Our critical national infrastructure systems have become almost universally dependent upon computer-based control systems technically referred to as supervisory control and data acquisition (SCADA) systems. SCADA systems evolved from the telemetry and event-alarm systems developed in the early days of utilities. With the widespread use of SCADA systems, computers have become the "basis element" for much of our critical infrastructure. Thus, the disruption of controlling computer terminals and networks due to natural disasters, electric power failure, accidents or malicious activity can have catastrophic consequences.

Disability, Reciprocity, And 'Real Efficiency': A Unified Approach, Amy L. Wax

The Americans with Disabilities Act (ADA) requires private employers to offer reasonable accommodation to disabled persons capable of performing the core elements of a job. Some economists have attacked the statute as ill-advised and inefficient. In examining the efficiency of the ADA, this article analyzes its cost-effectiveness against the following social and legal background conditions: First, society will honor a minimum commitment to provide basic support to persons - including the medically disabled - who, through no fault of their own, cannot earn enough to maintain a minimally decent standard of living. A proposal by two Maine Indian tribes to build a $650 million casino in the southern part of the state has generated a lot of controversy. Casino advocates say gaming monies will enable the tribes to become self-sufficient while also boosting state revenues. Opponents, on the other hand, say such a facility would lead to increased crime in the area, take employees away from area businesses, and cost the state millions to treat people with gambling addiction problems. Greater inclusion of individuals with disabilities into mainstream society is an important goal for society. One of the best ways to include individuals is to actively promote and encourage their participation in the labor force. Of all disabilities, it is feasible to assume that individual with spinal cord injuries can be among the most easily mainstreamed into the labor force. However, less that fifty percent of individuals with spinal cord injuries work.
This study focuses on how disability benefit programs, such as Social Security Disability Insurance, and Worker's Compensation, the Americans with Disabilities Act and rehabilitation programs affect employment decisions. …

At some time between 05:50 and 05:55 whilst travelling south, the rear right wheel of the 110 detonated an AT mine. The vehicle was thrown forward and through an arc of 180° coming to rest facing approximately north 5 metres from the point of impact. The driver [Victim no.1] exited the vehicle by the drivers side door. [Victim no.2] exited through the windscreen area (the entire window and rubber surround having been blown out).

The incident occurred after the rear right wheel of the [Demining group] Land Rover 110 travelled over the top of an anti-tank mine, possibly a Belgian PRB-M3 minimum metal anti-tank mine buried at depth of less than 10cm, causing it to detonate. The mine had been missed by two mine detection dogs who had previously searched the lane in both directions.
