Multi-Task Learning And The Reorganization Of Work, Assar Lindbeck, Dennis Snower Feb 2000

Multi-Task Learning And The Reorganization Of Work, Assar Lindbeck, Dennis Snower

Dennis Snower

The paper analyzes an important aspect of the contemporary reorganization of work within firms: the shift from “Tayloristic” organization (characterized by specialization by tasks) to “holistic” organization (featuring job rotation, integration of tasks and learning across tasks). We examine four driving forces behind this restructuring process: advances in production technologies promoting technological task complementarities, advances in information technologies promoting informational task complementarities, changes in worker preferences in favor of versatile work, and advances in human capital that make workers more versatile. Our analysis can also help explain the recent widening of wage differentials and disparities in job opportunities, not only …

Adjustment Dynamics And The Natural Rate, Brian Henry, Marika Karanassou, Dennis Snower Feb 2000

Adjustment Dynamics And The Natural Rate, Brian Henry, Marika Karanassou, Dennis Snower

Dennis Snower

This paper challenges what is the standard account of UK employment, namely that the major swings in unemployment over the past 25 years are due to predominantly to movements in the underlying empirical natural rate of unemployment (NRU). Our analysis suggests that the UK NRU has remained reasonably stable through time and that the medium-run swings in unemployment are due, instead, to very prolonged after-effects of persistent (transitory but long-lasting) shocks. We argue that (i) past UK labour market shocks have prolonged after-effects on unemployment due to interactions among different lagged adjustment proceses in the labour market; (ii) many of …

Health Centers' Role As Safety Net Providers For Medicaid Patients And The Uninsured, Sara J. Rosenbaum, Peter Shin, Anne R. Markus, Julie S. Darnell, Rachel Garfield, David Rousseau

Health Policy and Management Faculty Publications

In order to understand the role of health centers as safety net providers, as well as the potential impact of these trends, this issue paper provides an in-depth examination of federally-funded health centers. Using data from the Uniform Data System (UDS), a government-maintained system that collects extensive patient, revenue, and service data on a calendar-year basis from health centers that receive federal grants, this issue paper profiles federally-funded health centers. It presents information on health center patients and revenue sources and analyzes similarities and differences both between health centers and private practices and among health centers. Health centers perform a …

Soldiers For Justice: The Role Of The Tuskegee Airmen In The Desegregation Of The American Armed Forces, F. Michael Higginbotham Feb 2000

Soldiers For Justice: The Role Of The Tuskegee Airmen In The Desegregation Of The American Armed Forces, F. Michael Higginbotham

William & Mary Bill of Rights Journal

Often noted for their heroic prowess as pilots in World War II, the Tuskegee Airmen served just as nobly fighting racial segregation within the Army. Considered exemplary in its integration today, the armed forces were a testing ground for integration in the middle of the twentieth century. Black officers and enlisted men, putting themselves in harm's way for a segregated United States, rebuked the notion of separate but equal, thereby slowly paving the way for integration in the military, and eventually, the nation. In this Article, F. Michael Higgenbotham examines the history of segregation in the United States Armed Forces …

Eudem: The European Union In Humanitarian Demining, Karin De Bruyn, Claudio Bruschini, Hichem Sahli, Jan Cornelis

The Journal of Conventional Weapons Destruction

The EUDEM project tried to provide the European Commission, as one of the largest sponsors of research in European humanitarian demining, with a survey titled "A State of the Art on Humanitarian Demining Technology, Products and Practice." Current practices and emerging technologies were discussed so that applied research can be directed toward solving real problems. Sustainable demining has to become more than "a man with a probe."

Road Trip With A Minecat, Stephanie Schlosser Feb 2000

Road Trip With A Minecat, Stephanie Schlosser

The Journal of Conventional Weapons Destruction

In The Journal of Mine Action 3.2, we spotlighted the Compact 230-Minecat, a multi-role platform suitable for both military and humanitarian applications whose primary role is to be a mine-clearance vehicle. Since that article in the summer of 1999, the Minecat has had a proper education, going through a series of tests in various landscapes and in front of rough judges. Landmine clearing is serious business and before a new piece of equipment can be put on the world market, it has to prove itself in rigorous settings. After all, the real customers in the demining marker are those people …

Quality Assurance: Evaluation And Certification Of Humanitarian Demining Detection Equipment, Vjera Krstelj, Josip Stepanic Jr., Irena Leljak

The Journal of Conventional Weapons Destruction

An extensive number of humanitarian demining detection equipment (HDDE) in the development phase requires a well-established set of testing facilities. A combination of enthusiastic and scientific testing exists throughout the majority of these facilities. During the last several years, the process of humanitarian demining (HD) in Croatia has begun under the intense effort of the Croatian Mine Action Center and other institutions. The success in starting and performing the clearance of various mine-affected regions was a combination of mechanical demining and a systematic approach. Mechanical demining has given good results on the agricultural terrain and in the fields of homogeneous …

The Legacy Of War In Chechnya, Kimberly P. Hill Feb 2000

The Legacy Of War In Chechnya, Kimberly P. Hill

The Journal of Conventional Weapons Destruction

Hundreds of lives are destroyed daily; most of which are left unrecorded and unacknowledged. The struggles and suffering of a few bears witness to the atrocities of many forgotten casualties and even survivors of all ages. The epidemic of landmines continues to devour many lives in its path, bur it is the aid of others and the written words of some that convey the true horror of their reality.

