Targeted economic development strategies challenge traditional approaches to economic development by making explicit the recipients of job growth and job creation. They link economic development concerns such as business growth and a positive business climate to often-ignored social criteria that are reflected in the question of who wins and who loses in our present economy. Although Family Preservation (FPS) programs have been intensely scrutinized and better evaluated than many other social service programs, more exploration will be required under the demands of managed care. This study examines program outcomes from a FPS program at Edgewood Children's Center in St. Louis, MO. These outcomes included the degree of positive change in family functioning and its' relationship to out-of-home placement, client satisfaction with services and the manner in which they were delivered, and the cost effectiveness of Family Preservation compared to foster care and residential treatment in Missouri. A Study Of The Relationship Between Locus Of Control And Teen Pregnancy, Donra J. Yochum

The relationship between teenage pregnancy and locus of control was explored. Participants included 60 girls between the ages of 14 and 18. Thirty of these girls had given birth to a child in high school; the other 30 had not. The participants completed Levenson's IPC Locus of Control test. It was predicted that the re would be no relationship between the two groups and their locus of control . Belief in Internal Control, belief in Powerful Others, and belief in control by Chance were explored . It was found that there was no significant relationship between these factors and teenage …

Johann Victor Bredt And German Party Politics: From Empire To Republic To Dictatorship, 1912 To 1933, John Michael Katz

This thesis traces the political career of Johann Victor Bredt from its beginning in Imperial Germany to its close in the Weimar Republic. Bredt was a professor of constitutional law and national economy who attained prominence as a representative of middle-class business interests and, in 1930, served as Minister of Justice with Germany's last democratic government. Bredt's political career ended with Adolf Hitler's assumption of power. Bredt's memoirs, selected publications, government documents, and memoirs of some of his contemporaries, as well as English and German secondary sources on German society all shed light on the life of this political figure. …

Comprehensive Services For Students With Serious Emotional Disturbance: An Analysis Of State Legislation And Policy, Elizabeth B. Hill

The purpose of this study was to examine state legislation and policy related to comprehensive, integrated services for students with serious emotional disturbance. Legislation and policy documents from nine states, Virginia (the pilot study), Indiana, Maryland, New Jersey, North Dakota, Oklahoma, Utah, Vermont, and Wisconsin, were examined. These documents were compared to a set of components extracted from the literature as recommended practice. The document analysis was confirmed through telephone interviews with state-level policymakers in each state's department of education, department of mental health, and/or department of children's services. The purpose of this interview based qualitative study was to explore the influence that a plurality of social contexts, represented through United Methodist congregations in the Virginia Conference, have on the formation of ministers' occupational activities.;The study used a typology developed by Larry Blazer (1987) to identify the occupational activities practiced by parish ministers. The investigation weighted clergy's professional practice using Judith Hackman's (1985) concepts of power and centrality in her study institutions of higher education's budgeting process. The purpose of this study was to investigate multi-systemic training of counselors on families who participated in counseling to determine differences in the family's social functioning and in children's behaviors within home and school settings. Using matched pairs of schools having a diagnosis of Sick Building Syndrome (SBS) and those not identified, and not having the potential of being identified as having the diagnosis, this study examined the relationship between factors assumed or determined to have an impact on a school's ability to carry out its mission as they related to the SBS diagnosis.
