The purpose of this study was to examine the effects of parenting training on the acquisition of parenting skills and its impact on self-esteem of incarcerated mothers. The program under study is the "Mothers Inside Loving Kids" (M.I.L.K.) program, which is a holistic training/visitation program designed for incarcerated mothers.Study participants included 40 volunteer incarcerated mothers at the Virginia Correctional Center for women. The treatment group consisted of 20 participants who were already involved in the "M.I.L.K." program. The comparison group was made up of 20 mothers who were on the waiting list for the program due to the lack of …

The honest scientist recognizes that she herself is a test instrument, and a fallible one at that. Subjectivity inescapably enters into any human endeavor, and should not be denied. DNA testing is rife with subjective elements, no place more so than at the crucial stage of deciding whether a match exists. On the one hand, non-matching extraneous bands may sometimes be properly disregarded and patterns that do not quite meet objective matching criteria may be appropriately regarded as incriminatory matches. This issue of Quality/Calidad/Qualité tells the story of a group of Brazilian women who came together in 1981 with the shared belief—not as widely understood then as it is now—that conventional approaches to women's health and family planning services were overly medicalized, incapable of dealing with the relationship between sexuality and contraception, and disempowering to clients. They started the Coletivo which runs a clinic, a training institute, and a public education program that has “given voice” to thousands of women, provided leadership to the Brazilian government and women’s health movement, and has been active in research and international policy affairs. …

The objective of this paper is to consider from a public health perspective the types of questions researchers might be asking about the relationship between menstrual function and women’s health, and to evaluate to the extent to which these questions have or have not been addressed by the scientific community. Based on the findings in this report, it is obvious that a comprehensive program of research is needed in order to begin filling the myriad gaps in scientific knowledge about the menstrual cycle. Thoughtful scholarship in the area of informational privacy sometimes assumes that a significant level of privacy can coexist with the development of a modern health information infrastructure. Some commentators suggest that we can have it both ways: that adequate legal protection of informational privacy will eliminate the need to significantly limit the collection of health data. This article demonstrates that there is no such easy resolution of the conflict between the need for information and the need for privacy. In British Columbia, as well as other Canadian provinces, an annual report is produced by every school district. The report informs the citizens using a variety of indicators that demonstrate the level of success of the district. These reports do not include specific indicators on the level of success of the superintendent or other administrators in the district. This study sought to identify and describe behaviors that could serve as indicators of a superintendent's leadership success. It also sought to ensure that the indicators were aligned with the leadership behaviors applicable to a Total Quality Management model. The research methodology …

A Policy Study Of Youth Service: Synthesizing Analysis Of Policy Content And Policy Process Over Time, Jean Shumway Warner

This dissertation uses a case study of youth service proposals to examine how policy is formulated. For this study, youth service refers to federal programs that provide America's youth with opportunities to participate in domestic, non-military, full- or part-time community service activities. A theory is proposed that synthesizes two complementary approaches to the study of policy - process analysis (Kingdon 1984, 1994) and the analysis of policy content (Schneider and Ingram 1990, 1993) --and advocates analyzing policy over time. Four theoretical categories of data -- actors, ideas, opportunities, and strategies -- guide the study.

Currently, a growing number of our nation's school districts are encouraging students to perform community service. Vermont, Minnesota, and Pennsylvania, for example, all include community service activities as part of their K-12 education plans. Maryland requires all high school students to complete 60 hours of community service prior to graduation. And as part of California's Challenge Initiative, it is expected that by the Year 2004, every student in California will engage in at least one community service or service-learning experience prior to graduation (1996, California Department of Education).

A significant portion of firms' capital expenditures in the recent past have been accomplished through the acquisition of the assets of other firms by tender offers. While the majority of tender offers are successful, a significant number of tender offers fail for various reasons. The accurate prediction of the success or failure of a tender offer would provide investors with valuable information upon which to base their investment decisions. The IMF and the World Bank began to attach structural adjustment restrictions to many of their loans to developing countries in the early 1980s. Some of these restrictions are not based on solid economic ground and are, in many cases not effective in improving the economic standing of the countries that receive loans. In addition, there was also a misdiagnosis of the problems that occurred in the underdeveloped countries of the world. The purpose of this study was to determine if there is a significant difference in the personality traits of collegiate female athletes with a high incidence of injury when compared to female athletes with a low incidence of injury. Fourteen female intercollegiate athletes completed a personal information questionnaire and Cattell's Sixteen Personality Factor Questionnaire during a one hour session of testing.

This study investigated patient expectations by distributing surveys to family physicians and patients of family physicians. Both subject groups were given the same survey with the exception of demographic questions. Physicians were instructed. to answer the items as they felt their patients would, while the patients were instructed to answer the items with regard to family physicians in general. Comparisons were made between the patients' and physicians' responses and between the responses of demographic groups within the patient sample. Using models developed for this study which incorporate an array of behaviors generally omitted from conventional models relating backloading to turnover, Gustman and Steinmeier find that backloading plays only a slight role in explaining mobility differences associated with pension coverage. They propose that higher wages often paid at pension-covered jobs play a greater role in reducing mobility than do pensions.

Commerce between the United States and Mexico will continue to grow due to the incremental benefits of the North American Free Trade Agreement. This growth, however, will be slowed at least temporarily by the recent Mexican Peso crisis. Ocean transportation currently only moves about 8.5 percent of US-Mexico cargo by value even though it is the most efficient mode of transport over longer distances. This study hypothesized that the underutilized ocean transport sector has captured significant high-growth general cargo that is amenable to containerized transport from the air and/or trucking and rail sectors of the US-Mexico trade. It was hypothesized that religious orientation would influence the attitudes that individuals formulated about AIDS and its victims. Specifically, intrinsically oriented subjects were predicted to have more positive attitudes toward AIDS and people with AIDS, and extrinsically oriented subjects were predicted to have more negative attitudes toward AIDS and people with AIDS. Sixty three college students enrolled in social psychology were administered Allport and Ross' Religious Orientation Scale to measure intrinsic and extrinsic religious orientation. Ancient road systems have often been used by archaeologists to reconstruct interaction and political ties among prehistoric settlements. Roads built by the ancient Maya offer many insights into the political geography of the area, particularly in the northern lowlands where hieroglyphic texts are rare. This study examines ethnohistoric, historic, and archaeological data that suggest that a regional road, some 300 km in length, once spanned the northern lowlands from the modern location of Mérida to the east coast facing the island of Cozumel. The political implications of such a road, if it once existed, are discussed.

This article addresses the question: to what extent do health care strategies in a given political economy increase people's perceptions of responsibility to take charge of their health, but do not structurally empower them to satisfy their health needs. In shaping health care policies, societies typically adopt one of three broad strategies, linking their larger political economy and modes of exercising power: a marketplace strategy, a state-managerial strategy or a national participatory strategy. Because of their different arrangements of structural power, these strategies result in three very different approaches to responsibility for health and illness. Changes in the political economy …

This thesis reports on the results of a survey sent by the author to 148 local and regional planning agencies in Virginia. The mail survey of all Virginia county, city, town, and regional planning agencies showed that computers have been widely accepted and integrated into the planning workplace. Smaller agencies, and those with greater budgetary constraints have yet to realize the computer's full potential, however. The survey yielded an %84.5 total response rate, and covered hardware, software, organization and personnel, and effectiveness issues. It was based upon a similar survey administered in Arizona, New Mexico, and California five years ago. …
