In 2000, President Bill Clinton vetoed a bill that would have criminalized all unauthorized leaks of classified information.1 In his veto message, Clinton agreed that “unauthorized disclosures can be extraordinarily harmful to United States national security interests and that far too many disclosures occur.” But the bill failed, in his view, to balance national security interests with “the rights of citizens to receive the information necessary for democracy to work.” The bill threatened to chill even “appropriate public discussion [or] press briefings” by Government officials. An Examination Of The Impact Of Drug Court Clients’ Perceptions Of Procedural Justice On Graduation Rates And Recidivism, Cassandra A. Atkin-Plunk, Gaylene Armstrong

Over the years, researchers have found drug courts reduce recidivism for participants. Scholars have hypothesized that drug courts are effective at producing positive outcomes for participants due in part to a case management approach that implements concepts of procedural justice. Using a convenience sample of participants involved in one drug court, this study adds to the limited body of research on procedural justice and drug courts by examining whether variation in drug court clients’ perceptions of procedural justice is related to their likelihood of graduation from drug court and recidivism. Results, policy implications, and recommendations for future research are discussed.

The mediation of religious narratives through sacred texts is intimately bound to the power relations involved in their transmission and maintenance. Those who possess such mediated messages and control their access and interpretation have historically held privileged positions of authority, especially when those positions are not easily contested. The 2010 film The Book of Eli uniquely engages these elements by placing the alleged last copy of the King James Version of the Christian Bible at the forefront of a clash between different individuals in a post-nuclear wasteland. Marc Rosenbush’s film, Zen Noir (2004) is at first glance a Buddhist film wherein a troubled detective finds himself at a Zen temple with a murder to solve. But upon further investigation, it becomes evident that the film can also be understood in terms of Myers-Briggs personality typology, which is an extension of the personology and depth psychology of C.G. Jung. This suggests a multivalency which allows the imagery of the film to be interpreted in two different ways; as both suggesting Zen enlightenment and Jungian individuation. Universities throughout the United States operate engagement centers to extend campus faculty, staff and student resources to their communities. In 2014, the University of Nebraska Omaha (UNO) opened the Barbara Weitz Community Engagement Center (Weitz CEC): a privately funded $24 million, 70,000 square foot facility located in the middle of its original Dodge Street campus. In addition to offices for its service learning and community service enterprises, the CEC houses over thirty university and community organizations and offers extensive space for meetings, dialogue and collaboration. Despite the large amount of research into disaster risk reduction [DRR], there remain significant difficulties in attempting to measure the impact of these policies. In particular, an urgent priority is the need to produce a theoretical framework for researchers and practitioners to enable the comparative assessment of the success of DRR policies. The measurement of these policies is unsatisfactory, creating a situation where it is almost impossible to assess how well the resources committed to these policies translate to improving DRR in at-risk communities. The Wireless Emergency Alert (WEA) system is a free, opt-out, national emergency alerting service that was deployed in 2012 as one component of the Integrated Public Alert and Warning Systems (IPAWS). Since 2012 over 10,000 WEA messages have been transmitted to mobile phones in the U.S. In 2015, a national online survey on WEAs (2015 WEA Survey) was conducted to understand the effectiveness of WEA messages for people with disabilities. The survey collected data on availability, awareness and accessibility of WEA messages, as well as actions taken by the recipient upon receipt. The survey also takes into consideration the type …

Meetings constitute an important context for understanding organizational behavior and employee attitudes. Employees spend ever-increasing time in meetings and often complain about their meetings. In contrast, we explore the positive side of meetings and argue that satisfying meetings can empower rather than deplete individual employees. We gathered time-lagged data from an online sample of working adults in the U.S. As hypothesized, meeting satisfaction predicted employee empowerment, and information availability partially mediated this effect. Moreover, we found that these effects were stronger when employees participated in more meetings: Meeting demands moderated the link between meeting satisfaction and information availability as well …

