Hostile Work Environment: What Communication Administrators And Educators Can Learn From Communication-Based Law, Craig Newburger Jan 2001

Hostile Work Environment: What Communication Administrators And Educators Can Learn From Communication-Based Law, Craig Newburger

Journal of the Association for Communication Administration

This article examines the university sexual harassment policies which guides communication administrators in reacting to and managing both student and faculty sexual harassment-based allegations. The body of sexual harassment-based law, created and disseminated by persons who are not communication administrators or educators, focuses directly on specific human communication behaviors and assigns criteria for evaluating the relative lawfulness of the behaviors. The article intends to underscore the variety of heuristic possibilities offered by inquiry into communication-based laws, for both communication administrators and educators.

Administrative Strategies For Successful Adoption Of Computer Technology, Aitken E. Joan, Leonard J. Shedletsky Jan 2001

Administrative Strategies For Successful Adoption Of Computer Technology, Aitken E. Joan, Leonard J. Shedletsky

Journal of the Association for Communication Administration

The article offers strategies that university administrators may use for successful adoption of computer technology. A 1998 survey showed that two thirds of colleges failed to strategically plan their technological implementation. Administrators will want to seriously participate in strategic planning so that technology fits with other goals and expectations in the college or university. Technology use can be overwhelming, so both students and faculty need strong support for using technology. When equipment or connections fail in the middle of a class session, faculty need backup systems and support staff who can solve the technical problems. For success, administrators will want …

Hiv And Partner Violence: Implications For Hiv Voluntary Counseling And Testing Programs In Dar Es Salaam, Tanzania, Suzanne Maman, Jessie K. Mbwambo, Margaret Hogan, Gad P. Kilonzo, Michael D. Sweat, Ellen Weiss

HIV and AIDS

This study explored the links between HIV infection, serostatus disclosure, and partner violence among women attending a VCT clinic in Dar es Salaam, Tanzania. Men and women both perceive HIV testing as a way to plan for the future but are motivated to undergo testing by a number of different individual, relationship, and environmental factors. The women in our study described more barriers to HIV testing than did men, and women who have communicated with their partners about VCT before seeking services are significantly more likely to share their HIV test results than those who have not talked with their …

The Case For Microbicides: A Global Priority, Kathy Attawell Jan 2001

The Case For Microbicides: A Global Priority, Kathy Attawell

HIV and AIDS

The HIV/AIDS epidemic continues to spread, undermining development, reversing health gains, and exacerbating poverty. It will be some time before a vaccine is available and accessible, thus there is an urgent need to identify additional prevention options, in particular a method that women control, which could save millions of lives. This report from the Population Council and International Family Health presents the case for microbicides—products used vaginally to prevent infection from HIV and other STIs in women and their sexual partners—and discusses recent progress and developments, outstanding challenges, and the action required to ensure that products will be made available …

Promoting Reproductive Health Services In Rural Communities In Honduras, Irma Mendoza, Ricardo Vernon Jan 2001

Promoting Reproductive Health Services In Rural Communities In Honduras, Irma Mendoza, Ricardo Vernon

Reproductive Health

Using the results of a previous operations research study, the Ministry of Health of Honduras recently changed the National Women’s Health Service Delivery Guidelines to explicitly authorize nurse auxiliaries to insert IUDs, deliver Depo-Provera, and take Pap smears. These services are new to the rural communities served by rural health centers (RHCs). The objective of this project was to test whether the demand for these newly introduced services would increase if a promotional brochure was distributed in the surrounding communities by the RHC’s clients among potentially interested friends in these communities. The study found that the intervention that was tested …

Expansion Of Postpartum/Postabortion Contraception In Honduras, Ruth Medina, Ricardo Vernon, Irma Mendoza, Claudia Aguilar Jan 2001

Expansion Of Postpartum/Postabortion Contraception In Honduras, Ruth Medina, Ricardo Vernon, Irma Mendoza, Claudia Aguilar

