The sharp loss of population east of 42nd Street being reported in the preliminary 1980 Census data for Omaha was indicated in earlier studies of intra-urban migration conducted by CAUR.1 The sharp increase of population west of the Omaha city limits is indicated in the most recent study of intra-urban migration data reported below.

In the early 1970's as the enormous pressure of drug related problems was abating~ the attention of mental health professionals, school personnel, and the criminal justice system was refocused on the problems that come with alcohol. A new phenomenon seemed to be following the drug "scene", the increased alcohol usage among teen-agers and even children. The message was clear: an effort had to be made to prevent alcohol abuse before problem drinking became more widespread.

The successful delivery of human services requires rational program planning. Rational program planning, in turn, requires evaluation of 1) the needs of targeted client groups, 2) the availability of established services to the potential clients, and 3) the utilization of available services by the client population(s). The success of human service delivery systems, therefore, must incorporate the assessment of public programs in terms of the correspondence between client needs and service provision and usage.

The principle focus of this report is to assess the availability and utilization of established alcoholism services for Mexican Americans in the Scottsbluff area. Though important, the concern here is not with the absolute supply of services (for example, the number of quarter way and halfway houses in Scottsbluff County), nor is it with spatial distribution of services (for example, the location of the detoxification center in Scottsbluff County) . Rather, this analysis focuses on the utilization of existing services and the extent of the need for services by Mexican Americans in the Scottsbluff area.

In early 1978, the Urban League of Nebraska published a report designed to measure the status of Blacks in housing, employment, education, health care and political participation. At that time, Blacks in Omaha were found to be deficient in all the above areas in relation to the general community. Today, in early 1980, the basic facts of that report have not significantly changed. Blacks are still almost exclusively concentrated east of 48th Street with most of them having a median income just under 1 half that of the Omaha average of $16,000. Cardiac Changes During An Attention-Demanding Task In Mentally Retarded Adults, James M. Granfield

The relationship between physiological response patterns and intellectual deficiencies was investigated by examining heart rate changes during a sustained attention-demanding task with institutionalized mentally retarded adults classified into three different I.Q. levels. The task consisted of simple motor responses made to a visual display within which was "hidden" the stimulus cue of Santa Claus. The findings indicated that changes in the within-trial heart rate response were significantly different between groups. Consistent with previous research on retarded adolescents, the retarded adults in the present study were characterized by a significant increase in heart rate variability upon stimulus onset. The purpose of this study was to determine the existence of target attribution, and its interaction with other variables. Subjects were obtained from grades one, seven, and college freshmen; thirty of each age group were used. The subjects consisted of an equal number of males and females, who scored as internal or external on a locus of control measure. Each individual was asked to assume the role of actor in each of four videotapes, and to rate the degree of responsibility they felt for the action on each scene. Intrinsically motivated behaviors are those for which there is no apparent reward except the activity itself. Such rewards are mediated within the individual. Stemming from different theoretical disciplines, investigators of undermanned behavior settings and job enrichment have focused on examining human performance and motivation by manipulating essential tasks and available personnel. Although these two disciplines have centered their concerns on different types of organizations, research results from undermanning and job enrichment studies have tended to coincide with each other. However, an important question common to both areas concerns the reasons why the manipulation of the number of tasks and the number of personnel in a work setting should change group members' performance and motivation.
