Hostile Work Environment: What Communication Administrators And Educators Can Learn From Communication-Based Law, Craig Newburger

Journal of the Association for Communication Administration

This article examines the university sexual harassment policies which guides communication administrators in reacting to and managing both student and faculty sexual harassment-based allegations. The body of sexual harassment-based law, created and disseminated by persons who are not communication administrators or educators, focuses directly on specific human communication behaviors and assigns criteria for evaluating the relative lawfulness of the behaviors. The article intends to underscore the variety of heuristic possibilities offered by inquiry into communication-based laws, for both communication administrators and educators.

The article offers strategies that university administrators may use for successful adoption of computer technology. A 1998 survey showed that two thirds of colleges failed to strategically plan their technological implementation. Administrators will want to seriously participate in strategic planning so that technology fits with other goals and expectations in the college or university. Technology use can be overwhelming, so both students and faculty need strong support for using technology. When equipment or connections fail in the middle of a class session, faculty need backup systems and support staff who can solve the technical problems. For success, administrators will want …

This article provides information on the backgrounds of deans of schools and colleges of journalism and mass communication in the U.S. Finding the individual with just the right background to provide the direction of college or school is a major decision because new deans have the major role in shaping the future of their programs. The majority of the deans had bachelor degrees in disciplines other than communication. They tend to come more often from the ranks of long-time professional educators that from long-time media professionals.

This study explored the links between HIV infection, serostatus disclosure, and partner violence among women attending a VCT clinic in Dar es Salaam, Tanzania. Men and women both perceive HIV testing as a way to plan for the future but are motivated to undergo testing by a number of different individual, relationship, and environmental factors. The women in our study described more barriers to HIV testing than did men, and women who have communicated with their partners about VCT before seeking services are significantly more likely to share their HIV test results than those who have not talked with their …

Using the results of a previous operations research study, the Ministry of Health of Honduras recently changed the National Women’s Health Service Delivery Guidelines to explicitly authorize nurse auxiliaries to insert IUDs, deliver Depo-Provera, and take Pap smears. These services are new to the rural communities served by rural health centers (RHCs). The objective of this project was to test whether the demand for these newly introduced services would increase if a promotional brochure was distributed in the surrounding communities by the RHC’s clients among potentially interested friends in these communities. The Honduran Ministry of Health (MOH) and the Population Council’s INOPAL III Project tested the acceptability of postpartum/postabortion contraception at the Escuela Hospital, the largest in the country. The project showed that more than 30 percent of the women seen for a delivery or a complication due to abortion, were interested in adopting a contraceptive method prior to discharge from the hospital. Given the success of the project, the MOH asked the Population Council’s FRONTIERS program for technical and financial support to extend those services to five additional hospitals in the country. Takings Reassessed, Abraham Bell, Gideon Parchomovsky

In this Essay, we challenge the conventional typology of constitutional takings by bringing to light a previously unrecognized type of taking-the derivative taking. We show that virtually every exercise of the power of takings generates derivative takings that have largely evaded takings scholars. Furthermore, we demonstrate that the failure of existing takings doctrine to account for derivative takings leads to inefficient and inequitable results. In particular, this failure disproportionately harms the poor. To remedy this problem, we craft an economic model of self-assessment to optimize constitutional protection at low administrative cost. This constructivist study examined the perceptions that an interdisciplinary team has about themselves in the work setting and during fieldwork interactions while working with client families. Twelve staff members of a program that provides supportive services for the families of severely handicapped children responded to a bank of fifteen questions in an effort to examine the relationship between team members perceptions of their roles and how those perceptions affect their job performance and satisfaction.

Fame is a paradoxical issue: a phenomenon that is both embraced and shunned simultaneously in American culture and particularly within many religious institutions. Leaders of the Church of Jesus Christ of Latter-day Saints (LDS), for instance, discourage its members (particularly the youth) from seeking out fame as well as famous individuals as role models. Yet they also incorporate positive rhetoric about fame as well in terms of famous LDS people, landmarks or groups. Group Lending Under Dynamic Incentives As A Borrower Discipline Device., Bruce Wydick

In recent years group lending has become an increasingly utilized tool for providing credit access to the poor in developing countries. Using empirical results from first-hand field research on Guatemalan borrowing groups, this paper develops a simple game-theoretic model of group lending. Results from the model show that through peer monitoring, the threat of group expulsion, and the safety net of intra-group credit insurance, group lending mitigates some risky investment behavior that would otherwise occur under an individual borrowing contract. The credible threat of social sanctions against group members who misallocate borrowed capital further reduces instances of such behavior.

Social Norms And The Time Allocation Of Women's Labor In Burkina Faso, Michael Kevane, Bruce Wydick

Economics

This paper proposes that major determinants of allocation of women's time are social norms that regulate the economic activities of women. Our emphasis on norms contrasts with approaches that view time allocation as determined by household-level economic variables. Using data from Burkina Faso, we show that social norms significantly explain differences in patterns of time allocation between two ethnic groups: Mossi and Bwa. Econometric results show women from the two groups exhibiting different responses to changes in farm capital. Implications are that policies that foster changes in social norms may have more permanent effects on altering women's behavior.
