In December 1999, the new National Pollutant Discharge Elimination System (NPDES) Phase II regulations were published. These regulations, which regulate stormwater discharges to U.S. waters, are mandated by the Environmental Protection Agency (EPA) and implemented in the state by the Tennessee Department of Environment and Conservation (TDEC).

The purpose of this study is to examine the life of this great African American leader and his impact on Louisiana's society. This work will cite many of J.K. Haynes' social contributions and how pertinent they were to the evolution of education, as well as to the welfare of the citizens of Louisiana. Newspaper Coverage Of Nonreligious Paranormal Phenomena: A Content Analysis Of The San Antonio Light And San Antonio Express-News, Pamela L. Parmer

A content analysis was used to examine how paranormal phenomena was portrayed in the San Antonio daily newspapers and determine if there was any trend in portrayals from 1970 to 1990. The San Antonio Light and the San Antonio Express-News were analyzed from March to May 1970 and March to May 1990. The analysis included data from the individual papers, comparing and contrasting the data from the two time periods. The data between the two papers also was compared and contrasted. The phenomena included unidentified flying objects, aliens, psychics, and ghosts. It excluded religious phenomena such as reincarnation, witchcraft, and …

The possibility of conscious experiences of emotions in non-human animals has been much less explored than that of conscious experiences associated with carrying out complex cognitive tasks. However, no great cognitive powers are needed to feel hunger or pain and it may be that the capacity to feel emotions is widespread in the animal kingdom. Since plants can show surprisingly sophisticated ‘‘choice’’ and ‘‘decision-making’’ mechanisms and yet we would not wish to imply that they are conscious, attribution of emotions to animals has to be done with care. Researchers often study nonhuman abilities by assuming their subjects form representations about perceived stimuli and then process such information; why then would consciousness be required, and, if required, at what level? Arguments about nonhuman consciousness range from claims of levels comparable to humans to refutation of any need to study such phenomena. We suggest that (a) species exhibit different levels attuned to their ecological niches, and (b) animals, within their maximum possible level, exhibit different extents of awareness appropriate to particular situations, much like humans (presumably conscious) who often act without conscious awareness of factors controlling their behavior. After nearly a half century of strident adherence to the principles of socialism and self-reliance, North Korea may be on the verge of opening itself to outside aid and advice. Motivators include a decade of economic trouble punctuated by declining output and famine as well as underdeveloped infrastructures and reduction in foreign trade and material support. The limits of national selfsufficiency may finally have become admissible in North Korea, as evidenced by recent diplomatic negotiations and cooperative commercial projects with capitalist nations. Because of the severity of the fires in the summer of 2000 and because of the growing debate over what to do about expected future fires, the Andrus Center convened The Fires Next Time conference on December 7, 2000. The conference had several goals in mind. First, it sought to establish a set of sideboards for the discussion of fire by inviting experts to talk about the history, science, and policy of fire management. The purpose was to articulate what we knew, did not know, and should know about fire in the western United States.

This report provides a school Enrollment Forecast, including demographic information, for Portland Public Schools. The report considers several factors that are likely to affect the school district's enrollments between the present and 2010, including the future number of births, net migrants, and the proportion of school-age children and youth enrolled in the public schools. This is the second report that forecasts future enrollments for the Portland Public Schools. The first report (dated July 2000) was based on October 1999 enrollments; this report relies on October 2000 enrollments. Dementia is a major public health challenge, which is becoming more common as the aged population grows. Adequate care of dementia patients requires that they be recognized as having memory impairment, identified as having dementia syndrome, and evaluated for the specific cause of the dementia. Dementia is one of the first symptoms in the beginning stages of Alzheimer’s disease. Currently, the most common psychological instrument used in early evaluation of dementia and other cognitive problems in Alzheimer’s disease is the Mini Mental Status Exam (MMSE, Folstein & Folstein, 1974).
