The rock lobster processing industry in Western Australia has a long history of management. Whilst management of the industry through the Fisheries Department has obviously been successful in helping to build the rock lobster industry into one of the State's major export industries, this approach is not without problems. With the introduction of the Fisheries Management Act 1994, the Minister for Fisheries deemed it appropriate to appoint an expert group to review the existing regulation of the rock lobster processing sector, draft the necessary guidelines to assist the Executive Director of the Fisheries Department make decisions on rock lobster processing …

Between Family Obligation And Social Care-The Significance Of Institutional Care For The Elderly In Japan, Raija Hashimoto, Mutsuko Takahashi
The Journal of Sociology & Social Welfare
The multifaceted significance of institutional care for elderly people in contemporary Japan is analyzed. An overview of the changes in the demographic structure in Japan is provided. Changes in the social environment of care for elderly people in the postwar period are discussed. In regard to the recent trends of welfare policy for elderly people, development of the variety of institutional care for the elderly is briefly described. By providing concrete examples of cases observed at an institution where the first author of this article has been working for many years, analysis is made of what causes individuals to opt …

Profitability Of South Dakota's Commercial Banks, C. Lamberton
Economics Staff Paper Series
Over the recent seven year business cycle of 1988-94, South Dakota banks have seen their profitability improve significantly. This has contributed to a strengthening of the banks in the state and in their ability to meet the financial needs of their customers and communities. The data in this report show that while bank earnings have been strong, the gains have not been distributed evenly across banks of all sizes. The data also demonstrate the related differences in loan portfolios among the banks of varying size. The paper tests ‘twoalternative specifications for the opportunity cost of time in travel cost models. The standard travel cost survey design is enriched to include a contingent valuation type question about peoples’ willingness to accept compensation to forgo a precisely defined recreational experience. It is hypothesized that individually revealed value of time more appropriately reflects the opportunity costs of time associated with a particular aspect of recreation than the wage rate which measures the trade-off between work and leisure generally. The results seem to indicate a better overall tit for the models with the elicited value of individual consumer’s time …

Several Bellingham residents and Western students were among 30,000 delegates who traveled to China this summer for a parallel forum in Huairou. As the feature by David Lynch on page 26 discovers, the forum served as an energy booster and supportive venture. And although the conference ended two months ago, these women remain enthusiastic. The journals of early European explorers and fur traders, as well as ethnographic records, document the integral part domestic dogs played in the village life and economy of the Plains Villagers in the Middle Missouri Subarea. Early travelers on the plains also remarked on the consumption of dog meat in association with certain rituals and ceremonies, and noted the use of dogs as an emergency food resource.
This study focuses on nearly 7000 large canid skeletal elements from six Plains Village sites in the Middle Missouri Subarea dating from approximately A.D. 1000 to 1840. Two indicators of the continued importance …

The idea of a balanced budget is a fine start on the path towards governmental fiscal stability. The much harder task comes in identifying the specific spending cuts that should be made and attracting sufficient public support for such tough action. Currently, powerful interest groups are able to push very hard for the particular spending programs that benefit them. One solution to this problem would be to refer budget cuts to a bipartisan, blue-ribbon commission. Congress would then be required to vote up or down on the entire package, without opportunity to make exceptions for specific programs.

The emerging debate on fundamental tax reform in the United States is focused too narrowly. The key disagreement currently is between promoting economic growth and maintaining fairness via a progressive tax structure. Alarmingly, most of the reform proposals which have gained attention do eliminate the progressivity which has been a long-term hallmark of the federal income tax system. This paper demonstrates that it is possible to achieve both objectives while making basic improvements in the federal revenue structure.

From Welfare State To Social Compacts: Welfare Transformation In Poland, David Stoesz, Mark W. Lusk

Recent social, political, and economic development have strained the credibility of conventional constructs for organizing social welfare. In contrast to the "welfare state" construct that evolved during the industrial era, a "Social Compact" model is presented as more consonant with a postindustrial context. Features of the social compact are discussed, as well as its applicability to Poland.

Public Spending On Income-Tested Social Welfare Programs For Investment And Consumption Purposes, Martha N. Ozawa
The Journal of Sociology & Social Welfare
The Clinton administration contends that public spending for investment should be increased, but public spending for consumption should be decreased. This article reports findings from a study that investigated the trend in public spending from 1975 to 1992 for social welfare programs that are targeted to low-income families and individuals. The study found that public spending for social welfare programs for investment purposes declined generally during that period and public spending for consumption purposes increased primarily because of the increase in medical benefits.

A survey was conducted to assess student satisfaction of the Counseling Education program at the University of Texas of the Permian Basin. The survey was given to currently enrolled counseling education students. Fifty-seven out of 68 students completed the survey. Several recommendations were made based on the results. Overall, the program is perceived as adequately meeting the satisfaction of the students.

The purpose of the present study was to examine the relationship between obsessive-compulsive symptoms and disorders in adults and lack of secure childhood attachment. An additional hypothesis was that obsessive-compulsive individuals would most closely fit an avoidant pattern of adult attachment. A group of obsessive-compulsive adults, a group of adults with other emotional symptoms, and a normal group of adults representing the general population were measured using the Maudsley Obsessional-Compulsive Inventory, the Parental Bonding Instrument, the Attachment Style Questionnaire and Bartholomew’s Four-Group Model of Attachment. Results did not confirm a relationship between insecure childhood attachment and obsessive-compulsiveness. However, obsessive-compulsive subjects …
