The Intergenerational Transmission Of Grandmother-Grandchild Co-Residency, Richard K. Caputo

The Journal of Sociology & Social Welfare

This study examined national data from two women's cohorts to determine the likelihood that Black grandmothers who resided with grandchildren were more likely than other grandmothers were to have daughters who resided with grandchildren. Of 1098 co-resident grandmothers, 390 (36%) were in the younger of the two cohorts, 603 (55%) were in the older, and 105 (9%) were in both, comprising the sub-sample of grandmothergrandchild mother-daughter pairs. A significantly higher proportion of mothers in the grandmother-grandchildm other-daughterp airs were Black (83%) compared to 37% of the mothers among the non-paired ever coresident grandmothers. This article examines the effect of a teen curfew on juvenile arrest rates and reviews the first year of the curfew's implementation in a city of over 200,000 population. Juvenile arrest rates were compared for three years prior to the curfew's enactment and three years of curfew enforcement. Data related to 377 curfew violations and 83 parent citations issued in 22 police beats during the first year of implementation were analyzed to determine whether the curfew was primarily enforced in areas with serious juvenile crime or targeted low income, minority neighborhoods. The economic self-sufficiency and independence of people with disabilities depend largely on their capacity to maintain financial stability. As a group, such individuals have among the highest poverty rates, lowest educational levels, lowest average incomes, and highest out-of-pocket expenses of all population groups. Any substantial shock to the financial stability of people with disabilities can threaten their access to necessary housing, nutrition, medical care, and other resources, the absence of which may result in further vulnerability and possible poverty. This article offers a theoretical framework for understanding disability poverty risk. Empirical studies are needed to test this model, quantifying the …

Defining Human Services, Chaim Zins

The Journal of Sociology & Social Welfare

This study aims at formulating adequate criteria for designing the field of human services. Based on a conceptual analysis of "human services" the study establishes the theoretical ground of a four-category model for classifying human service organizations, and three alternative definitions of the field. The classificatory principle underlying the model and the definitions reflects the contribution of human services to overall societal wellbeing. I conclude the study by discussing the implications for social welfare policy planning, service design and evaluation, and shaping the nature of the helping professions.

Crime Rates And Confidence In The Police: America's Changing Attitudes Toward Crime And Police, 1972-1999, Georgia Ackerman, Bobbie Anderson, Scott Jensen, Randy Ludwig, Darrel Montero, Nicole Plante, Vince Yanez

The Journal of Sociology & Social Welfare

This paper examines American national public opinion on crime and the American police force. The data were gathered from published opinion polls of national samples of adults taken from 1972-1999. The findings reveal that Americans have contradictory perceptions regarding crime in their area, crime in our nation, confidence in the police, and the honesty of the nation's police officers. A growing number of respondents report that crime seems to be decreasing; however, a majority of Americans still report that there is more crime in their area than there was a year ago. Neighbor's Knowledge And Reaction To Suspected Child Abuse In An Urban Setting, Gary Paquin, John Schafer, Adam Carle

Neighbors are seen as an important source of child abuse prevention and reporting. This article reports the result of a random telephone survey of a large mid-western city (n = 513) which examined the extent to which respondents suspected their neighbors of physical child abuse. Data was also collected on how respondents learned of such physical abuse, what their response to it was, and whether they noticed a difference in the frequency of the abuse after they did or did not respond. In this urban environment, relatively few knew of their neighbors' physical abuse, and those who did learned of …

Residential Mobility And Youth Well-Being: Research, Policy, And Practice Issues, Edward Scanlon, Kevin Devine

The Journal of Sociology & Social Welfare

Despite an extensive body of sociological work suggesting that residential mobility reduces child well-being, the subject of relocation has been largely overlooked in social work and social welfare literature. Recent social policies threaten to increase the incidence of moving among low-income families in the United States. This paper reviews theoretical and empirical literature in this area and finds evidence that residential mobility reduces children's academic functioning, and may negatively affect other aspects of child well-being. These effects are especially strong for poor children from single parent families, making this issue of particular relevance for social work. The authors suggest implications …

Job Stability And Wage Progression Patterns Among Early Tanf Leavers, Steven G. Anderson, Anthony P. Halter, George Julnes, Richard Schuldt

This article reports on first-year employment experiences of a randomly selected sample of 213 Illinois TANF leavers. Aggregate employment levels were 70 percent at exit, and leavers typically generated earnings from a single full-time job. However, employment often was unstable, so that only about one-fourth of leavers had the same job both at exit and when interviewed 10-11 months later. Employment instability resulted from the marginal or temporary nature of many jobs, as well as employment barriers such as health problems and lack of day care. Postsecondary education is the key to exiting from poverty permanently. Yet, the PRWORA allows women only up to 12 months of vocational training while on welfare. This paper focuses on bringing back the importance of investing in the education of poor women, particularly the postsecondary education of poor women with children, to the forefront of the welfare debate. In this paper we review federal and state level welfare policies toward postsecondary education of poor women with children. Some states are interpreting federal welfare policy strictly and allowing only up to 12 months of vocational training while on welfare. Other states …

Child Protective Services (CPS) has been defined as an ineffective system. Common criticisms are that the system is overburdened and that family preservation policy pressures CPS to reunite families that can't be repaired. However, empirical analyses that identify the deficiencies of this organization are limited. This study utilizes case files and in-depth interviews with interventionists within and outside of CPS to explore the issue. Results reveal that the most common criticisms of the system do have merit. However, it reveals additional system limitations. Estimating Poverty Rates In A Metropolis: The Example Of Los Angeles/Long Beach, Robert G. Mogull

This study develops a technique to estimate and project annual rates of poverty for a large metropolitan area for various segments of its population. The annual estimates and projections are based upon the official rates compiled by the Bureau of the Census.

Using Los Angeles/Long Beach as the site of the experimental example, the evidence reveals a substantially increasing trend in the incidence of poverty for the overall metropolitan population. This increase is caused by the dramatic rise in poverty within the Hispanic and Children population groups. Trends in poverty are negative, however, for the Elderly, Blacks, Female Family Heads …

Is Welfare Reform Working? A Study Of The Effects Of Sanctions On Families Receiving Temporary Assistance To Needy Families, Taryn Lindhorst, Ronald J. Mancoske, Alice Abel Kemp

This research provides a preliminary descriptive analysis of the impact of new welfare sanctions on recipients living in a southern metropolitan region. The data from this phone survey indicate that many families report considerable hardship no matter why they exited from welfare. Compared to those who left voluntarily, those who were sanctioned off welfare were significantly different in terms of having unmet medical needs, going without food, and having their utilities turned off. Given the high number of problems reported and the low income reported by these respondents, it is not surprising to find that only 10 percent of former …

The Personal Responsibility and Work Opportunity Reconciliation Act of 1996 has instituted major changes in providing for the poor in the United States. This article examines the importance of evaluating the impact of this legislation from a social work perspective. Using Mannheim as a theoretical orientation, welfare reform is examined in relation to dominant ideologies of the 90's. The salience of social work research, particularly qualitative research, in evaluating welfare reform outcomes is explored. This study examines the impact of structural adjustment policy (SAP) on the welfare of Zimbabweans, particularly women and children and draws some parallels with economic policy in the US and its effect on social welfare programs and the poor. The paper argues that economic structural adjustment programs (ESAPs), introduced by the World Bank and the International Monetary Fund as major international financial institutions in economic globalization, have been an inappropriate public policy for Zimbabwe.
