This Report presents a description of the programs and activities of the Tennessee Innovation Group during its first seventeen months of operation. The report is presented in three sections. The first section discusses the processes employed in the establishment and operation of the Tennessee Innovation Group. MTAS issued this Technical Bulletin to inform municipalities of an opinion of the Attorney General of Tennessee that under T.C.A. section 8-4303, the Commissioner of Finance and Administration, the Chairman of the Finance, Ways and Means Committee of the Senate, and the Chairman of the Finance, Ways and Means Committee of the House are required to determine the qualifications of each company providing a deferred compensation plan established pursuant to the Government Employees Deferred Compensation Act (T.C.A. sections 8-4301, et seq.), and that this includes deferred compensation plans for municipal employees.

A Cross-Sectional Study Of Height, Weight, And Triceps Skinfold Measurements Of Cherokee Indian Youths Ages 13-17, Ruby Allen Tompkins

Anthropometric measurements of height, weight, and triceps skinfold were obtained from 266 Eastern Band Cherokee Indian youths ages 13-17. The data were compared to the United States national probability sample from the National Center for Health Statistics (HES), to a sample of American Indians from Minnesota, and to data on Whites from the Ten-State Nutrition Survey. The data were also examined for age, sex, and degree of Indian blood effects.
Differences between the Cherokee and Blacks and Whites from the HES sample were tested by a Bonferroni Post Hoc examination of means. There were no significant differences for height, but …

There may exist bilateral asymmetry in tooth size in which neither side tends to be larger within a population. Such a bilaterally random distribution of asymmetry is called fluctuating dental asymmetry. One of its major causes is the exposure of individuals to stress during the time of tooth formation. Stressors known to increase fluctuating dental asymmetry are protein deficiency, heat, cold, and noise; there are probably many others as yet undiscovered.
This study explores the patterns of fluctuating dental asymmetry at the Averbuch site, a Mississippian village and three cemeteries near Nashville, Tennessee. The effects of tooth size, dentition type, …

In this Technical Bulletin, Tennessee cities were reminded that on June 24, 1976, the U. S. Supreme Court decided the case of National League of Cities, et al. v. Usery, Secretary o f Labor. The league and a number of cities and states had challenged the validity of the 1974 amendments to the Fair Labor Standards Act extending the Act's minimum wage and maximum hours provisions to almost all employees of states and their political subdivisions.

The permanent dentition of all known Australopithecines (except those from Hadar) are examined for size trends related to temporal and geographic variation. The Australopithecine sample is divided into four major groups for analysis: gracile Australopithecines, robust Australopithecines, ''Homo", and unknown. Mesiodistal and buccolingual dimensions for each tooth are then subjected to regression analysis. To discern temporal variation in tooth size for any of the taxonomic groups, a regression of tooth size with the median date of the specimen is performed. The U.S. Bureau of the Census mailed maps on December 17, 1979, to each municipality in Tennessee. These maps were part of the Census Bureau's annual Boundary and Annexation Survey (BAS) and offered municipalities an opportunity to update their corporate limits, as of January 1, 1980, to reflect any changes caused by annexation or detachment.

The symbolic interactionist perspective provided the general theoretical basis for this exploratory study of the selves, careers, and relationships of never married women. The life careers of adults who are not married were investigated in order to fill a gap in the literature on adult life and to explore the utility of the symbolic interactionist conceptualization of career.
In-depth interviews were conducted with 30 never married women between the ages of 30-40. They were selected through a process of snowball sampling. A semi-structured interview guide was developed for the study.

The research sought to identify individual and social factors associated with the recruitment of spirit-directed-healers in Sub-Saharan Africa. This type of traditional healer was defined as a person who: 1) elicits and uses spiritual direction and information in the diagnosis and treatment of illness, 2) attributes the ultimate source of his/her healing power to one or more anthropopsychic spirits, and 3) claims to have been called to healing by those spirits. The spirit-directed-healers' decisions, demands, and remedies are legitimized by their source--the directing supernatural entity.

This study describes the relationship of the human observer to observed black bears (Ursus americanus) , and describes social investigation and autogrooming behavior in black bears and relates these to aspects of chemical communication. The subjects were two pairs of captive black bears kept at separate locations--a male-female pair and a female-female pair, all of approximately the same age. They were sexually immature during most of the study. Both pairs were usually observed on the same days, for comparison. Observations were typically one hour long and behavior was recorded on paper every 30 seconds using a time-sampling technique. …

The materials contained here describe three outstanding examples of municipal cost-cutting or productivity programs which have been implemented in Tennessee cities. They are curbside solid waste collection, in-house minicomputers, and risk management. In addition, a description of the cost-cutting and productivity improvement services available through MTAS is included. These descriptions were developed as a hand-out to supplement presentations made at a session on municipal cost-cutting at the 1979 Annual Tennessee Municipal League Conference.

Southville Revisited is a quantitative-descriptive study which examined (1) the extent to which Jews in Memphis identify with traditional Jewish values; (2) the effectiveness of current goals and objectives of the Memphis Jewish communal agencies in satisfying the needs of the community; (3) the comparison of the 1979 sample of the population with the respondents in the Southville Survey of 1959; and (4) new directions in planning and in expanding Jewish communal services to meet changing needs evidenced in the current study.

This study examines differences in craniometric variation between two recent human populations in light of tooth size. A large-toothed group is represented by Australian Aborigines from the lower Murray River region and a relatively small-toothed group is represented by protohistoric Plains Amerindians from the Larson Site in South Dakota.
The craniometric variation of the two populations is examined by multivariate statistical techniques to determine if their crania are structured along similar lines. Metric differences between the groups are then examined along the structural dimensions common to both groups.

This Technical Bulletin discusses the city of Kingsport's experience with self-insurance. Important elements in the initial establishment of this self-insured program included: (1) the development of a very stringent employee safety program; (2) the creation of a personnel safety department to administer the program; and (3) the development of a method for funding operation of the program. The key to success in the program was the proper assignment of responsibility.
