Report Of The Committee On Land Use, Planning And Zoning Law - Report Of The Subcommittee On Land Use And The First Amendment, Alan C. Weinstein

The past year saw no cessation in cases reporting on the conflicts that arise when local land use regulation is applied to uses claiming protection under the First Amendment. This report highlights the two major developments in this area - the courts' the treatment of claims brought under the Religious Freedoms Restoration Act of 1993 and the latest decision of the U.S. Supreme Court concerning sign regulation, City of Ladue v. Gilleo, and discusses other cases involving regulation of religious institutions, adult businesses and signs.

"Why Don't He Like My Hair?": Constructing African-American Standards Of Beauty In Toni Morrison's "Song Of Solomon" And Zora Neale Hurston's "Their Eyes Were Watching God", Bertram D. Ashe

African-Americans, with their traditionally African features, have always had an uneasy coexistence with the European (white) ideal of beauty. According to Angela M. Neal and Midge L. Wilson, "Compared to Black males, Black females have been more profoundly affected by the prejudicial fallout surrounding issues of skin color, facial features, and hair. Such impact can be attributed in large part to the importance of physical attractiveness for all women" (328). For black women, the most easily controlled feature is hair. While contemporary black women sometimes opt for cosmetic surgery or colored contact lenses, hair alteration (i.e., hair-straightening "permanents," hair weaves, …

Social And Environmental Factors In Lung Cancer Mortality In Post-War Poland, Halina Szejnwal Brown, Robert Goble, Henryk Kirschner

Sustainability and Social Justice

Poland and other Eastern European countries have undergone heavy industrial development with marked increases in air pollution and occupational exposure in the nearly 50 years since World War II. These countries have also experienced substantial increases in chronic disease mortality in the past three decades. While it is tempting to assume a direct association between these phenomena, more detailed analyses are called for. Poland offers a potentially rich opportunity for comparing geographical patterns of disease incidence and of industrial change. This textbook, on which the Parenting for Emotional Growth Curriculum, Workshops, and Lines of Development are based, is highly detailed and is based in psychodynamic theories that address parenting issues pertinent to optimizing the child's psychological development, mental well-being, and abilities to adapt constructively. The presentation of materials is organized by the rationale that when parents know, understand, and can positively handle the child's evolving emotional and experiential needs and psychological developments, the parents' rearing strategies tend to better optimize their children's developmental potential than when such knowledge, understanding, and handling are lacking. The developmental impact of the family system on a child varies according to the functional status of the family. Harter, Pamela, and Neimeyer (1988) found that sexually abused children reported perceptions of significantly less cohesion and adaptability than nonabused children within their families of origin.

Local Government Fiscal Burden In Nonmetropolitan America, Kenneth M. Johnson, John P. Pelissero, David B. Holian, Michael T. Maly

Political Science: Faculty Publications and Other Works

Rising fiscal pressure on local governments in rural areas of the United States is documented in this study. The level of fiscal burden on taxpayers to support local governments in nonmetropolitan areas is found to be higher than that in metropolitan areas between 1977 and 1987. Using a model from the urban fiscal literature, the level of fiscal burden in nonmetropolitan areas is found to be influenced by a combination of demographic, socioeconomic, intergovernmental, and historical factors. Intergovernmental revenue transfers from the state and federal government play a critical role in determining the level of fiscal burden rural taxpayers bear. …
