The roles of central information technology and library organizations are being transformed by demands that new campus services be delivered more effectively and efficiently. Both organizations have reasons for paranoia and reasons for optimism as they look into the future. Properly conceived, library-IT partnerships can reduce threats and increase opportunities.

This article was prepared as part of a recent symposium celebrating the Ninetieth Anniversary of the founding of the Federal Trade Commission. In addition, fall 2004 marks the Thirtieth Anniversary of a pivotal moment in the establishment of the modern advocacy program at the FTC, Chairman Lewis Engman’s speech on the economic burden that inefficient transportation regulation policies were imposing on the American economy. Event-Related Potential Evidence For Multiple Causes Of The Revelation Effect, P. Andrew Leynes, Joshua Landau, Jessica Walker, Richard J. Addante

Psychology Faculty Publications

Asking people to discover the identity of a recognition test probe immediately before making a recognition judgment increases the probability of an old judgment. To inform theories of this “revelation effect,” event-related potentials (ERPs) were recorded for revealed and intact test items across two experiments. In Experiment 1, we used a revelation effect paradigm where half of the test probes were presented as anagrams (i.e., a related task) and the other items were presented intact. The pattern of ERP results from this experiment suggested that revealing an item decreases initial familiarity levels and caused the revealed items to elicit similar …

Assessment Of Biofuels In California And Potential For Future Utilization, Douglas Williams, James J. Ahern, Keith Ochwat

This study analyzed the potential energy resources contained in the biomass residues from the leading crops and livestock in California. As compared with an earlier similar study by Knutson and Miller (1982), where a total of 24 million tons of biomass was reported having an energy value of 336,000 billion Btu’s, this current study showed a total of over 18 million tons (excluding 7.2 million tons of lumber mill and forest slash residues), which translates to almost 13 million tons of dry matter. The energy value of this biomass is 189,000 billion Btu’s, about 56 % of the 1982 value. …

Does The Tax Law Discriminate Against The Majority Of American Children: The Downside Of Our Progressive Rate Structure And Unbalanced Incentives For Higher Education?, Lester B. Snyder

University of San Diego Law and Economics Research Paper Series

Our graduate income tax structure provides an incentive to shift income to lower-bracket family members. However, some parents have much more latitude to shift income to their children than do others. Income derived from services and private business-by far the majority of American income-is less favored than income derived from publicly traded securities. The rationale given for this discrimination is that parents in services or private business, as opposed to those in securities, do not actually part with control of their property. I certainly don't want to belittle the significance of what happened in the American League Championship Series this past ten days, but I would like to cast some doubt on the universal praise gushing through the baseball media emanating as it does from the Northeast. Certainly one cannot doubt that the achievement of the Boston Red Sox in coming back from a 0-3 deficit to win the series is factually the greatest comeback in post-season baseball history. Rents, Dissipation, And Lost Treasures With N Parties, Giuseppe Dari-Mattiacci, Eric Langlais, Francesco Parisi

George Mason University School of Law Working Papers Series

The rent-seeking literature is unanimous on the fact that, in a rent-seeking context, the rent dissipation increases with the number of potential participants. In this paper we analyze the participants' choice to enter the game and their levels of efforts. We show that the usual claim - that the total dissipation approaches the entire value of the rent - applies only when participants are relatively weak. In the presence of strong competitors, the total dissipation actually decreases, since participation in the game is less frequent. We also consider the impact of competitors' exit option, distinguishing between redistributive rent-seeking and productive …
