A History Of Revenue Forecasts, Mark Rider

Feenberg et al. (1989) apply a simple regression-based method to test the rationality of state revenue forecasts. Using the same regression-based methodology, we test the rationality of federal revenue forecasts for fiscal year 1802 through 2001. We find that Treasury forecasts of federal revenues satisfy the conditions of weak rationality.

Over the last ten years geographic information systems (GIS) have drawn increasing attention from the library community. In Virginia the way has been led by the University of Virginia and Virginia Tech library systems, both members of the Association of Research Libraries' GIS Literacy Project (http://www.arl.org/info/gis/index.html) begun in 1992. Many of the Commonwealth's other college and university libraries are now offering GIS services at varying levels of complexity. As library interest in GIS grows, the time seems right for a roundup of resources available from higher education and public sector organizations across the Commonwealth.

The Oxford Dictionary and Thesaurus defines osmosis both as "any process by which something is acquired by absorption," and as a biological cellular function by which solvents are absorbed through semipermeable partitions. The two articles by Professor Sylvia Lazos and Donna Maeda, which both deal with the causes and effects of labor migration, though on different levels and involving different populations, challenge traditional notions of the physical and metaphysical borders between nation-states.

Many of the existing metadata standards use content metadata elements that are coarse-grained representations of learning resources. These metadata standards limit users ’ access to learning objects that may be at the component level. The authors discuss the need for component level access to learning resources and provide a conceptual framework of the knowledge representation of learning objects that would enable such access.

The Center for Natural Language Processing (CNLP) was founded in September 1999 in the School of Information Studies, the “Original Information School”, at Syracuse University. CNLP’s mission is to advance the development of human-like, language understanding software capabilities for government, commercial, and consumer applications. The Center conducts both basic and applied research, building on its recognized capabilities in Natural Language Processing. The Center’s seventeen employees are a mix of doctoral students in information science or computer engineering, software engineers, linguistic analysts, and research engineers.

Question Answering: Cnlp At The Trec-2002 Question Answering Track, Anne R. Diekema, Jiangping Chen, Nancy Mccracken, Necati Ercan Ozgencil, Mary D. Taffet

This paper describes the retrieval experiments for the main task and list task of the TREC-2002 question-answering track. The question answering system described automatically finds answers to questions in a large document collection. The system uses a two-stage retrieval approach to answer finding based on matching of named entities, linguistic patterns, keywords, and the use of a new inference module. In answering a question, the system carries out a detailed query analysis that produces a logical query representation, an indication of the question focus, and answer clue words.

The Acquisition Of Learning Strategies In The General Classroom, Kelly B.T. Chang

Selfregulated learning strategies were taught in introductory psychology courses. Students who used the strategies frequently (N=9) and who did not use them (N=10) were interviewed about factors that influenced their use of strategies. Two models were developed: a) a model of contextual and motivational factors influencing study habits, and b) a model of the decision process for acquiring learning strategies. Salient factors influencing study efforts and use of strategies included implicit theories of intelligence, goals in college, interest in class, and valuing practice.

Employers and unions in several states during the 1990s were allowed to "carve out" their own workers' compensation systems. These innovative reforms gave the parties the right to collectively bargain their own systems outside the statutory systems. In addition, alternative dispute resolution (ADR) systems were implemented in order speed the legal process and reduce litigation costs. This book offers an evaluation of the first few years' experience with these organizational reforms in California.

Thousands of U.S. students travel to other countries each year to participate in study programs offered either by their home or the target country institutions. This study explores the effects that these study abroad experiences have on decisions that returning students make with regard to their future educational goals, career choices, and further foreign travel.

Using the alumni database of Cultural Experiences Abroad, a student travel organization, data were gathered from 185 primarily undergraduate students who spent from two weeks to one year as participants in a study abroad program. The students were from various geographic locations in the United …

Testing The Promise Of The Churches: Income Inequality In The Opportunity To Learn Civic Skills In Christian Congregations, Philip Schwadel

Political researchers point to church activities as a major avenue for lower-class individuals to learn the civic skills necessary for many forms of political participation, the skills that higher-status individuals learn through education and occupation. This article tests this theory through multilevel analyses of the effects of both individual income and average congregational income on three measures of participation in church activities and organizations that offer participants the opportunity to learn and exercise civic skills. The Jessie C. Eury Library of Lincoln Christian College and Seminary (Lincoln, IL) is proud of the "Hymnals of the Stone-Campbell Movement: Enos E. Dowling Hymnal Collection" on its website at www.lccs.edu/library/hymnals.

This online collection of more than 9,000 hymns from rare 19th century hymnals features works by Alexander Campbell, J.T. Johnson, Walter Scott, and Illinois residents such as Barton W. Stone, Silas W. Leonard, and the Fillmore Brothers. These hymnals were selected from some 2,000 gathered by Mr. Dowling, former academic dean at Lincoln Christian Seminary, throughout his lifetime, including nearly 200 affiliated with the Restoration Movement that arose …
