Troubling trends in political disengagement among young people include decreasing knowledge of and interest in political issues as well as lower rates of voting compared to previous generations. To potentially address this CO~ service-learning has often been promoted in public schools as a means of educating active citizens, among other outcomes.
Despite the expansion of service-learning programs, the relationship between service-learning and citizenship outcomes deserves further study. This dissertation examines the following questions: Do teachers consider "citizenship" an explicit goal for service-learning experiences in K-12 schools? How do teachers and students define what it means to be a "good citizen"? …

Service In A Cultural Immersion Setting: Student Teachers Evaluate "A Sense Of Community", Susan E. Johnstad

Classroom demographics in K-12 schools in the U.S. show that students of color represent an increased percentage of those enrolled. and that the number of students whose families are in poverty is on the rise. Yet teaching is a profession long dominated by middle-class individuals of European ancestry. The recruitment of teachers from diverse backgrounds is paramount, but teacher education must also prepare new professionals to meet the needs of students whose backgrounds might be different from their own. Cultural immersion and community-based service learning are two strategies for enhancing multicultural education for preservice teachers.

Passenger vehicle occupant restraints are regarded as the easiest and the most effective way of reducing the number of highway fatalities. Strong vehicle occupant protection enforcement laws are regarded as the most effective way to increase seat belt use. The increase in restraint use in the United States and other countries has been largely attributed to mandatory seat belt use legislation. Many fatalities and injuries in motor vehicle crashes could be avoided if more passengers used their seat belts. Studies have shown that primary laws have been more effective in seat belt use compliance than secondary laws. Also, legislation has …

Although the United States is a leader of the technological revolution, there are segments of American society—particularly the poor, minorities, and the geographically isolated—for whom access to computers and the Internet is significantly lower. The E-Rate, created by Congress as part of the Telecommunications Act of 1996 (Public Law 104-104), is a federal program that seeks to bridge this “digital divide” by supporting broader public access to the new digital technology at public and private nonprofit educational institutions. The availability of such public access points has been found to reduce economic and racial disparities, and some research suggests that when …

Statistical Methods To Partition Effects Of Quantity And Location During Comparison Of Categorical Maps At Multiple Resolutions, R. Gil Pontius
Geography
New generalized statistical methods to measure agreement between two maps at multiple-resolutions, where each cell in each map has a multinomial distribution among any number of categories, are presented. This methodology quantifies agreement between any two categorical maps, where either map uses fuzzy or crisp classification. The method measures the agreement at various resolutions by aggregating neighboring cells into an increasingly coarse grid. At each resolution, the method partitions the overall agreement into correct due to chance, correct due to quantity, correct due to location, error due to location, and error due to quantity. Agriculture historically has been one of the primary sectors of the Arkansas economy. Agriculture is defined as the sum of agricultural, forestry, and fisheries production and processing activities unless otherwise specified. Not only does agriculture contribute to the economy through direct agricultural production and added value processing, it also plays an important role through the economy’s other sectors. Utilizing data from the United States Bureau of Economic Affairs and the State of Arkansas, the economic impact of agriculture on the Arkansas economy was estimated for the latest year available, 1999. In 2002 a study was conducted of community college collections in Florida as a follow-up and an additional interval to a similar study conducted in 1998. The analysis in 2002 compared the profile of the LINCC database, three peer groups of community colleges by enrollment size, and each of the twenty-eight community colleges with the 1998 study results. Among the significant findings are: The median age of LINCC collective holdings improved between 1998 and 2002, declining from 24 years to 22 years. The “year reached 50%” for the LINCC database in 2002 was 1980, meaning that half of the monographs …

Technical Service departments throughout libraries today are increasingly in the position to create and maintain non-MARC metadata that may be shared among institutions. The Cornell University Geospatial Information Repository (CUGIR) Metadata Sharing Project is an example of a system that manages heterogeneous metadata such as MARC, Dublin Core, and Content Standard for Digital Geospatial Metadata (CSDGM). The mechanics and policies required to exchange MARC records are mature and well understood. In contrast, non-MARC metadata resource sharing is largely uncharted territory. The current debate over cost-benefit concerns in agencies’ evaluations of government regulations is not so much whether to consider costs and benefits at all but rather what belongs in the estimated costs and benefits. Overlaid is the long-standing belief that the distribution of costs and benefits needs some consideration in policy evaluations. In a recent article in the University of Chicago Law Review, Robert Frank and Cass Sunstein proposed a relatively simple method for adding distributional concerns to policy evaluation that enlarges the typically constructed estimates of the individual’s willingness to pay for safer jobs or safer products. The local Whittle (or Gaussian semiparametric) estimator of long range dependence, proposed by Künsch (1987) and analyzed by Robinson (1995a), has a relatively slow rate of convergence and a finite sample bias that can be large. In this paper, we generalize the local Whittle estimator to circumvent these problems. Instead of approximating the short-run component of the spectrum, φ(λ), by a constant in a shrinking neighborhood of frequency zero, we approximate its logarithm by a polynomial. This leads to a “local polynomial Whittle” (LPW) estimator. We specify a data-dependent adaptive procedure that adjusts the degree of the polynomial to the …

This research generates a method for easy comparison of national military doctrines as they pertain to peacekeeping operations by using the Conceptual Model of Peace Operations (CMPO) as an organizational framework. Microsoft Excel is utilized as an interface as a means for individuals or organizations to compare individual national peacekeeping doctrines on an independent framework. This project also utilizes graphing techniques to allow users to view more generalized comparisons of doctrine so conclusions might be more readily drawn with regards to specific areas of coverage, areas of doctrine needing to be more fully or less extensively addressed, and the political …

Presents an overview of the second National Incidence Studies of Missing, Abducted, Runaway, and Thrownaway Children (NISMART-2). First in a series summarizing NISMART-2 findings, this Bulletin describes NISMART component surveys and estimating methodology and defines the types of missing child episodes studied: nonfamily abduction (including stereotypical kidnapping); family abduction; runaway/thrownaway; missing involuntary, lost, or injured; and missing benign explanation. The Bulletin also presents national estimates for children classified as caretaker missing and those reported missing to law enforcement or other agencies, by type of episode and by child's age, gender, and race/ethnicity.
