A recent survey conducted in a sample of 83 countries by the Inter-Parliamentary Union in collaboration with the World Bank Institute on the “Relations between the Legislature and the Executive in the Context of Parliamentary Oversight” allows cross-national comparison for the role of legislatures in the budgetary process. One of the survey’s most significant indications is that legislatures in presidential systems are generally more involved in the preparation of the budget than legislatures in either parliamentary or semi-presidential systems. Multivariate Stochastic Volatility Models: Bayesian Estimation And Model Comparison, Jun Yu, Renate Meyer

In this paper we show that fully likelihood-based estimation and comparison of multivariate stochastic volatility (SV) models can be easily performed via a freely available Bayesian software called WinBUGS. Moreover, we introduce to the literature several new specifications which are natural extensions to certain existing models, one of which allows for time varying correlation coefficients. Ideas are illustrated by fitting, to a bivariate time series data of weekly exchange rates, nine multivariate SV models, including the specifications with Granger causality in volatility, time varying correlations, heavy-tailed error distributions, additive factor structure, and multiplicative factor structure. Asymmetric Response Of Volatility: Evidence From Stochastic Volatility Models And Realized Volatility, Jun Yu

This paper examines the asymmetric response of equity volatility to return shocks. We generalize the news impact function (NIF), originally introduced by Engle and Ng (1993) to study asymmetric volatility under the ARCH-type models, to be applicable to both stochastic volatility (SV) and ARCH-type models. Based on the generalized concept, we provide a unified framework to examine asymmetric properties of volatility. A new asymmetric volatility model, which nests both ARCH and SV models and at the same time allows for a more flexible NIF, is proposed. On 15 November 2004, Guy Greene donated an abstract of title prepared by St. Petersburg’s West Coast Title Company. The contents include typewritten copies of deeds, contracts, mortgages, liens, judgments, and other such items compiled from the public records of the Clerk of the Circuit Court in Pinellas and Hillsborough counties through 12 July 1957. (Prior to 1912, Pinellas was part of Hillsborough County.) Early records include real estate agreements transferring land from the State of Florida to Hamilton Disston, a Philadelphia capitalist who acquired four million acres of Florida land in the early 1880s for $1,000,000. In September 2003, Gabriel Cazares—former mayor of Clearwater and member of the Pinellas County commission—donated personal archives related to his service as a member of the Florida State Commission on Hispanic Affairs and his general leadership on Hispanic issues. A native of Alpine, Texas, Gabriel Cazares was born on 31 January 1920. He enlisted in the California National Guard in 1938, and entered the United States Army Air Corps in 1941. This study compares participation in deviant subsistence strategies, street victimization, and lifetime prevalence of five mental disorders (conduct disorder, major depressive disorder, post-traumatic stress disorder, alcohol abuse, and drug abuse) among heterosexual males and females (n = 366) and gay, lesbian, and bisexual (n = 63) homeless and runaway adolescents from the first wave of a longitudinal study of homeless youth in four Midwestern states. The results indicate that gay, lesbian, and bi¬sexual adolescents were more likely to have been physically and sexually abused by caretakers, were more likely to engage in risky survival strategies when on their own (including …

Most older people, despite functional impairments, plan to stay in their homes and/or communities as long as possible. According to an AARP survey, 82% of adults 65+ reported that they believe that they are “very likely” or “somewhat likely” to stay in their current homes or apartments for the rest of their lives. With increasing age, housing and community characteristics and services gain importance in meeting the challenges of “aging in place.” Staying in their homes maximizes elder’s independence, sustains their social connections, and reaffirms their identity and value.