Chechnya, Country Profile Feb 2000

Chechnya, Country Profile

The Journal of Conventional Weapons Destruction

Chechnya is not recognized internationally as a sovereign state. It declared independence from Russia in September 1991, adopting the name Chechen Republic lchkeria. ln December 1994, the Russian Federation sent troops in the republic and used mines extensively. A peace agreement was signed in 1996, including the delay of the Chechen Republic lchkeria's official status until Jan. 1, 2001. Chechen leadership currently claims the independence of their republic but Russia maintains that Chechnya is part of the Russian Federation. Chechen law has been established but Russian law still applies. The humanitarian situation in Chechnya deteriorated steadily from the end of …

Confidence Intervals, Donald W.K. Andrews, Moshe Buchinsky Feb 2000

Confidence Intervals, Donald W.K. Andrews, Moshe Buchinsky

Cowles Foundation Discussion Papers

This paper considers the problem of choosing the number bootstrap repetitions B to use with the BC a bootstrap confidence intervals introduced by Efron (1987). Because the simulated random variables are ancillary, we seek a choice of B that yields a confidence interval that is close to the ideal bootstrap confidence interval for which B = ∞. We specifiy a three-step method of choosing B that ensures that the lower and upper lengths of the confidence interval deviate from those of the ideal bootstrap confidence interval by at most a small percentage with high probability.

Boot Camps And Traditional Correctional Facilities For Juveniles A Comparison Of The Participants, Daily Activities, And Environments, Angela Gover, Doris Layton Mackenzie, Gaylene Armstrong Feb 2000

Boot Camps And Traditional Correctional Facilities For Juveniles A Comparison Of The Participants, Daily Activities, And Environments, Angela Gover, Doris Layton Mackenzie, Gaylene Armstrong

Criminology and Criminal Justice Faculty Publications

The environments of twenty-seven boot camps and twenty-two traditional facilities were examined in a national study of juvenile correctional facilities. Surveys with administrators and data from institutional files indicated that juveniles in the boot camps had less serious offending histories than did those in traditional facilities. Boot camp environments were more structured and most incorporated military basic training components. There were differences in the use of summary punishments and certain other matters, but few differences were found in therapeutic activities. In general, boot camp juveniles were more active but comparison facilities had more educators and other staff for each juvenile. …

Agonistic Behaviour And Biogenic Amines In Shore Crabs Carcinus Maenas, Lynne U. Sneddon, Alan C. Taylor, Felicity A. Huntingford, David G. Watson Feb 2000

Agonistic Behaviour And Biogenic Amines In Shore Crabs Carcinus Maenas, Lynne U. Sneddon, Alan C. Taylor, Felicity A. Huntingford, David G. Watson

Sentience Collection

To investigate the role of certain neurohormones in agonistic behaviour, fights were staged between pairs of size-matched male shore crabs Carcinus maenas, and blood samples were taken immediately after the contests had been resolved. Samples were also taken from these crabs at rest (before and after fighting) and after walking on a treadmill. A control group of crabs also had samples taken on each experimental day. Concentrations of tyramine, dopamine, octopamine, serotonin (5-HT) and norepinephrine were determined in each blood sample using a gas chromatography/mass spectrometry (GC-MS) system. Norepinephrine was not detectable in any of the samples, but the standards …

The Human Factors Analysis And Classification System--Hfacs, Scott A. Shappell, Douglas A. Wiegmann Feb 2000

The Human Factors Analysis And Classification System--Hfacs, Scott A. Shappell, Douglas A. Wiegmann

Publications

Human error has been implicated in 70 to 80% of all civil and military aviation accidents. Yet, most accident reporting systems are not designed around any theoretical framework of human error. As a result, most accident databases are not conducive to a traditional human error analysis, making the identification of intervention strategies onerous. What is required is a general human error framework around which new investigative methods can be designed and existing accident databases restructured. Indeed, a comprehensive human factors analysis and classification system (HFACS) has recently been developed to meet those needs. Specifically, the HFACS framework has been used …

A Cross-Cultural Content Analysis Of Television News: Weslaco And Abilene, Texas And Matamoros, Mexico, Biada Pena Feb 2000

A Cross-Cultural Content Analysis Of Television News: Weslaco And Abilene, Texas And Matamoros, Mexico, Biada Pena

Theses and Dissertations - UTB/UTPA

This study is a cross-cultural research project involving two small Texas television markets and a third in Matamoros, Mexico. The study compares, through a research content analysis of video-taped TV newscasts, differences and similarities between three markets.

These three markets were selected because of their geographical and cultural characteristics to determine whether geographic proximity or cultural proximity is an indication of similarities.

The study concluded that the Matamoros TV newscasts concentrated more heavily on politics and the economy rather than on crime. The Weslaco newscasts aired the highest numbers of crime related stories while the newscasts in Abilene focused more …
