From Welfare State To Social Compacts: Welfare Transformation In Poland, David Stoesz, Mark W. Lusk

The Journal of Sociology & Social Welfare

Recent social, political, and economic development have strained the credibility of conventional constructs for organizing social welfare. In contrast to the "welfare state" construct that evolved during the industrial era, a "Social Compact" model is presented as more consonant with a postindustrial context. Features of the social compact are discussed, as well as its applicability to Poland.

Public Spending On Income-Tested Social Welfare Programs For Investment And Consumption Purposes, Martha N. Ozawa

The Journal of Sociology & Social Welfare

The Clinton administration contends that public spending for investment should be increased, but public spending for consumption should be decreased. This article reports findings from a study that investigated the trend in public spending from 1975 to 1992 for social welfare programs that are targeted to low-income families and individuals. The study found that public spending for social welfare programs for investment purposes declined generally during that period and public spending for consumption purposes increased primarily because of the increase in medical benefits.

Empowering disputants to represent themselves and create their own agreement is a frequently cited goal of community mediation programs. This paper explores how disputants' positions and interests are represented in mediation, and investigates the implications of such representation for the negotiation process. This narrative analysis of transcripts of videotaped community mediation hearings shows that disputant self-representation in mediation is never unconstrained. The interactional organization of mediation and the actions of mediators work to limit and define how disputants formulate their utterances. Mediator representation of disputants varies in the degree of intervention or coercion applied. Mediators may limit themselves to rephrasing, …

The controversy surrounding the creation and implementation of two National Collegiate Athletic Association student-athlete eligibility rules, Proposition 48 and Proposition 42, was the focus of this study. The two rules required that a student's scholastic grade point average and SAT scores be factored into scholarship and athletic admissions decisions. By describing the unfolding social process respecting the creation of these two eligibility rules, this study addressed issues vital to rule creating processes in general.

The gardens, houses, and barns that comprise the cultural landscape embody information about their makers. Because the built environment is not static, it actively serves to create, reproduce, and transform relations of class and gender. Members of society use space to reinforce and resist relations of power, authority, and inequality. For example, the organization of the landscape facilitates the activities and movements of some segments of society, while at the same time it constrains others. This study compares homeless families with a representative sample of low income family households in St. Louis city and county to determine how they differ on key demographic variables. The research addresses methodological problems in prior research by comparing the findings of this study's random sample to the findings of four previous comparison studies. Findings from this study's random comparison sample are presented. Homeless families are significantly younger, never married, female-headed families of color. Housed and homeless families are not significantly different in the number of children or in the educational level of the head of household but housed families …

The federal government became involved with child support in 1935 when it established Aid to Families with Dependent Children (AFDC) under the Social Security Act, 1935 to allow communities to be financially responsible for children whose parents had died or had deserted them. (Lieberman, 1986). The Child Support and Establishment of Paternity Act (1975) created title IV-D of the Social Security Act (PL93-647), made the Department of Health and Human Services responsible for administering the Child Support Enforcement Program, and created the Federal Office of Child Support Enforcement. Since 1983, more than 34,000 Amerasians and their 48,000 accompanying family members from Vietnam have been resettled in the United States of America. Having American fathers whose race and ethnicity are very differentfrom traditional Vietnamese, these children were considered outcasts by members of their own culture and,for the most part, led marginal lives in Vietnam. This article presents findings of a study conducted on a sample of 80 Amerasian refugees who have resettled in a large Southern city within the last two years. Maximizing Credibility And Accountability In Qualitative Data Collection And Data Analysis: A Social Work Research Case Example, Sandra K. Beeman

The Journal of Sociology & Social Welfare

A case example demonstrates the use of qualitative methods of data collection and data analysis that balance structure and flexibility, and maximize credibility and accountability. Data collection methods use sensitizing concepts from past research and theory and allow for the discovery of respondent-defined meanings. This approach comparatively analyzes cases, structures and documents data analysis steps, and utilizes external reviewers of case materials. The development and use of methods that maximize credibility and accountability will increase their acceptance among social workers and will benefit the profession by adding empirically-grounded depth and insight to its knowledge base.

This study was descriptive in nature and examined the relationship between demographic variables, Minnesota Multiphasic Personality Inventory-2 (MMPI-2) variables, and levels of violence as measured by the Conflict Tactics Scale (CTS) (Straus, 1979). The research sample consisted of 44 males entering a treatment program for male batterers. All participants completed a research protocol during a required assessment consisting of: (a) a General Information Sheet, (b) the MMPI-2, and (c) the CTS. The CTS was the only instrument administered solely for research purposes.

The characteristics of Japanese culture are explained by introducing the works of three scholars. They are: Ruth Benedict, Chie Nakane, and Takeo Doi. The relationship between supervisors’ facilitative characteristics and students’ willingness to learn and receptivity in supervision was the focus of this study. Forty Master’s level students, enrolled in a clinical practicum, rated their supervisors’ Empathetic Understanding, Regard, Congruence, Unconditionality, and Willingness to be Known on the Revised Relational Inventory (RRI) (Barrett-Lennard, 1962; Schacht, Howe, & Berman, 1988) and evaluated themselves on their willingness to learn in supervision and receptivity to supervisors’ feedback using the Supervision Perception Form (SPF) (Heppner & Roehike, 1984). The present study examined cardiovascular responses to the combination of caffeine (250 mg) and the repeated acquisition and performance procedure (RAPP) in humans. Six male subjects were tested in a within-subject, double-blind design. Repeated measurements of frontalis electromyogram (EMO), hand-skin temperature, heart rate, respiration, systolic blood pressure, and diastolic blood pressure were obtained during pre-drug, post-drug, acquisition, performance, and recovery periods. Measures of rate, percent error, and true error were obtained during the acquisition and performance components of the RAPP. Drug conditions (caffeine and placebo) and test orders (acquisition before performance and performance before acquisition) were pseudo- random across subjects. …

This study is an exploratory secondary analysis of loneliness experienced as a serious problem by the elderly. The secondary data were from the Davis (1986) national study conducted by Harris & Associates (1987) for the Commonwealth Fund Commission on Elderly People Living Alone. The independent demographic variables of living arrangements (living alone or living with others), age (65 to 85 and over), marital status (married, widowed, divorced, separated, and never married) and sex by the dependent variable of loneliness (a serious problem or not a serious problem) were measured by chi-squares and Cramer's V test for statistical significance.
