Learning Kernel Parameters By Using Class Separability Measure, Lei Wang, Kap Luk Chan

Learning kernel parameters is important for kernel based methods because these parameters have significant impact on the generalization abilities of these methods. Besides the methods of Cross-Validation and Leave-One-Out, minimizing some upper bounds on the generalization error, such as the radius-margin bound, was also proposed to more efficiently learn the optimal kernel parameters. In this paper, a class separability criterion is proposed for learning kernel parameters. The optimal kernel parameters are regarded as those that can maximize the class separability in the induced feature space. With this criterion, learning the kernel parameters in SVM can avoid solving the quadratic programming …

This paper examines the factors that favor Foreign Direct Investment ( FDI) in Bulgaria and recommends public policy changes that will enhance the international competitiveness of Bulgaria. Four factors that favor an increase in FDI in Bulgaria are clearly identified. First, although the economic environment is considered challenging compared to other countries in the region, Bulgaria enjoys political stability. Second, Bulgaria offers a low-cost, well-educated labor pool, although additional public investments in foreign language training may be needed. Third, there are investment opportunities for infrastructure development through privatization in the areas of energy, information technology (IT), and transportation. Bulgaria is …

Previous research has indicated that observers use differences between velocities and ratios of velocities to judge the depth within a moving object, although depth cannot in general be determined from these quantities. In four experiments we examined the relative effects of velocity difference and velocity ratio on judged depth within a transparent object that was rotating about a vertical axis and translating horizontally, examined the effects of the velocity difference for pure rotations and pure translations, and examined the effect of the velocity difference for objects that varied in simulated internal depth. The application of postmodern theory to a transformative understanding of multiculturalism can make a difference. Multicentered culture, antiessentialist race consciousness, and political equity—aspects of a transformative multiculturalism put forward in 1996 by Newfield and Gordon—can be juxtaposed with elements of a postmodern theorization of society as a consumer-driven economy saturated with multiple mediated unstable, fragmented, and evolving discourses and cultural interaction. This theoretical construct can be illustrated with research data from college classrooms and specifically an analysis of the television show The X-Files. There has been little research on the experiences of undergraduate teaching assistants, and this small body of information is usually tightly focused on traditional disciplinary concerns like sociology, psychology, and communications. Additionally, undergraduate teaching assistant research tends to focus on upper-division students. This article explores the benefits and drawbacks of using lower-division developmental education students as teaching assistants in developmental social science courses. Included are comments from students enrolled in a course staffed by a sophomore as the teaching assistant. Employing developmental education students as teaching assistants can be beneficial to instructors, students, and the teaching assistants themselves.

Just as European and African slave traders merchandised Africans and created the old African diaspora, successive colonial and authoritarian regimes2 of Ethiopia forced some Oromos out of their homeland, Oromia, and caused them to settle in the West. The displaced Oromo entered the United States as one of the "new" African diaspora groups four centuries after the old African diaspora began to be created. In the process, the Oromo diaspora emerged on the world stage. In a pretest, male and female participants completed the PAQ, a measure of self perceived masculinity and femininity. Only male participants (though they were not aware of this fact) were contacted to return for the second part of the study. Participants were hooked up to psychophysiological recording equipment and took part in one of three conditions. In the masculine threat condition, they took a test ostensibly measuring masculine knowledge and received false negative feedback. This issue of Quality/Calidad/Qualité demonstrates how Mongolia developed a national plan to a provide a comprehensive sexual and reproductive health curriculum and media for adolescents. Among the lessons learned from the Mongolian experience were the following: 1) questions about unwanted sexual relations and sexual roles were the most pressing among adolescents, especially girls; 2) printed media are efficient and inexpensive; and 3) parental opposition was almost nonexistent in certain settings—often they expressed gratitude for this education.

The End Of The Fertility Transition In The Developing World, John Bongaarts

Fertility declines are now underway in many developing countries, and the focus of the debate about future fertility trends is shifting from the early to the later phases of the transition. This study examines patterns and determinants of fertility in the developing world using UN estimates of the total fertility rates for 143 developing countries from 1950 to 2000. The main objective is to identify regularities in the past record that may provide clues to future trends. Three key findings emerge from this analysis. First, the pace of fertility decline decelerates as countries reach the later stages of the transition. …

This study investigates the effects of childcare on work and earnings of mothers in the slums of Guatemala City. Recognizing that mother’s work behavior may depend on the availability of childcare, the modeling approach allows participation in the labor force and use of formal daycare to be jointly determined. We also investigate whether a mother’s “status” within her household (as measured by the value of the assets she brought to her marriage) influences her entry into the labor force. South Africa is at a crossroads in its decentralization policy. On one hand, it has declared its intention to strengthen the fiscal powers of local governments. On the other hand, the institutional arrangement necessary to guarantee fiscal decentralization - the power to raise local revenues - has not yet been fully defined. State And Local Government Choices In Fiscal Redistribution, Roy W. Bahl, Jorge Martinez-Vazquez, Sally Wallace

Economists have devoted relatively little attention to explaining why some state and local governments choose more progressive fiscal instruments than others. This paper provides an empirical model to identify the determinants of income redistribution as a budgetary choice, and estimates the strength of these determinants with state-local government panel data for a 21 year period. We find emphasis on redistributive expenditures in less urbanized and poorer states, and more emphasis on redistributive revenues in states that are less urbanized, poorer, and with larger elderly and black populations. We find that state-local governments use revenue and expenditure distribution instruments as complements.

Recent research suggests that students' classroom engagement, increased academic effort, and subsequent success or failure arc not only influenced by individual differences in skills and pre-dispositions, but also by the school context. The present study examined whether cognitive (beliefs), affective (emotions) and I or behavioural processes predicted young women's attitudes towards their sexual health practices. For pragmatic reasons, safer sex promotion has largely relied on the provision of factual information to promote behaviour change. Although the importance of emotional and behavioural influences has been indicated, these elements have not traditionally been included in sexual health interventions. In order to examine this issue, Zanna and Rempel's (1988) tripartite model of attitude formation was used.
