Using Choice Question Formats To Determine Compensable Values: The Case Of A Landfill Sitting Process, Arthur J. Caplan, Therese Grijalva, Douglas Jackson-Smith

Siting noxious facilities, such as community landfills, is a challenging problem for local planners who recognize the importance of economic efficiency and equity, political acceptance, and meeting federal regulatory standards. Meeting these criteria requires technical and socio-economic analyses in conjunction with public input. Planners may also recognize that political acceptance requires compensation for the host community, either in the form of monetary or in-kind transfers. Following Breffle and Rowe (2002), we use a “resource-toresource” paired-comparison survey method to estimate compensatory values associated with an in-county landfill for both the host and non-host communities. A Bayesian Examination Of Information And Uncertainty In Contingent Valuation, David M. Aadland, Arthur J. Caplan, Owen R. Phillips

A theoretical framework is presented to explain how agents respond to information under uncertainty in contingent valuation surveys. Agents are provided with information signals and referendum prices as part of the elicitation process. Agents use Bayesian updating to revise prior distributions. An information prompt is presented to reduce hypothetical bias. However, we show the interaction between anchoring and the information prompt creates a systematic bias in willingness to pay. We test our hypotheses in an experimental setting where agents are asked to make a hypothetical, voluntary contribution to a public good. Experimental results are consistent with the model.

Purpose

– This article confronts the contradictory ideas surrounding diversity and the inconsistent efforts at embracing it. It aims to explore the reasons why marketing, recruitment, and philanthropic efforts differ for various groups, particularly African Americans, Hispanics, Asian Americans and Native Americans.

Design/methodology/approach

– This article examines data from published research, personal interviews, and government statistics to have a clearer picture of the myths and facts surrounding each group.

Findings

– Some groups can be reached more efficiently by marketers than others. Some groups are more likely to receive support motivated by affirmative action efforts than others, particularly those that …

The Effects Of Librarians' Behavioral Performance On User Satisfaction In Chat Reference Services, Nahyun Kwon, Vicki Gregory

The purpose of this study was to determine the effective behaviors of reference librarians during the chat reference interview, with particular emphasis given to whether the service users would feel more satisfied when librarians adopt the behaviors recommended in the revised “RUSA Guidelines for Behavioral Performance of Reference and Information Services Providers.” The data analyzed for this study consisted of 422 chat reference transaction transcripts and corresponding user surveys obtained from a public library system that participated in a nationwide chat reference consortium. The author relates his decision to establish an Ask a Librarian social networking group for students at Valdosta State University in Georgia. One of the appeals of social networking Web sites to users is the variety of services in one interface. He discovered that many students are using the Facebook site while researching. He recommends the creation of individual accounts because Facebook discourages institute-wide accounts.

This paper offers a narrative historical description of the German Social Market Economy, from its inception following World War II, up to the recent Agenda 2010 reforms enacted under the administration of Chancellor Gerhard Schroder. It is the purpose of this work to explore why the German Social Market System enjoyed such a high degree of success in its early years, and which flaws might be causing the chronic problems of low growth and high unemployment that have plagued Germany more recently. The article discusses race, racism, and self-concept in the Dominican Republic. It explains the reasons behind the present view of race, identifies links between race and Dominican economic and political issues, and explores how the unique situation of the Dominican Republic in terms of cultural history and geography has contributed to racism toward Haitians. The Financial Accounting Standards Board (the “FASB”) presents a puzzle: How has this private standard setter managed simultaneously (1) to remain independent, (2) to achieve institutional stability and legitimacy, and (3) to operate in a politicized context in the teeth of op-position from its own constituents? This Article looks to governance design to account for this institutional success. The FASB’s founders made a strategic choice to create a regulatory agency that sought independence rather than political responsiveness. The FASB also set out a coherent theory of accounting, the “Conceptual Framework,” to contain and direct its decisions. The Conceptual Framework contributed …

The doctrine of fair use was originally intended to facilitate those socially optimal uses of copyrighted material that would otherwise constitute infringement. Yet the application of the law has become so unpredictable that would-be fair-users can rarely rely on the doctrine with any significant level of confidence. Moreover, the doctrine provides no defense for those seeking to make fair uses of material protected by anti-circumvention measures.
