In 1994, the Government of Alberta, Canada, instituted major fiscal measures designed to reduce operating costs and a large provincial debt. In tandem, Alberta Education restructured public education by: reducing the number of school districts, redefining the role of school boards, increasing the involvement of parents, initiating Charter schools, expanding student testing, downsizing Alberta Education, improving delivery of services to children, and mandating the implementation of school-based management in all public schools (Alberta Education News Release, January 18, 1994). Recently Maine has embarked on a new policy direction in its use of conservation easements to protect large tracts of commercial timberland. David Lewis argues that the effectiveness of using easements as a long-term conservation policy depends on many factors that may not be fully considered in the decision-making process currently used in choosing easements for landscape-scale conservation. Lewis indicates that the root of the problem lies in the fact that the state lacks a comprehensive policy describing the conservation goals desired in the North Woods. Although the past nine years have been ones of tremendous growth for both the U.S. and Maine economies, today the economy shows signs of weakening. Consumer confidence has taken a nosedive; recent stock market activity has been sluggish; and, nominal oil prices since 1999 have nearly tripled. Moreover, Maine has its own set of cautionary signs: the multiple job-holding rate in Maine is 25 percent higher than it is in the United States; bankruptcy filings remain alarmingly high—as do personal debt levels. From a supply and demand point of view, the trend toward forest-products certification appears simple: some retail consumers may prefer to buy products from forests managed in an environmentally sound way while some forest owners may be willing to alter their management practices in order to sell to these consumers. However, as the authors indicate, the issue of communicating to consumers the degree of “environmental good” being purchased can be complicated and may be a factor affecting the long-term success of certification programs. One of the many complexities of multinational coalition operations stems from differences in culture, military procedures, and command and control processes between the cooperating command centers. These differences can influence the interactions between decision makers of different command centers and can affect the outcome of the coalition operation. A coalition model, composed of individual models of the five-stage interacting decision maker model, was used in a virtual experiment. The subjective parameters included in the decision maker model can be any attribute that characterizes the heterogeneity of the decision makers. Systems of different command centers that are brought together in a coalition operation must have some level of interoperability in order to work together. Bares [2000] has introduced a formalism of three interoperability domains that describe the ability of the systems to define their own level of interoperability within the coalition by assessing their own and the other systems’ ability to interact on actions of the coalition. The Effects Of Expectancy Disconfirmation On Outcome Satisfaction In Police-Citizen Encounters, Michael D. Reisig, Meghan S. Stroshine

Social and Cultural Sciences Faculty Research and Publications

This study tests the expectancy disconfirmation model using survey data from citizens who recently had police encounters. We find support for the expectancy disconfirmation model's primary hypothesis that increased disparity between expectations of police performance and actual service inversely affects citizen satisfaction with the way the police handle encounters. This finding persists for both voluntary (e.g. breaking and entering victims) and involuntary (e.g. traffic citations) police encounters. Our results also suggest that the scope of the expectancy disconfirmation model is limited. For example, the disparity between expectations and actual service is not correlated with citizen satisfaction with the police in …

Hoarding By Elderly People, Gail Steketee, Randy O. Frost, Hyo-Jin Kim

Although hoarding has been studied in adults, little is known about problems of hoarding by elderly people. This study used a structured telephone interview with elder services providers to investigate hoarding behaviors in relation to functional impairment, cognitive deficits, and physical and psychological conditions in 62 elderly clients. Most elderly hoarders were female, unmarried, and lived alone. Extensive clutter was associated with significant impairment, interfering with basic hygiene, and posing a serious physical threat for many elderly clients. Clients were rarely insightful about their collecting and often resisted change, rendering interventions generally ineffective. Never-married status was associated with more severe …

Adolescent crimes continue to climb in number and level of violence despite efforts to curtail them. Little research has been done on the impact of family interaction styles on adolescent crime. This study attempts to confirm or disconfirm the hypothesis that adolescents who are incarcerated are more likely to score their families as having a rigid family interaction style based on the FACES III adaptability scale than adolescents who are not incarcerated. The family adaptability scores of approximately 50 adolescents in a midwestern lock down facility were compared to those of approximately 50 students selected from a midwestern church and …

The Impact Of Financial Reform On Private Savings In Bangladesh, Abdur Chowdhury

Over the course of the last decade, Bangladesh has implemented a broad-based program of financial and market reforms, encompassing changes in the structure of the financial system, prudential and supervisory frameworks, and monetary management. This paper estimates a savings function to evaluate the impact of various determinants of private savings in Bangladesh—with special emphasis on the impact of financial reform. The results show that the level of income, real interest rates, and the share of agriculture in GDP have a positive impact on the savings rate. External Debt And Growth In Developing Countries: A Sensitivity And Causal Analysis, Abdur Chowdhury

The paper aims to enhance the existing literature on the debt-growth nexus by analysing the relationship in two separate country groups using the extreme bounds analysis for sensitivity tests and the mixed, fixed, and random coefficient approach that allows for heterogeneity in the causal relationship between debt and growth. Irrespective of the debt measure used, the results are robust across the two country groups—HIPC and non-HIPC—as well as two different testing procedures.
