This paper will examine the Constitutional issues raised by the influx of state anti-outsourcing legislation using a recently enacted New Jersey statute. The New Jersey statute is very similar to, and contains many of the same features as, many other bills introduced in legislatures across the nation. Moreover, the political impetus for the introduction and enactment of the legislation reflects the struggle over the outsourcing issue that is occurring in communities nationwide.

This comment will analyze the need to amend and revise the current global pharmaceutical patent system under TRIPS to take into account the needs of developing countries and overall public health. This comment will emphasize that the current international trade rules, which although administered by the WTO, are dictated by developed country governments and powerful pharmaceutical companies, and therefore, without reform will further diminish the access of poor people in developing countries to vital medicines. Accuracy Assessment Of Land Cover Maps Derived From Multiple Data Sources, Daniel Unger, Hillary Tribby, Hans Michael Williams, I-Kuai Hung

Maximum Likelihood (ML) and Artificial Neural Network (ANN) supervised classification methods were used to demarcate land cover types within IKONOS and Landsat ETM+ imagery. Three additional data sources were integrated into the classification process: Canopy Height Model (CHM), Digital Terrain Model (DTM) and Thermal data. Both the CHM and DTM were derived from multiple return small footprint LIDAR. Forty maps were created and assessed for overall map accuracy, user's accuracy, producer's accuracy, kappa statistic and Z statistic using classification schemes from U.S.G.S. 1976 levels 1 and 2 and T.G.l.C. 1999 levels 2 and 4. The Distribution Of Research Performance Across Australian Universities, 1992-2003, And Its Implications For Higher Education Funding Models, Simon Ville, A. Valadkhani, M. O'Brien

We contribute to the debate on research performance by comparing the distribution of research inputs and outputs across Australian universities during 1992-2003. We have calculated annual Gini coefficients for various performance measures and Lorenz curves for the final year of the study. Various findings are evident. Research-input measures have remained relatively unevenly distributed across universities. Output measures were more evenly distributed and this exhibited a gradual and rather consistent decline through time, supporting the view that the research output is being generated gradually more equally across Australia’s universities. The critical review undertaken in this paper pinpoints some of the major deficiencies and the strength of the earlier macroeconometric models (MEMs) constructed for Iran as a major oil exporting country. In constructing a new MEM, the flaws of past MEMs should be rectified and their strengths need to be retained. Most of the equations in these models are directly and indirectly affected by oil and gas exports and/or value added in the oil sector. This paper employs annual time series data (1960-2003) and the ZA (Zivot and Andrews, 1992) and the LP (Lumsdaine and Papell, 1997) approaches to determine endogenously the more likely time of major structural breaks in various macroeconomic variables of the Iranian economy. We have considered the presence of one and two unknown structural breaks in the data. The results obtained from these two approaches are consistent in that the time of one structural break in eight out of the ten variables examined in the paper is the same. A Cross-Country Analysis Of Export Prices In Oecd Countries, Abbas Valadkhani, A. P. Layton

As is the case with most small open economies, changes in Australia’s export prices are an important source of national macroeconomic disturbance largely out of its control given its choice of export bundle. This paper distinguishes the extent to which export price variation consists of global versus country-specific changes for the set of 14 OECD countries investigated. We find that sharp changes in global export prices are evidently becoming more important for many of the countries in the OECD sample over the last 25 years as compared with the previous 25 year period. Prior studies have shown that the information and cultural product flow is dominantly one direction from large/wealthy markets to smaller markets. Extending this position through the underlying research, it is expected that the audiences in the United States, one of the largest cultural product exporters, may have shaped certain perceptions on the scarcity of Korean films in their domestic film market. By studying the users in an internet film discussion community, this research aims to provide useful ideas about how American audiences perceive Korean films. Regulatory Reform: The New Lochnerism?, David M. Driesen

This article explores the question of whether contemporary regulatory reformers’ attitudes toward government regulation have anything in common with those of the Lochner-era Court. It finds that both groups tend to favor value neutral law guided by cost-benefit analysis over legislative value choices. Their skepticism toward redistributive legislation reflects shared beliefs that regulation often proves counterproductive in terms of its own objectives, fails demanding tests for rationality, and violates the natural order. This parallelism raises fresh questions about claims of neutrality and heightened rationality that serve as important justifications modern regulatory reform.

This paper build on the history as well as the current legal framework of tax assignment and revenue-sharing in Nigeria to identify the challenges while also drawing from the theoretical framework for policy options which will provide for a stable federal system in Nigeria. The paper recommended among others the strengthening of states internal revenue bases, adjustments on the vertical and horizontal revenue-sharing formula, effective compliance with the allocation of the mandatory 10% of states internally generated revenue. The attainment of the European Monetary Union (EMU) under the auspices of the European Union (EU) was a product of effective planning and sequencing of programmes. This brief is the second in the Youth Helping America Series, a series of reports based on data from the Youth Volunteering and Civic Engagement Survey, a national survey of 3,178 American youth between the ages of 12 and 18 that was conducted by the Corporation for National and Community Service in 2005 in collaboration with the U.S. Census Bureau and the nonprofit coalition Independent Sector.

Leisure Time In Japan: How Much And For Whom?, Scott M. Fuess Jr.

Japan is famous for long working hours. For decades the Japanese government has tried to influence how people spend their free time. In 5-yearly surveys since 1986, the government has surveyed “quality of life” by gauging how much time people spend daily in various “noneconomic” activities. Using results from the 1986, 1991, 1996, and 2001 surveys, this study determines whether time spent daily on leisure activities has actually changed. Controlling for labor market forces, in recent years Japanese adults have not experienced more leisure time overall. They have increased time spent, one hour per week, in media-oriented leisure; this increase, …
