In 1928 the Utah Agricultural Experiment Station conducted an Agricultural Survey of the "Dixie" section of Washington County, Utah, which includes the irrigated section of the Virgin and Santa Clara Rivers. Special reference was given to production and marketing of truck crops and fruit. In 1934-35 another study was conducted by the Utah Agricultural Experiment Station and the United States Department of Agriculture in cooperation with the Utah State Planning Board. Legislatures originated to advise and subsequently to curb autocrats who claimed to rule under Divine mandate. The people's struggle through the centuries to build a bulwark against oppression and tyranny is particularized by Sparta's Senate, Athens Council and Assembly of Four Hundred, Rome's Senate of Elders and Comitis Curiate, Charlemangne's Imperial Assembly, and Saxon England's Witenagamot. The archeotype of America's lawmaking bodies, nevertheless, is not found in Greece or Rome, but rather in the British Parliament as it was anciently composed.

Uniformity of assessments and equity in the taxation of all tangible property within the state has long been the ideal of the people of Utah, yet the history of equalization and assessment is replete with the effective blocking - by pressure groups - of attainment of this ideal. The agricultural interests of the United States and Utah have experienced some trying situations during the past quarter century. Periods of depression followed by periods of expansion and prosperity have resulted in a condition of instability and insecurity in agriculture.

The effect of alternate periods of prosperity and depression in agriculture becomes increasingly important as agriculture changes from self-sufficing to commercialized types of business enterprises.
