The Perils Of Voice And The Desire For Stealth Democracy, Elizabeth Theiss-Morse Jan 2002

The Perils Of Voice And The Desire For Stealth Democracy, Elizabeth Theiss-Morse

Maine Policy Review

This article is an address given at the May 2002 Maine Town Meeting sponsored by the Margaret Chase Smith Library in Skowhegan. Elizabeth Theiss-Morse takes issue with each of the alleged beneficial effects of increased participation and deliberation in politics. She presents evidence from her own research with colleague John Hibbing that suggests a more participatory democracy does not necessarily result in better decisions, a better political system or better people. Rather, most Americans would prefer not to have to participate in politics at all. Theiss-Morse explains where this view comes from and, in the end, argues for a civic …

The Project Of Democracy, Alexander Keyssar Jan 2002

The Project Of Democracy, Alexander Keyssar

Maine Policy Review

This article is an address given at the May 2002 Maine Town Meeting sponsored by the Margaret Chase Smith Library in Skowhegan. Alexander Keyssar chronicles the advances and contractions of democratic political rights in American history. While on balance, this is a story of progress, it is not, Keyssar argues, unilinear, nor one that is completed. Although arguably late for the world’s “greatest democracy,” by the 1970s the United States had achieved universal suffrage. Today, however, the tug between democratic and anti-democratic forces continues. The contest is no longer over voting rights but over the procedures and rules governing elections …

Teenage Births In Maine: Positive Trends But More To Be Done, Leslie King, Stephen Marks Jan 2002

Teenage Births In Maine: Positive Trends But More To Be Done, Leslie King, Stephen Marks

Maine Policy Review

Teen birth rates in Maine have fallen by 34 percent over the past decade, the fourth highest decline in the nation. However, as King and Marks point out, a low birthrate of 29.8 percent in 1999 still exceeds the teenage birthrate in most other industrialized countries in the world by a substantial margin. Moreover, when the authors compared Maine’s predominantly white population with non-Hispanic whites in other states, Maine’s success is not as remarkable. Indeed, the teenage birthrate of Maine’s non-Hispanic white population is higher than every other state in the Northeast corridor with the exception of Delaware. All of …

Why More Is Required To Address Maine’S Childhood Lead-Poisoning Problem, David Littell Jan 2002

Why More Is Required To Address Maine’S Childhood Lead-Poisoning Problem, David Littell

Maine Policy Review

Although largely hidden from the public eye, childhood lead poisoning has been identified as one of Maine’s leading environmental health problems. Recent data show not only that lead-poisoning levels are unacceptably high among Maine’s children, but also that screening rates are lower than recommended by national health organizations and lower than in other New England states. David Littell discusses why childhood lead poisoning is such a problem in Maine and what can be done to remedy the situation, providing a thorough examination of how children are exposed to lead and the magnitude of the problem. He reviews the state’s existing …

Snowmobiling In Maine: Past Successes, Future Challenges, David Vail Jan 2002

Snowmobiling In Maine: Past Successes, Future Challenges, David Vail

Maine Policy Review

With one snowmobile registration for every 15 residents, Maine may well have the most snowmobiles per capita of any U.S. state. Moreover, the state’s 12,000-mile network of groomed trails and its 2,500-mile Interconnected Trail System make it a major winter tourist attraction. Still, as David Vail points out—and as the number of snowmobile-related deaths confirms—such progress has not come without costs and conflict. Although Vail argues the benefits outweigh the costs, he suggests Maine should act now to alleviate the conflicts related to congestion, over use of the state’s major trails, noise and air pollution, and free riding by non-dues-paying …

Continuity In Dynamic Coalition Operations, Holly A. H. Handley, Larry K. Wentz, Alexander H. Levis Jan 2002

Continuity In Dynamic Coalition Operations, Holly A. H. Handley, Larry K. Wentz, Alexander H. Levis

