中國銀行在中國經濟及金融改革下的發展, Hiu Kwong Leung

中國是一個發展中國家,同時又處於由計劃經濟向市場經濟轉型的過程,其改革代表著「金融深化」(Financial Deepening) 的發展。本文首先扼要闡釋中國的金融體制改革與金融深化的理據和實況,接著再詳細探討中國銀行在金融及外匯改革之下其業務的特徵及轉變。

在中國金融改革的過程中,中國銀行的管理體制及其營運方式與中國政府的經濟政策依然保持著一定的「轉型期」關係。這明顯反映於中國銀行的資產負債結構和其營運效率指標之上,如盈利率與資本充足率等。經過二十多年的改革,中國銀行仍然未能完全擺脫政府的融資計劃的影響;在發展商業業務的同時仍然或多或少地執行著政府的政策性業務;基本上仍扮演著一個「發展銀行」 (Development Bank) 的角色和功能。

純粹從微觀經濟的角度來分析,中國銀行的這種「雙重」性格,難免在一定的程度上削弱了其風險、流動性和盈利性管理的能力和意識,並減低其經營效率和整體實力。這種矛盾明顯可見於大陸的中國銀行總行及香港分行兩者間的差異。大陸中國銀行的這些弱點在中國加入世界貿易組織之後,因為外資銀行的競爭與挑戰將更形突出。這將帶動政府對整個銀行體制進行進一步商業化[的改革與調整,包括銀行資產重組及利率自由化等措施。

Terrorist attacks on commercial aviation had declined significantly after reaching a high point in the 1970s. The devastating consequences of the four coordinated hijackings and deliberate crashes of three of the planes into the World Trade Center in New York and the Pentagon in Washington, D.C., on September 11, 2001—an event unprecedented in the annals of terrorism—have wiped out all sense of progress and focused national attention on aviation security. Many people in the mountain state are unaware that it was a West Virginian, Lyda Judson Hanifan, Superintendent of Rural Schools in the state department of education who introduced the concept of social capital to the world in 1916. Many of those discussing the concept of social capital today focus exclusively on the role of trust. A second important second dimension is networking, and an important third dimension can be called social skill repertories. In his essay, "The discovery of what it means to be an American," James Baldwin described how his exile in Paris led him to new self-knowledge about his national identity. Baldwin left the US to survive what he called "the color problem," but was surprised to find he shared a sense of being "not at home" with white Americans in Europe. He was American in ways he had not realized. Exile afforded him intellectual freedom, but his growing consciousness of the French-Algerian war led him to understand that "there are no untroubled countries in this fearfully troubled world." This analysis reviews the key elements of the United States Supreme Court's 1999 decision in Olmstead v L.C. as well as Federal implementation guidelines issued by the United States Department and Human Services. The Olmstead decision interprets the Americans with Disabilities Act ("ADA," PL 101-336), whose requirements apply to the use of all public funds. However, Medicaid represents the single largest source of public funding for both institutional and non-institutional services for persons with disabilities. As a result, when states expend Medicaid funds on care for persons with disabilities, two independent sets of legal requirements are triggered: those contained in …

African American Single Full-Time Fathers: How Are They Doing?, Roberta Coles

Using a symbolic interactionist approach, interviews of 10 Black single full-time fathers indicate that these fathers perceive parenting to have had positive results for themselves. Specifically, the employment and income of most of the men had remained stable or improved. While their dating lives had suffered the most, they had sustained social activities with friends and families at a high level. Moreover, their assessments of their parent-child relationships and their own life satisfaction was positive.

In an early scene in The Terminator, the Cyborgian Arnold Schwarzenegger walks into an L.A. gun shop and asks to see the wares. The shopkeeper lays out Uzis, submachine guns, rocket launchers, and other sophisticated means of overkill, nervously understating, "Any one of these will suit you for home defense purposes." The situation is likewise in the growing child protection industry. The purpose of this research was to assess and project the effects of online shopping on vehicular traffic. It was anticipated that as more people purchased goods and services online. short-distance traffic would be reduced. The method of study was personal interviews following a literature review of this subject. Efforts were focused on consumers’ shopping behaviors and the resulting effects on short-distance traffic. Survey data were combined with forecasts of online shopping volume from eMarketer, and estimates of total trip savings were made for the years 2000 and 2004. The results were not encouraging. This case study is based on field observation of the first hands-on Internet sessions experienced by a group of lower-income minority teenagers in an inner-city middle school. Using feminist analysis to interrogate the social dynamic within which the Interact use took place, I explore how new technologies are appropriated by adolescents as a site of social bonding.
