systems analysis, 2) the social fabric matrix, 3) direct cost, 4) contingent valuation, 5) travel cost, and 6) the property approach. The explanation and analysis contained in this report intends to determine their applicability to a broad definition of an ecosystem or socioecosystem.

The concept of externalities in the field of economics is essentially a concept formulated to take account of interdependence in a model …

Pralrle Basin Wetlands Of The Dakotas: A Communlty Profile, Harold L. Kantrud, Gary L. Krapu, George A. Swanson

United States Geological Survey, Northern Prairie Wildlife Research Center: Publications

This description of prairie basin wetlands of the Dakotas is part of a series of community profiles on ecologically important wetlands of national significance. The shallow wetlands of the Dakotas form the bulk of the portion of the Prairie Pothole Region lying within the United States. This region is famous as the producer of at least half of North America's waterfowl and an unknown, but large, proportion of other prairie-dwelling marsh and aquatic birds. The wetlands described here lie in relatively small, shallaw basins that vary greatly in their ability to maintain surface water, and in their water chemistry, which …

A Theory Of The Sociology Of Women, Helen A. Moore, Jane C. Ollenburger Jul 1989

A Theory Of The Sociology Of Women, Helen A. Moore, Jane C. Ollenburger

Department of Sociology: Faculty Publications

Feminist theories present a number of options for organizing a model of inequality for women. At times, these present mutually exclusive concepts or definitions, or even causal factors. Patriarchal theories will not be used because they do not perceive women's oppression. Without an assumption of sex stratification and oppression, women's reality cannot be accurately described. Along with these patriarchal models, sex role socialization theories have been criticized for having (1) an emphasis on finding a singular universal truth and verification method, (2) a commitment to objectivity and observer neutrality, (3) dichotomous classification and primarily causal models, (4) ahistorical views, and …

Institutionalism For What: To Understand Inevitable Progress Or For Policy Relevance?, F. Gregory Hayden Jun 1989

Institutionalism For What: To Understand Inevitable Progress Or For Policy Relevance?, F. Gregory Hayden

Department of Economics: Faculty Publications

In two recent papers, Anne Mayhew challenged the approach and purpose of institutionalism [Mayhew 1987a, 1987b]. Her message was that institutionalism should be concerned with describing cultures in order to understand the inevitable flow of human progress, and should not be undertaking analysis for the purpose of social evaluation and policy. The purpose of this article is to demonstrate the insufficiency of the base upon which that message was constructed.

Nebraska Farm Real Estate Market Developments 1988-89, Bruce B. Johnson, Terry Akeson Jun 1989

Nebraska Farm Real Estate Market Developments 1988-89, Bruce B. Johnson, Terry Akeson

Nebraska Farm Real Estate Reports

The year, 1988, was one of considerable real estate market activity and rising agricultural land values. These trends were evident across the state according to 1989 Nebraska Farm Real Estate Market Survey reports. The survey revealed an average rate of increase of 25 percent during the 12-month period ending February 1, 1989. This increase, however, represents a percentage change from a base value that reflects several years of declines. In fact, even with the 1988 advances, 1989 land values remain considerably below peak levels of the early 1980s.

A succession of high income years for production agriculture, in large part …

High School Home Economics Students’ Perceptions Of Subject Matter Needs In Home Economics Curriculum, Dixie J. Torres May 1989

High School Home Economics Students’ Perceptions Of Subject Matter Needs In Home Economics Curriculum, Dixie J. Torres

Department of Agricultural Leadership, Education and Communication: Dissertations, Theses, and Student Scholarship

The purpose of this research was to identify subject matter areas and specific concepts in home economics which senior high school home economics students consider important. Comparisons were first made between students' perceptions and the perceptions of parents, both economically disadvantaged and non-economically disadvantaged. In addition, comparisons were made between students' perceptions of subject matter and specific concepts needed and what home economics teachers perceive is emphasized in their teaching. Questionnaires were mailed to home economics teachers in 22 schools from the six class sizes of schools in economically depressed Nebraska counties. The questionnaire was completed by 174 home economics …

Teachers' Expectations About The Timing Of Developmental Skills: A Cross-Cultural Study, Carolyn P. Edwards, Lella Gandini May 1989

Teachers' Expectations About The Timing Of Developmental Skills: A Cross-Cultural Study, Carolyn P. Edwards, Lella Gandini