Shift work is becoming increasingly prevalent in our society, with 17% of the full-time work force and 36% of the part-time work force working non-standard shifts (Beers, 2000). The goal of this study was to explore the relationships between several shift work variables and retention of employees working in a retail organization that is open 24-hours a day. Results indicated no significant differences between workers in fixed versus mixed shift schedules on job satisfaction or role stress. Contrary to my hypothesis, mixed shift workers reported higher levels of commitment and remained with the organization longer than fixed shift workers. As …

College students with disabilities enter with less work experience and have a harder time finding jobs than their nondisabled peers. Experiential education-- mentoring, internships, job shadowing, and so on-- can create a bridge to graduation and employment. However, that requires college professionals to consider access issues for all students. A new Institute Brief provides basic disability awareness information, suggests ways to create welcoming career offices, and offers ideas to increase access to experiential education.

Does Privatization Raise Productivity? Evidence From Comprehensive Panel Data On Manufacturing Firms In Hungary, Romania, Russia, And Ukraine, J. David Brown, John S. Earle, Álmos Telegdy

We analyze the impact of privatization on multifactor productivity (MFP) using long panel data for nearly the universe of initially state-owned manufacturing firms in four economies. Controlling for firm and industry-year fixed effects and employing a wide variety of measurement approaches, we estimate that majority privatization raises MFP about 28 percent in Romania, 22 percent in Hungary, and 3 percent in Ukraine, with some variation across specifications, while in Russia it lowers it about 4 percent. Privatization to foreign rather than domestic investors has a larger impact (about 44 percent) and is much more consistent across countries. The positive effects …

Despite constituting a significant area of everyday experience, emotions have rarely been the focus of detailed investigation within cultural studies. This paper makes a case for viewing emotions as social/cultural/political, as well as individual, phenomena and reviews the contributions of cultural theorists to analyses of emotions. To this end, it critically examines Raymond Williams' concept ‘structure of feeling’, which reintroduces the subjective into the social, and Larry Grossberg's concept ‘economy of affect’, which seeks to explain how, through affective investments, ideologies are internalized and naturalized. The scientific foundation in firearm and tool mark identification is that each firearm/tool produces a signature of identification (striation/impression) that is unique to that firearm/tool, and through examining the individual striation/impressions; the signature can be positively identified to the firearm/tool that produced it. There is no set number of matching striations that are needed for concluding an identification. The inability to identify fired bullets to individual Glock pistols resulted in an in-depth study of Glock's polygonal rifled barrels, which resulted in the manufacturing of the Miami/EBIS Gun Barrel. In 1992, Reed and Jensen [Intelligence 16 (1992) 259–272] reported a positive correlation (.26; p=.002; .37 after correcting for restricted intelligence range) between a brain nerve conduction velocity (NCV) and intelligence level in 147 normal male students. In the first follow-up of their study, we report on a study using similar NCV methodologies, but testing both male and female students and using more extensive measures of cognitive abilities. One-hundred eighty-six males and 201 females, aged 18–25 years, were tested in three different NCV conditions and with nine cognitive tests, including Raven Progressive Matrices as used by Reed and Jensen. This study examined the validity of the perfectionism and need for approval scales of the Dysfunctional Attitude Scale (DAS; Weissman & Beck, 1978) by locating these measures within a comprehensive framework of personality, provided by the revised NEO Personality Inventory (NEO-PI-R; Costa & McCrae, 1992), in a clinical sample (N ¼ 132). The results indicated that: (1) DAS perfectionism reflects the self-critical aspects of the broader perfectionism construct rather than the active achievement striving aspects; (2) DAS need for approval generally lacks an association with positive interpersonal traits and shares much in common with DAS perfectionism; and (3) with shared …

In this study, the authors examined time-varying associations between schizotypal (STPD), borderline (BPD), avoidant (AVPD), or obsessive-compulsive (OCPD) personality disorders and co-occurring Axis I disorders in 544 adult participants from the Collaborative Longitudinal Personality Disorders Study. The authors tested predictions of specific longitudinal associations derived from a model of crosscutting psychobiological dimensions (L. J. Siever & K. L. Davis, 1991) with participants with the relevant Axis I disorders. The authors assessed participants at baseline and at 6-, 12-, and 24-month follow-up evaluations. BPD showed significant longitudinal associations with major depressive disorder and posttraumatic stress disorder. AVPD was significantly associated with …