Reproductive Health

The Honduran Ministry of Health (MOH) and the Population Council’s INOPAL III Project tested the acceptability of postpartum/postabortion contraception at the Escuela Hospital, the largest in the country. The project showed that more than 30 percent of the women seen for a delivery or a complication due to abortion, were interested in adopting a contraceptive method prior to discharge from the hospital. Given the success of the project, the MOH asked the Population Council’s FRONTIERS program for technical and financial support to extend those services to five additional hospitals in the country. Important improvements were found for the four indicators …

Who Pays For Health Care Reform?, Susan Giaimo Jan 2001

Who Pays For Health Care Reform?, Susan Giaimo

Political Science Faculty Research and Publications

In this second of three chapters on the distinctive policy dynamics of particular areas of social provision, Susan Giaimo addresses the issue of whether the success of the reformed welfare state in the shape of payers’ and policy makers’ cost‐containment projects have had as their price the sacrifice of equity and solidarity. These questions are explored through the lens of health care reform in Britain, Germany, and the US since the late 1980s: each a country with a distinctive health care system, which undertook major reform initiatives designed to control health care outlays, and addressed the efficiency and equity goals …

Takings Reassessed, Abraham Bell, Gideon Parchomovsky Jan 2001

Takings Reassessed, Abraham Bell, Gideon Parchomovsky

All Faculty Scholarship

In this Essay, we challenge the conventional typology of constitutional takings by bringing to light a previously unrecognized type of taking-the derivative taking. We show that virtually every exercise of the power of takings generates derivative takings that have largely evaded takings scholars. Furthermore, we demonstrate that the failure of existing takings doctrine to account for derivative takings leads to inefficient and inequitable results. In particular, this failure disproportionately harms the poor. To remedy this problem, we craft an economic model of self-assessment to optimize constitutional protection at low administrative cost. Importantly, our self-assessment mechanism incentivizes property owners to report …

Fame And Latter-Day Saint Youth: Value Conflicts And The Interpretive Audience, Shellie M. Frey Jan 2001

Fame And Latter-Day Saint Youth: Value Conflicts And The Interpretive Audience, Shellie M. Frey

Theses and Dissertations

Fame is a paradoxical issue: a phenomenon that is both embraced and shunned simultaneously in American culture and particularly within many religious institutions. Leaders of the Church of Jesus Christ of Latter-day Saints (LDS), for instance, discourage its members (particularly the youth) from seeking out fame as well as famous individuals as role models. Yet they also incorporate positive rhetoric about fame as well in terms of famous LDS people, landmarks or groups. Furthermore, various aspects of the LDS Church (worldwide televised conferences, widely distributed books written by Church leaders, etc.) are highly mediated, thus, integrated with a public venue …

Group Lending Under Dynamic Incentives As A Borrower Discipline Device., Bruce Wydick Jan 2001

Group Lending Under Dynamic Incentives As A Borrower Discipline Device., Bruce Wydick

Economics

In recent years group lending has become an increasingly utilized tool for providing credit access to the poor in developing countries. Using empirical results from first-hand field research on Guatemalan borrowing groups, this paper develops a simple game-theoretic model of group lending. Results from the model show that through peer monitoring, the threat of group expulsion, and the safety net of intra-group credit insurance, group lending mitigates some risky investment behavior that would otherwise occur under an individual borrowing contract. The credible threat of social sanctions against group members who misallocate borrowed capital further reduces instances of such behavior.

Social Norms And The Time Allocation Of Women's Labor In Burkina Faso, Michael Kevane, Bruce Wydick Jan 2001

Social Norms And The Time Allocation Of Women's Labor In Burkina Faso, Michael Kevane, Bruce Wydick

Economics

This paper proposes that major determinants of allocation of women's time are social norms that regulate the economic activities of women. Our emphasis on norms contrasts with approaches that view time allocation as determined by household-level economic variables. Using data from Burkina Faso, we show that social norms significantly explain differences in patterns of time allocation between two ethnic groups: Mossi and Bwa. Econometric results show women from the two groups exhibiting different responses to changes in farm capital. Implications are that policies that foster changes in social norms may have more permanent effects on altering women's behavior.
