The Boundary Adjustment Process: The Case Of Arbitration In The Greater London Area, Bruce Curtis

MPA Major Research Papers

This paper examines the negotiation and arbitration processes that were used in the annexation of the Greater London Area to determine their appropriateness in resolving boundary issues. A comprehensive literature review and an analysis of public hearings were conducted. The findings reveal that the arbitration process was unsuccessful and inappropriate in resolving the boundary adjustment dispute and the arbitration process did very little in adding substantial information to the decision-making process.

Municipal Staff-Council Relations In Theory And Practice: Examining The Hamilton Gore Park Fiasco, Vincent Sferrazza

This paper examines concerns regarding the roles and responsibilities of councillors and bureaucrats within the policymaking process based on a case study of the Gore Park Rejuvenation Program in Hamilton. The findings reveal that if the expectations of councillors and bureaucrats are not coordinated, problems will eventually occur and, more specifically, if councillors do not prudently assess issues and bureaucrats fail to act responsibly, policies will not be properly formulated or delivered.

Municipal Freedom Of Information And Protection Of Privacy Act, 1989: Organizational Change In The Region Of Hamilton-Wentworth, Thomas Plant

This paper examines the organizational changes that have taken place in Hamilton-Wentworth as a result of the Municipal Freedom of Information and Protection of Privacy Act (MFIPPA) based on case studies of the regional clerk’s department and the regional police department. The findings reveal that when change occurs at the municipal level, it is important to view the organization as a compilation of the organizational structure, the groups within the organization, and the individuals who comprise those groups in order to avoid decline.

Sedimentary processes and bed forms leading to the onset of braiding were observed in small-scale hydraulic models of gravel-bed streams. The laboratory streams had a variety of combinations of (constant) discharge and slope but identical bed-material particle-size distributions. From initially straight channels, braiding occurred by four different processes: deposition and accumulation of a central bar, chute cutoff of point bars, conversion of single transverse unit bars to mid-channel braid bars, and dissection of multiple bars. In these experiments the chute cutoff mechanism was the most common, but the predominant braiding mechanism depends upon sediment mobility (excess bed shear stress) and …
