Growing dissatisfaction with conventional social policy approaches, as embodied in the residual and institutional models, has fostered a search for new ideas. The developmental social policy model offers a viable alternative but it is relatively unknown in the industrial nations. Drawing on the experience of Third World countries, this paper describes the developmental model and examines its implications for social policy in the West.

The Impact Of Market Economy Transition On Social Security And Social Welfare In Poland, Morgan A. Tracy, Martin B. Tracy
The Journal of Sociology & Social Welfare
The development of certain facets of Poland's social protection system since the collapse of state socialism in 1989 is analyzed using a comparative policy process analysis model. Particulara ttention is given to the programs of social assistance, child-care and family benefits, and old-age pensions in the Polish context. On the basis of the analysis it is argued that policy makers should give greater consideration to Poland's unique historical and cultural experience relative to addressing social issues.

The Marginalization Of Social Welfare In Developing Countries: The Relevance Of Theories Of Social Policy Development, Kwong-Leung Tang
The Journal of Sociology & Social Welfare
Social welfare development has been marginalized in many developing countries. This study examines the social policies of developing countries and refers to four major theories of social policy development (social conscience, modernization, dependency and diffusion) to see if they offer an explanation of the phenomenon. It is argued that dependency theory and diffusion theory provide better interpretations than the other two theories. The paper shows how theories of social policy have international relevance in explaining current trends in social welfare.

This paper highlights the finite limits of global resources, the rapid global changes that are occurring, and the authors' concerns about the failure of the world community to come to grips with global problems. This paper compares recent policy trends affecting the work-family needs of women heading households, a population that has increased dramatically in both America and Sweden. Unlike existing American policy debates that largely discuss single mothers as a public welfare dependent population, this paper addresses female-headed householders as high-level users of policies and programs aimed at integrating work life and family life.

Recent social, political, and economic development have strained the credibility of conventional constructs for organizing social welfare. In contrast to the "welfare state" construct that evolved during the industrial era, a "Social Compact" model is presented as more consonant with a postindustrial context. Features of the social compact are discussed, as well as its applicability to Poland.

Public Spending On Income-Tested Social Welfare Programs For Investment And Consumption Purposes, Martha N. Ozawa

The Clinton administration contends that public spending for investment should be increased, but public spending for consumption should be decreased. This article reports findings from a study that investigated the trend in public spending from 1975 to 1992 for social welfare programs that are targeted to low-income families and individuals. The study found that public spending for social welfare programs for investment purposes declined generally during that period and public spending for consumption purposes increased primarily because of the increase in medical benefits.

Empowering disputants to represent themselves and create their own agreement is a frequently cited goal of community mediation programs. This paper explores how disputants' positions and interests are represented in mediation, and investigates the implications of such representation for the negotiation process. This narrative analysis of transcripts of videotaped community mediation hearings shows that disputant self-representation in mediation is never unconstrained. The interactional organization of mediation and the actions of mediators work to limit and define how disputants formulate their utterances. Mediator representation of disputants varies in the degree of intervention or coercion applied. Mediators may limit themselves to rephrasing, …

This study compares homeless families with a representative sample of low income family households in St. Louis city and county to determine how they differ on key demographic variables. The research addresses methodological problems in prior research by comparing the findings of this study's random sample to the findings of four previous comparison studies. Findings from this study's random comparison sample are presented. Homeless families are significantly younger, never married, female-headed families of color. Housed and homeless families are not significantly different in the number of children or in the educational level of the head of household but housed families …

The federal government became involved with child support in 1935 when it established Aid to Families with Dependent Children (AFDC) under the Social Security Act, 1935 to allow communities to be financially responsible for children whose parents had died or had deserted them. (Lieberman, 1986). The Child Support and Establishment of Paternity Act (1975) created title IV-D of the Social Security Act (PL93-647), made the Department of Health and Human Services responsible for administering the Child Support Enforcement Program, and created the Federal Office of Child Support Enforcement. Title IV-D required all states to: 1) Establish a parent locator service, …