Engineering Management & Systems Engineering Faculty Publications

The combination of participating organizations in a coalition operation often changes over time; the coalition is dynamic and evolves over the course of its mission. A given organization may participate in the coalition only at the stage where its expertise or resources are most needed, while other organizations may participate through the entire course of the operation. As these are independent organizations coming together for a limited time to meet a specific goal, the structure of the coalition must be able to accommodate the different command arrangements, procedures, and other characteristics of each organization. In order to develop a theory …

A Task Process Pre-Experimental Model, Holly A. H. Handley, Alexander H. Lewis

Engineering Management & Systems Engineering Faculty Publications

The Adaptive Architectures for Command and Control (A2C2) program is a multidisciplinary program that employs a scientific basis for designing and analyzing adaptive and reconfigurable organizational structures at the Joint Task Force level. As part of its unique model-driven experimentation method, a pre-experimental model is created to support the formulation of hypotheses, the determination of key variables and parameter values, and the prediction of organizational performance. The pre-experimental model is used to explore the parameters of the experimental design in order to determine the appropriate region to conduct officer-in-the-loop experiments at the Naval Postgraduate School. A pre-experimental model based on …

Gerontology Institute Publications

The purpose of this report is to compare information on grandparent caregivers in the United States among members of five different racial and ethnic groups. Many grandparents are responsible for grandchildren who live with them in the same household. The 1996 Welfare Reform Act mandates that statistics be collected on grandparents who serve as caregivers to a grandchild. In response to this requirement, questions were developed for the 2000 Census of Population asking each adult about care for grandchildren living in the same household.2 Data from the 2000 Census 5% Public Use Microdata Sample are used in our calculations. Rural Whiteness, Realizing Race: White Race Identity In Rural Northwestern Pennsylvania: A Critical Review, Gloria Adams Jan 2002

Rural Whiteness, Realizing Race: White Race Identity In Rural Northwestern Pennsylvania: A Critical Review, Gloria Adams

Honors Papers

In studying race, specifically whiteness, in northwestern Pennsylvania, I am speaking of my own experiences and my own identity. In searching for the truth behind race issues and white identity in this place, I must implicate myself in perpetuating racist attitudes and social structures, if not only for my own ignorance of diverse cultures. Like all whites I cannot escape my white skin and the privileges I receive because of it, but I can question that privilege, in an effort to understand my position and enact anti-racist change. This ethnography of whiteness in northwestern PA is as much about myself …

Perspectives On Black - White Interracial Relationships In The South, Celeste Andria Wheat

Legacy ETDs

By analyzing 12 in-depth interviews with individuals who live in the South Georgia area and who are involved in Black-White interracial relationships, I explain how respondents perceive the appearance of their relationships and how they think others react to their relationships. I also address how the intersection of race and gender affects the interviewees' experiences with family, friends, and strangers. This analysis contributes to current debates about interracial romance by describing how interracial couples experience dating in the South and how race and gender intersects to shape those experiences.

The Perils Of Queering The Curriculum, David William Foster Jan 2002

The Perils Of Queering The Curriculum, David William Foster

Center for LGBTQ Studies (CLAGS)

A student came into my office the other day who provided a direct challenge to my efforts to queer the curriculum. Let me say first that, although I respect the value of teaching courses on topics that are presented as queer-marked — indeed, I teach graduate courses in English on Queer Theory and Queer Filmmaking - my ideological preference in the courses I teach in both Spanish and Portuguese is to engage in queer readings across the canon, toward demonstrating that 1) sexual/gender identity is problematic in all texts, and any facile or obvious attribution is likely to be the …

Stirring The Soul: The Influence Of Prayer On Mind And Body, E. James Baesler Jan 2002

Stirring The Soul: The Influence Of Prayer On Mind And Body, E. James Baesler

Communication & Theatre Arts Faculty Publications

From the Introduction:

Individuals within and outside of the field of communication sometimes ask me what I do for a living. When I respond, “I do prayer research,” nearly everyone looks rather puzzled. After I explain that prayer is a type of spiritual communication, then most individuals immediately see the connection between communication and prayer. However, many communication scholars are not convinced that prayer is a communication-related phenomenon amenable to social scientific inquiry. Yet I believe that prayer is indeed worthy of further investigation.