Department of Child, Youth, and Family Studies: Faculty Publications

Today, in the United States, teachers often need to understand what behaviors are normal in terms of children's cultural background. To understand children, teachers of course must have authentic respect for cultural diversity. But they also need something more: depth of knowledge about child development so they know what to expect of children of a given age. Teachers hold internal guidelines regarding many behaviors, but to what degree are they objective standards that can be applied to all children? How much, instead, do they reflect unconscious cultural biases? In recent years, we have begun to find out more about people’s …

Agribusiness Skills Required By Agriculture Students As Perceived By Nebraska Vocational Agriculture Instructors And Agribusiness Managers, David R. Spotanski, Richard M. Foster Apr 1989

Agribusiness Skills Required By Agriculture Students As Perceived By Nebraska Vocational Agriculture Instructors And Agribusiness Managers, David R. Spotanski, Richard M. Foster

Department of Agricultural Leadership, Education, and Communication: Faculty Publications

Agribusiness instruction in vocational agriculture programs can help prepare employees for service related job opportunities in agriculture. Many employment opportunities can be found in occupations related to food and fiber production, transportation, processing, packaging, storing, advertising, and distributing. These jobs are numerous and diverse, strengthening the link between farm products and the consumer (Steward, 1987).

The need for trained employees in non-farm agricultural occupations has been well documented in the decade of the 1960's (Williams, 1971). Cooper (1985), reported there is a need for continuous expansion and revision of competencies for employment in agriculture/agribusiness occupations. Birkenholz and Stewart (1986), found …

Attitudes Of Nebraska Superintendents, Principals And Vocational Agriculture Instructors Regarding The Delivery Of Adult Education Through Secondary Programs, Michael F. Adelaine, Richard M. Foster

Department of Agricultural Leadership, Education, and Communication: Faculty Publications

Rapid changes in agricultural technology, coupled with an increasingly older agricultural population, make adult education in agriculture a must (Drueckhammer & White, 1984). In order to facilitate the process of incorporating adult vocational agriculture education into traditional secondary programs, the individuals most directly involved in organizing, funding, and conducting adult programs need to be encouraged to do so.
Viterna (1973) concluded that school administrators were directly responsible for program development. Viterna also found that the same administrators were willing to support young farmer classes in Nebraska. In studying the attitudes of superintendents of comprehensive high schools in Ohio, Miller and …

Farm Credit Competencies Needed And Possessed By Selected Nebraska Young Farmers/Ranchers, Allen G. Blezek, Daniel H. Post Apr 1989

Farm Credit Competencies Needed And Possessed By Selected Nebraska Young Farmers/Ranchers, Allen G. Blezek, Daniel H. Post

Department of Agricultural Leadership, Education, and Communication: Faculty Publications

Agriculture has changed a great deal, particularly during the past five years. Lower prices for commodities and higher production costs, including higher interest rates, have made it necessary for farmers to become better financial managers. "The farm of the future will be treated financially like any other business--it will have to demonstrate profitability before a bank will finance its operations" (Congress of the United States, 1986).

The Iowa Department of Agriculture (1985) and others concluded that rapid economic and social change is not a new phenomenon in agriculture. Agriculture has in fact been adjusting to conditions of greater efficiency since …

Wolf Population Survival In An Area Of High Road Density, L. David Mech Apr 1989

Wolf Population Survival In An Area Of High Road Density, L. David Mech

United States Geological Survey, Northern Prairie Wildlife Research Center: Publications

Wolf mortality in a high-road-density area of Minnesota exceeds that in an adjacent wilderness, and is primarily human-caused. The wolf population there is maintained primarily by ingress from the adjacent wilderness areas. A road density of 0.58 km/km2 can be exceeded and the area still support wolves if it is adjacent to extensive roadless areas.

An epidemiological investigation was carried out to determine the relationship between silicosis in hardrock miners in Ontario and cumulative exposure to silica (free crystalline silica-α quartz) dust. This second report describes a side-by-side air-sampling program used to derive a konimeter/gravimetric silica conversion curve. A total of 2,360 filter samples and 90,000 konimeter samples were taken over 2 years in two mines representing the ore types gold and uranium, both in existing conditions as well as in an experimental stope in which dry drilling was used to simulate the high dust conditions of the past. The method of calculating cumulative respirable …
