To combat the threat of nuclear terrorism, the Domestic Nuclear Detection Office (DNDO) was established within the U.S. Department of Homeland Security to focus efforts on developing and enhancing radiological and nuclear detection and national technical nuclear forensics capabilities. With respect to nuclear detection, we at DNDO, in concert with interagency partners, are developing and enhancing a multi-faceted, layered, defense-in-depth framework to make prohibitively difficult the importation, possession, storage, development, transportation, or use of nuclear or other radioactive material that is out of regulatory control. The foundation of preserving and enhancing global nuclear security rests on three fundamental pillars: nuclear disarmament; preventing further proliferation of nuclear weapons; and international cooperation aimed at safeguarding nuclear materials. Today, experts argue that the recent decision of Russian president Vladimir Putin to cut cooperative efforts to secure nuclear materials are placing in peril the future of international efforts to promote global nuclear security. We argue that in addition to the clear erosion of the third pillar of nuclear security, there are more threatening ramifications resulting from the recent actions of Russia in Ukraine.

Foreign civilian nuclear start-ups have an increasing number of international partners capable of supplying fuel cycle technologies. The desire to prevent the spread of dual-use enrichment and reprocessing technology by asking partner states to rely on international fuel markets is a major obstacle for US negotiating civilian nuclear trade agreements, leading to delays. US participation in emerging nuclear markets is being undercut by foreign competition, leading to decreasing economic competition and influence in international nonproliferation issues. Calling All Actors: A Holistic Framework For Tackling Supply-Side Proliferation, Christopher Hobbs, Elisabeth Young

This article proposes a new holistic framework for tackling supply-side proliferation, based on a mix of punishments, incentives, and new normative standards (PIN) that could be taken by industry. After outlining a brief history of illicit nuclear trade, highlighting the increasingly sophisticated strategies adopted by proliferators, we explore in detail the PIN framework. We argue that to meet this challenge, industry must adopt behavior that goes beyond compliance with current regulations, particularly in the area of due diligence and information sharing.

Most academic library instruction is limited to one class period, despite empirical evidence that this approach is likely less effective than more sustained instruction. To determine if additional sessions would boost student learning and reduce library anxiety, the authors collaborated with representatives from a program for at-risk undergraduates to develop a three-workshop model for basic instruction and orientation. They first delivered the program during the summer of 2012 and subsequently offered it to three additional groups of students, including a cohort of doctoral students in the sciences. From Oklahoma City to Columbine to the Boston Marathon finish line, individuals around the world have responded to violent mass deaths publicized in mainstream media by creating ever-larger temporary memorials and sending expressions of sympathy—such as letters, flowers, tokens, and mementos—by the tens and even hundreds of thousands. Increasingly, there is an expectation that some, if not all, of the condolence and temporary memorial items will be kept or saved. This unusual and unexpected task of archiving so-called “spontaneous shrines” often falls to libraries and archives and few protocols, if any, exist for librarians and archivists in this role. This dissertation is a multi-manuscript collection consisting of three papers written about female service members. The first manuscript is a literature review that explores research regarding this population and distinguishes gaps in the literature is well. This manuscript identifies theoretical frameworks as well as commonly used research methods when working with female service members. The second and third manuscripts were constructed using secondary data from a documentary film project that produced valuable data regarding the lived experiences of women experiencing deployment. Some journalists who cover conflict in countries like Syria, Ukraine, and Egypt work as freelancers. As opposed to full-time staff members of media organizations, freelancers pay for their own travel, security, drivers, and insurance. While this model of conflict coverage is financially beneficial for media organizations, freelancers indicate that they work for themselves in order to have “freedom” to make their own decisions about conflict coverage. Researchers have analyzed the developmental processes contributing to craniofacial variation from genetic, evolutionary, biomechanical and forensic perspectives, yet no study has clearly demonstrated the exact anatomical processes that occur in the craniofacial complex during postnatal growth to establish ultimate adult morphologies. Furthermore, previous research has not evaluated how endocranial bones (i.e., the ethmoid and sphenoid) play a role in postnatal craniofacial growth. Thus, while researchers have hypothesized that the long postnatal period of continued growth contributes to the high amount of variation observed in adult facial variation, this has yet to be shown empirically.

Novel stimuli are ubiquitous. Few studies have examined mixed-species group reactions to novelty, although the complex social relationships that exist can affect species’ behavior. Additionally, studies rarely consider possible changes in communication. However, for social species, changes in communication, including rates, latencies, or note-types within a call, could potentially be correlated with behavioral traits. As such, this research aimed to address whether vocal behavior is correlated with mixed-species’ reactions to novel objects. This dissertation consists of three essays centered around labor incentives that arise in relative compensation contracts. Chapter 1 poses the question: if devotion to a core competence were truly optimal, why would firms do otherwise? We argue that the behavior of drifting from the core may be motivated by the competitive incentives faced by managers who seek to rise within a firm. We find competition creates an incentive for a manager to look for less correlated opportunities that pull the firm in a new direction. A better understanding of soil-water interactions and associated feedbacks in carbon-cycle processes is necessary for addressing knowledge gaps in the global carbon budget. This doctoral dissertation research investigated soil carbon-cycle processes in two ecosystems, Ecuadorian páramos and constructed agricultural wetlands, which are understudied in terrestrial carbon research. These sites represent ecosystems where land-use induced changes in soil moisture were expected to play an important role in soil carbon processes.

This meta-analysis explored the phenomenon of teacher burnout— the biggest contributor to teacher attrition (Owens, 2013; Unterbrink, 2014; Yu, 2015). The focus of this study was to use meta-analytical procedures to explore the relationship between burnout dimensions (i.e., emotional exhaustion, depersonalization, and feelings of personal accomplishment) and specific demand and resource correlates. Demand correlates included work overload, role conflict, role ambiguity, and student misbehavior. Resource correlates included peer support, supervisory support, and decision-making. I study three questions which relate to one another only in that each explores facets of economics. First, I theoretically examine the conditions under which introducing an impure public good decreases total public provision. I introduce a central planner who can tax the private good to correct this and identify the market characteristics that typify this scenario. Second, I test the two standard competing dividend puzzle hypotheses using a laboratory experiment. Evidence from the lab, including variables unobservable in the field, reinforces empirical work supporting the outcome model over the substitute.
