As a result of a previous study in which electronic voice phenomenon failed to be found, the author introduced two new elements in an experiment seeking to produce instrumental transcommunication: the creation of text using random text generators and the presence of a medium. There were 26 experimental sessions carried out from April 28,2003 to August 30,2003 in the Psychology Laboratory at King's University College. The random text generators were engaged a total of 715 times producing 23,281 discrete units of textual data. Only a yeslno generator produced anomalous results. Just like anyone else, scientists can be troubled by existential questions such as "What is the purpose of life?" and "Why is there something instead of nothing?" One strategy for approaching such questions has been to suggest that a latent cognitive faculty needs to be activated in order to answer them. In effect, this means that a questioner needs to undergo a process of self-transformation leading to a transcendent state of consciousness in which such an ability is awakened. Franklin Wolff has proposed that there is a way of doing so, namely "mathematical yoga," that is particularly suited for scientists. …

Objectives: The purpose of this study was to identify decision-makers’ preferences for the transfer and exchange of research knowledge. This article is focused on how the participants define evidence-based decision-making and their preferences for receiving research evidence to integrate into the decision-making process.

Methods: Semistructured interviews were conducted with a purposive sample of 16 Ontario public health decision-makers from six Ontario public health units in this fundamental qualitative descriptive study. The sample included nine program managers, six directors, and one Medical Officer of Health. Participants were asked to define the term evidence-based decision-making and identify preferred research dissemination strategies. The …

The Theory Disconnect: Reconciling Theories Of Justice, Ethics, And Morality With The Practice Of Public Administration, Alexander Delorey

This paper examines the disconnect between theories of good public administration and the actual practice of public administration. An analysis of the relationship between theory of all types and the practice of public administration – with a specific focus on the apparent discrepancy between theories of justice and the field – is conducted. The findings reveal that the on-the-ground practice of public administration is not governed by justice, ethics, and morality but rather by professional guidelines and norms.

Libraries have been involved in technological transformation for several decades, and are now increasingly associated with discourses surrounding the development of a global information society. The information society, however, remains a contested terrain, with a major focus on connectivity to ICTs, and is often linked with technological determinist and technocratic agendas. The library profession and field do not adequately theorize technology in a way that offers a progressive alternative to this dominant information society vision.

In light of this context, this dissertation argues for the relevance of critical theory as a framework for guiding and analyzing library technology actions. This …

Abstract: In this article, the recent strategic turn by U.S.-based media corporations toward the use of broadband technologies, particularly online video, is assessed as a turning point in how news is being conceptualized, distributed, and consumed. Using the heuristic tool the integrated news spectacle, and its application to political, economic, and technological developments propelled forward by the 2005 Live 8 concerts, the authors analyze contemporary trajectories concerning the news and their more general implications regarding what Innisians refer to as the annihilation of time. Storytime programs for young children are ritual events in the everyday life of the public library. This article analyzes data from two such programs to identify and analyze the work carried out by program leaders, their adult and child participants, and other social actors in other settings (e.g., library CEOs) in order to enable the program to happen. This study examined why Websites were co-linked using Canadian university Websites as the test set. Pages that co-linked to these university Websites were located using Yahool. A random sample of 859 co-linking pages (the page that initiated the co-link) was retrieved and the contents of the page, as well as the context of the link, were manually examined to record the following variables: language, country, type of Website, and the reasons for co-linking. The study found that in over 94% of cases, the two co-linked universities were related academically; many of these cases (38%) showed a relationship specifically in teaching …

The purpose of this paper is two-fold. First, it presents a model examining the school choice processes of disadvantaged households accessing the LFP sector in a study on Lucknow District, Uttar Pradesh. The model presents households in the study as engaging in ‘active choice’. Active choice is seen as the deliberated action of households in making concerted choices about their children’s schooling through a complex process. The process involved assessing competing school sectors (mainly the state and LFP), and analyzing particular household circumstances and local school markets through a systemic set of values, beliefs, and “mental models” (North, 1990) about …

This article outlines research undertaken by an Aboriginal women’s non-government organization (NGO) into vocational training and education (VTE) needs and issues for remote Aboriginal communities in Central Australia. It describes the Central Australian context, and in particular the impact of remoteness, inequity and disadvantage upon Aboriginal people’s access to and participation in VTE. Waltja Tjutangku Palyapayi (Waltja) is an Aboriginal NGO based in Alice Springs, at the centre of the desert region of inland Australia. We compared fMRI and cognitive data from nine hormone therapy (HT)-naive women with data from women exposed to either opposed conjugated equine estrogens (CEE) (n = 10) or opposed estradiol (n = 4). Exposure to either form of HT was associated with healthier fMRI response; however, CEE-exposed women exhibited poorer memory performance than either HT-naive or estradiol-exposed subjects. These preliminary findings emphasize the need to characterize differential neural effects of various HTs. ©2006AAN Enterprises, Inc.

This study examined the functionality of the medial temporal lobe (MTL) and posterior cingulate (PC) in mild cognitive impairment amnestic type (MCI), a syndrome that puts patients at greater risk for developing Alzheimer disease (AD). Functional MRI (fMRI) was used to identify regions normally active during encoding of novel items and recognition of previously learned items in a reference group of 77 healthy young and middle-aged adults. The pattern of activation in this group guided further comparisons between 14 MCI subjects and 14 age-matched controls. Background: Several previous studies have reported that amnestic mild cognitive impairment (aMCI), a significant risk factor for Alzheimer's disease (AD), is associated with greater atrophy in the medial temporal lobe (MTL) and posterior cingulate gyrus (PCG). Method: In the present study, we examined the cross-sectional accuracy (i.e., the sensitivity and specificity) of voxel-based morphometry (VBM) in discriminating individuals with MCI (n = 15) from healthy age-matched controls (n = 15). This paper examines the spatial distribution of recreational opportunities for children and youth in a mid-sized Canadian city (London, Ontario), in relation to the socioeconomic status of neighbourhoods and estimated local need for publicly provided recreation spaces. Public recreation facilities (N = 537) throughout the city were identified, mapped and analysed in a geographic information system. To explore potential socio-environmental inequities, neighbourhoods (N = 22) were characterized by socioeconomic and environmental variables, an index of neighbourhood social distress, a neighbourhood play space needs index, and measures of the prevalence and density of recreational opportunities. The cholinergic system has long been implicated in learning and memory, yet its specific function remains unclear. In the present study, we investigated the role of cortical acetylcholine in a rodent model of declarative memory by infusing the cholinergic muscarinic receptor antagonist scopolamine into the rat perirhinal cortex during different stages (encoding, storage/consolidation, and retrieval) of the spontaneous object recognition task. Presample infusions of scopolamine significantly impaired object recognition compared with performance of the same group of rats on saline trials; this result is consistent with previous reports supporting a role for perirhinal acetylcholine in object information acquisition. The Policy Research Initiative (PRI) Sustainable Development Team began working on the Canadian Water Sustainability Index (CWSI) in the summer of 20051 as part of a broader project on freshwater2. Inspired by the Water Poverty Index3, the PRI developed a draft framework4 for a composite water index that could be used to assess various elements of water well-being in Canadian communities. This draft CWSI framework provided the basis for a data review and an expert workshop.