Introduction

A cross-sensory interaction between gustatory and trigeminal nerves occurs in the anterior tongue. Surgical manipulations have demonstrated that the strength of this relationship varies across development. Capsaicin is a neurotoxin that affects fibers of the somatosensory lingual nerve surrounding taste buds, but not fibers of the gustatory chorda tympani nerve which synapse with taste receptor cells. Since capsaicin is commonly consumed by many species, including humans, the experimental use of this neurotoxin provides a naturalistic perturbation of the lingual trigeminal system. Neonatal or adult rats consumed oral capsaicin for 40 days, and we examined the cross-sensory effect on the …

Mexican American Adolescent Couples' Vulnerability For Observed Negativity And Physical Violence: Pregnancy And Acculturation Mismatch, Lela Rankin Williams, Heidi Adams Rueda

Stress and vulnerability for dating violence may be heightened among acculturating Mexican American (MA) adolescents, and MA adolescent parents, because of differing cultural values and norms within romantic relationships. We hypothesized, in a sample of MA heterosexual couples (N = 30, 15–17 years), that: 1) within-couple level acculturation discrepancies, and pregnancy/parenting, would predict physical violence perpetration, and 2) that this association would have an indirect effect through couple-level negativity during an observed dyadic video-taped discussion of conflict. Research into the locational decisions of creative class or knowledge workers has indicated that “classic” or “hard” factors, particularly employment opportunity and social connections, generally take precedence over “soft”, “quality of place” amenities such as art and cultural venues, historical assets, and tolerance/diversity. However, “soft” amenities are expected to shape where creative class/knowledge workers live within cities, and potentially whether they remain in the community long-term, or seek opportunities elsewhere. This paper investigates the desirability of constitutional constraints on capital taxation in an environment without government debt and where benevolent governments have limited commitment. In our setup, governments can choose proportional capital and labor income taxes subject to the constitutional constraint but cannot commit to the actual path of taxes. First, we explore a form of constitutional constraint: a constant cap on capital tax rates. In our quantitative exercise, we show that a three per cent cap on capital taxes provides the highest welfare at the worst sustainable equilibrium. EXECUTIVE SUMMARY Over the last 45 years, the Nebraska Department of Correctional Services (NDCS) has made two substantial changes to its classification system. The first system was created and implemented in the 1970s. In 2005, Patricia Hardyman was contracted to update and modify the classification and reclassification system. Using statistical analyses of available data, a set of prediction models were created to score inmates on items that predicted future infraction behavior. Research on creativity has indicated that problem construction, which is the process of making sense out of an ill-defined and ambiguous problem, has a positive influence on solution creativity. This relationship was more closely examined in a sample of university students using multiple everyday problems. Specifically, participants restated the problems in their own words and generated subsequent solutions. In addition, participants’ fluency and problem construction ability were assessed. The death of a child may have a profound impact on parents, family members, and health care providers who provided care for the child. Unique challenges are faced by parents of seriously ill children as they must serve as the legal authority for health care decisions of children under age 18, although the child’s wishes must also be considered. Social workers must balance core social work values, bioethical values, and psychosocial issues presented by such situations. Land Acquisition, Labor Allocation, And Income Growth Of Farm Households, Qingjiang Ju, Jinlan Ni, Debing Ni, Yu Wu

This article investigates how land acquisition during urbanization affects labor allocation decisions of farm households in China. We develop an agricultural household model by including land acquisition to examine its impacts on nonfarm labor participation and income. Two data sets (self-designed household surveys at Xingwen County in 2012 and the China Household Finance Survey (CHFS) data covering 29 provinces in 2013) are adopted for empirical analysis. The results find that land reduction has significantly positive effects on the probability and the share of family nonfarm labor allocation from both data sets. Despite evidence that males drink more than females, there is much to be learned about gendered explanations for sex differences in alcohol use. We use the National Longitudinal Study of Adolescent to Adult Health data to investigate gendered self-concept as related to alcohol use and related consequences among a sample of emerging adults. Dominance Masculinity (e.g., being aggressive, forceful, dominant) was the most consistent predictor of alcohol-related outcomes for both males and females. Endorsement of feminine characteristics (e.g., compassion, understanding, sympathetic) was protective against binge drinking and social consequences for males whereas endorsement of general masculine characteristics (e.g., independent, assertive, …
