As Europeans expanded across North America in the seventeenth and eighteenth centuries, they parceled their territorial acquisitions into a variety of administrative subdivisions. Naming and dividing the land became an integral part of the project of colonization; the conquest of territory involved the transformation of unknown places into clearly defined jurisdictions. This dissertation examines the invention of one jurisdiction, the state of Maine, viewing the evolution of its borders as a reflection of the growth of state power in the region. Seeing an inextricable link between social and territorial boundaries, it ties the development of the territory of Maine to …

Beyond Efficiency And Procedure: A Welfarist Theory Of Regulation, Matthew D. Adler

Normative scholarship about regulation has been dominated by two types of theories, which I term "Neoclassical" and "Proceduralist." A Neoclassical theory has the following features: it adopts a simple preference-based view of well-being, and it counts Kaldor-Hicks efficiency as one of the basic normative criteria relevant to the evaluation of regulatory programs. A Proceduralist theory is concerned, not solely with the quality of regulatory outcomes, but also with the governmental procedures that produce these outcomes: it gives intrinsic significance to the procedures that regulatory bodies follow. Four years ago, CLAGS sponsored a conference on the state of gay and lesbian history. I was one of several presenters in a session on biography. None of us on the panel had consulted beforehand. But by the beginning of the third or fourth presentation, a common pattern had emerged, and the audience erupted with laughter. Each one of us had opened our remarks with a mixture of apology and denial: we each were not, we assured the audience, writing a biography!

The City of Las Vegas’ 2020 Master Plan requires pedestrian friendly neighborhoods in newly developing areas by stating, “The importance of creating neighborhoods that are walkable and sustainable and which foster a sense of community must be key elements of our newly developing areas”. Medium-sized, diversified, family-labor farms1 have long defined the structure of dairy farming in “America’s Dairyland.” The red barns, silos, farm houses, and fields of hay, grain, and pasture associated with these operations have given rise to the state’s distinctive pastoral landscapes. As family businesses these farms have been successful enough to provide their operators with “middle-class” standards of living. Nationally, in the 20th century, Wisconsin’s dairy sector produced more milk and especially more cheese than any other state in the U.S. Among Wisconsin residents, much cultural pride stems from the state’s preeminence in dairying — car license plates bear the …

Growing numbers of Wisconsin dairy farmers have reported success using management intensive rotational grazing (MIRG) techniques that rely on pastures as the primary source of forage for their milking herds. The Program on Agricultural Technology Studies (PATS) has been tracking the use and performance of MIRG systems in Wisconsin since the early 1990s through periodic large-scale, random sample surveys of Wisconsin dairy farmers. This fact sheet incorporates recent results from PATS 1999 Dairy Farmer Poll into an overall summary of PATS grazing research.

I’m a sociologist and an economist trained in the dynamics of change in the farm sector. In the late winter and early spring of 1999, the Program on Agricultural Technology Studies (PATS)2 surveyed over 1,600 of Wisconsin’s dairy farmers. Because the sample was large, was drawn randomly from the Wisconsin Dairy Producers List, and yielded a relatively high response rate (50 percent), the results provide a scientifically reliable snapshot of the Wisconsin dairy farming sector as of the spring of 1999. This report provides an overview of the initial findings of the overall study. Redemption And Recovery: An Ethnographic Comparison Of Two Drug Rehabilitation Programs, A Faith Community And A Therapeutic Community, Daniel E. Hood

This ethnography of long-term residential programs for drug users compares a therapeutic community (TC) with an evangelical Christian "training program." Using participant observation and life history interviews, it pursues three themes. The first is comparative and descriptive. It poses a basic similarity between the ideologically disparate programs. Parallels in program process and personal experience of "identity transformation" (conversion) are described. Despite the religious/secular divide, important similarities in anthropological assumptions are also identified. Contrary to earlier research, the singularity of the clientele is demonstrated. Other parallels include the ritual function of prayer and encounter, the centrality of selective biographical reconstruction, and …

The purpose of this study was to examine the similarities and differences in preferred leadership qualities among a random sample of principals of traditional elementary schools in California, traditional elementary schools in Alberta, Canada, and selected charter schools in the United States. The intent of the research was to identify the preferred leadership practices of each study group to determine and report significant differences and similarities. Seventy-five principals were randomly selected, 25 from each of the three study groups, to complete the survey. Forty-two principals (56%) returned surveys. The purpose of this dissertation was to explore the lives of working mothers. The dramatic increase of mothers in the workforce in the past 40 years has led to an increasingly common lifestyle: women filling the roles of mother and professional concurrently. This dissertation used the personal narrative qualitative methodology to examine the lives of working mothers. Ten female graduates of the University of San Diego's Law School (JD), Business School (MBA) and Educational Administration Programs were interviewed by the researcher. For personal and financial reasons some retired military officers seek second careers in the public sector. In entering local government, they are leaving a unique organization, and encountering a very different organizational culture. This study used grounded theory methodology to identify the key military leadership strategies and behaviors learned by military officers and to examine their applicability to local government.
