The 2001 European Commission proposal for the Registration, Evaluation and Authorisation of Chemicals (REACH) aims to improve public and environmental health by assessing the toxicity of, and restricting exposure to, potentially toxic chemicals. The greatest benefits are expected to accrue from decreased cancer incidences. Hence the accurate identification of chemical carcinogens must be a top priority for the REACH system. Due to a paucity of human clinical data, the identification of potential human carcinogens has conventionally relied on animal tests. The Mineta Transportation Institute brought together experts in surface transportation and students from elementary, middle, and high schools to discuss sustainable transportation topics on March 28, 2006. The goal was to introduce the students to transportation-related careers and to inspire them to pursue the academic curricula that would lead to success in those careers. Students from California, Maryland, Virginia, and Washington, D.C., participated in a videoconference, during which they heard a keynote statement from the U.S. Secretary of Transportation Norman Y. Every day, over 800,000 hazmat transactions take place across the United States. This segment of transportation is expected to grow at a modest two percent a year for the foreseeable future but differences of regulations between the state and Federal level have been a growing concern for both the government and members of the hazmat industry. A patchwork of often inconsistent permits, registration requirements, and hazmat organizational structures at the state level often create barriers to the efficient means of commerce for hazmat carriers and shippers. Australia and New Zealand are currently reviewing the regulations governing nutrition function, health and related claims on foods. Health claims currently are not permitted on food labels, with one exception. The aim of this study was to describe the use of such claims on packaged food for sale in Australia (excluding nutrient content claims) prior to any changes to the regulations, and measure compliance with existing regulations. A survey was conducted of the labelling of 7850 products (including multiple pack sizes of individual foods) in 47 different food categories on sale in New South Wales in 2003. A total of …

The Cambodia Mine/UXO Victim Information System (CMVIS) is the leading mine/unexploded ordnance (UXO) casualty collection system in the world. The data is obtained through an elaborate chain of operations that begins with an expansive volunteer network at the community level and ends with the dissemination of the data to the end-users.

The Earned Income Tax Credit: A Study Of Eligible Participants Vs. Non-Participants, Richard K. Caputo

Using data from the National Longitudinal Survey of Youth, this study (N = 1,504) showed that about half the EITC eligible tax filers in 2001 did not file EITC tax returns and that differences between EITC tax filers and non-EITC tax filers varied by birth place, Food Stamp program participation, marital status, race, residence, sex, socioeconomic history, and worker classification. Findings suggested that the EITC is well targeted in the sense that economically marginalized groups are likely to participate and that increased outreach efforts are also needed to ensure greater participation among tax filers eligible for the EITC but who …

Financial Knowledge Of The Low-Income Population: Effects Of A Financial Education Program, Min Zhan, Steven G. Anderson, Jeff Scott

The Journal of Sociology & Social Welfare

This study examines the effects of one large financial management training program for low-income people. The data are from tests of pre- and posttraining financial knowledge of 163 participants. The test was designed to measure basic knowledge of participants in five content areas: predatory lending practices, public and work-related benefits, banking practices, savings and investing strategies, and credit use and interest rates.

The findings demonstrate that substantial pre-training knowledge deficiencies existed on basic financial management issues, especially on public and work-related benefits and savings and investing. Results also indicate that the program was effective in improving the financial knowledge of …

The Severely-Distressed African American Family In The Crack Era: Empowerment Is Not Enough, Eloise Dunlap, Andrew Golub, Bruce D. Johnson

Numerous African American families have struggled for generations with persistent poverty, especially in the inner city. These conditions were further strained during the 1980s and 1990s by the widespread use of crack cocaine. For many, crack use became an obsession, dominated their lives, and superseded family responsibilities. This behavior placed additional pressure on already stressed kin support networks. This paper explores the processes prevailing in two households during this period. In the 2000s, children born to members of the Crack Generation are avoiding use of crack but face major deficits from their difficult childhoods. This presents both challenges and opportunities. …

From "Poor" To "Not Poor": Improved Understandings And The Advantage Of The Qualitative Approach, Eleanor Wint, Christine Frank

The Journal of Sociology & Social Welfare

Re-analysis of qualitative data generated in six Country Poverty Assessments in the Caribbean, suggests that traditional ways of seeing the poor might well lead to unfair categorisation of a people who are unwilling to be seen as living in poverty. Use of qualitative data software was able to bring out new understandings of the conceptual difference between being poor and living in poverty. Wint and Frank suggest that this is a distinction which those responsible for designing and implementing poverty intervention strategies would be wise to bear in mind as it would allow for creative and timely use of community-based …

Incidence Of Four-Generation Family Lineages: Is Timing Of Fertility Or Mortality A Better Explanation?, Sarah H. Matthews, Rongjun Sun

Objectives. This article estimates the percentage of lineages that include four or more generations for a sample of the U.S. population and explores how social status and race are related to lineage depth.

Methods. We assembled data from Waves 1 and 2 of the National Survey of Families and Households in order to estimate the proportion of adults in four or more generations for the Wave 2 sample (1992-1994). When necessary, we used various decision rules to overcome an absence of information about specific generations. We examine relationships between lineage depth and sociodemographic variables by using logistic regressions.

Subjective And Objective Measures Of Governmental Regulations In Oecd Nations, G. Nicoletti, Frederic L. Pryor

Since government regulations may have an important impact on the macroeconomic performance of market economies, it is necessary to devise quantitative indicators of the regulatory regime, which raises some difficult methodological issues. After reviewing some of these problems, we compare the results of several recent quantitative studies of regulation in OECD nations, some based on an extensive review and quantification of laws and regulations, others based on observational data of those familiar with these regulations. Despite their very different methodologies and coverage of particular types of governmental regulation, the results of the three studies are significantly correlated, which suggests that …
