Following the rise of tax and expenditure limitations in the 1970s, scholars have focused on assessing the effects of these limitations on local government fiscal outcomes. One key takeaway has been local governments’ decreasing reliance on property taxes and increased use of nontax revenue sources, in particular fees and changes. This study builds on this work by focusing on a particular type of fee—that is, payments in lieu of taxes (PILOTs). We find that, in Wisconsin, revenues received by municipalities from two PILOTs programs are affected quite differently. Using examples in the classroom from current and past television shows and movies is becoming increasingly common. Being able to relate ideas back to a popular clip or episode allows the instructor to reach students in ways the traditional lecture cannot. Building on the work of Tierney, Mateer, Smith, Wooten, and Geerling (2016), this paper introduces five lesson plans tied to clips from The Big Bang Theory that can be used in high school (9-12) economics courses.

The Effect Of Value Similarity On Mentoring Relationships And Outcomes, Marc Young Illies, Roni Reiter-Palmon

One hundred and forty-six protégés with a mentor in their profession responded to a survey exploring how value similarity affects mentoring success (career support, psychosocial support, and satisfaction with the mentor) and organizational outcomes (organizational commitment, career success, and job satisfaction). Results revealed that protégés who perceived their values to be similar to those of their mentor had more mentoring success. Mentoring success correlated with more positive organizational outcomes. Finally, it was found that mentoring success mediated between perceived value similarity and important organizational outcomes (job satisfaction and organizational commitment).

The Impact Of Premeeting Talk On Group Performance, Michael Yoerger, Joseph A. Allen, John Crowe

Interactions that occur prior to a meeting constitute premeeting talk (PMT). Of the different PMT types, research suggests that small talk PMT is especially meaningful. In this study, meeting participants’ interactions both prior to and during the meeting were video recorded, coded into sense units, and classified by coding schemes. This study investigated the influence of small talk PMT on both perceived and objective group performances, as well as the potential for positive socioemotional and problem-focused statements to serve as mediators. The results supported the mediating influence of both types of statements for only perceived performance. Our results suggest that …

An emerging area of research is how one's mindset regarding the fixedness and malleability of creative ability relates to creative performance. Malleable creative mindsets tend to be positively related to creativity while fixed mindsets often show a negative association. Similarly, creative self-efficacy, or one's beliefs that they have the capacity to be creative, is also related to creative performance and creative mindsets. While previous studies tested the direct relationship between mindsets and creativity, this study tested creative self-efficacy in this relationship. The present study focuses on the fluctuation in work engagement by examining the relationship between daily time pressure and daily work engagement. Based on the job demands-resources (JD-R) theory, this study also tests whether psychological capital and sleep moderate the influence of time pressure on work engagement. We conducted a diary study to gather 67 participants’ data over 10 consecutive work days (502 daily measurement points), including their daily time pressure, work engagement, and sleep quality. Our results indicate that there is a curvilinear relationship between daily time pressure and work engagement in the form of an inverted U-shape. If …

This article examines the regional development effects of foreign direct investment (FDI) in the integrated peripheries of the automotive industry by analyzing supplier linkages between foreign subsidiaries and domestic firms. It develops the spatial concept of integrated peripheries in core-based macroregional production networks. Conceptually, it draws on the dynamic notion of uneven development in contemporary capitalism, namely, on David Harvey’s spatiotemporal fix and on the global production networks concept of strategic coupling to investigate the mode of articulation of integrated peripheries into macroregional production networks. Being able to read proficiently is a key skill that students must learn to be successful in school as well as being able to function in society. Three of the main interventions to help students reach proficiency in reading are repeated reading, listening passage preview, and error correction. Each intervention has been shown to provide some benefit to students who struggle with reading when done independently or combined with repeated reading. However, the current literature on repeated reading, listening passage preview, and error correction is sparse when comparing the three against each other. On December 7, 2017, the U.S. Census Bureau released five‐year American Community Survey (ACS) estimates for the combined years of 2012 through 2016, making available social, economic, housing and demographic statistics for Nebraska’s counties. Also available are estimates for every community and legislative district in Nebraska and the nation.

The data are based on a rolling national sample survey mailed to about 3 million addresses each year, resulting in nearly 2 million final interviews each year from 2012 through 2016. By pooling several years of survey responses, the ACS can generate detailed statistical portraits of smaller geographies such as counties. …

Volunteers are essential to the operation of many nonprofits, but some experience challenges in retaining their volunteer workforce. The Volunteer Program Assessment (VPA) seeks to address this issue by helping organizations to identify strengths, growth areas, and recommendations for improving volunteer experiences. To maximize the effectiveness of VPA’s mission, the organization is moving toward a collective impact (CI) approach. Although not developed as a CI effort, the program currently exemplifies many of its characteristics, which have been instrumental in expanding reach to more organizations. We examine VPA’s alignment with collective impact and outline how VPA will continue to improve efforts.

Since 9/11, entertainment media has focused on depictions of terrorism and counterterrorism. How do dramatic depictions of counterterrorism practices—specifically torture—affect public opinion and policy? Using a mixed within-subjects and between-subjects experimental design, we examine how framing affects support for torture. Participants (n = 150) were randomly assigned to a condition for dramatic depictions showing torture as (a) effective, (b) ineffective, or (c) not present (control). Participants who saw torture as effective increased their stated support for it. Participants who saw torture—regardless of whether or not it was effective—were more likely to sign a petition on …

Information provided at the moment a person makes a decision can influence behavior in predictable ways. The United Kingdom's Behavioural Insights Team have used this idea to help improve the insulation of lofts, collect taxes, and even reduce litter. The authors of this article developed software that appends a personalized message to each assignment in the class regarding the student's current grade. This “grade nudge” explains precisely how the assignment will impact the student's final grade given their current standing in the class. Through a randomized trial, the authors show that the nudge improves student homework performance by about four …

Children with disabilities (CWD) face challenges to the development of their sexuality, in part due to a lack of appropriate, tailored sexual education in schools, role ambiguity regarding provision of sexual health services, and widespread discomfort with the topic. However, CWD have unique sexual health needs, an increased vulnerability to sexual and other forms of violence, and desire for skills and knowledge to build relationships. Using a phenomenological lens, authors conducted semistructured interviews with eight school social workers to understand how they are working with other professionals to support sexual and relational health of CWD (ages three to 11). The NextGen ideal moves beyond a discovery layer or federated search to approach a single database offering seamless access to all library resources. This paper argues for an extended theory of power in International Relations (IR), using the example of the glocal HIV/AIDS epidemic. It will argue that world power relations depend not only on military, economic, social and cultural power, but also on the power of the human body itself. The publication of Giorgio Agamben’s The Use of Bodies in 2014, followed the next year by Adam Kotsko’s English translation, marked a momentous event in the history of more recent continental thought, bringing to a close one of the most far reaching and ambitious scholarly and philosophical labors of the twentieth century. Initiated in 1995 with Homo Sacer: Sovereign Power and Bare Life, Agamben’s project, named after the first volume, would come to comprise nine separate books, published at fairly regular intervals over the course of twenty years.
