We analyze how the availability of internal funds affects a firm’s investment. We show that under fairly standard assumptions, the relation is U-shaped: investment increases monotonically with internal funds if they are large but decreases if they are very low. We discuss the tradeoff that generates the U-shape, and argue that models predicting an always increasing relation are based on restrictive assumptions. Using a large data set, we find strong empirical support for our predictions. Our results qualify conventional wisdom about the effects of financial constraints on investment behavior, and help to explain seemingly conflicting findings in the empirical literature.

Researchers attempted to increase the initiation of breastfeeding and its duration to 6 months among a group of low-income, Hispanic women through an intervention program which included prenatal education and home based postpartum support. All participants were telephoned after delivery to determine infant feeding method. Duration of breastfeeding was determined by counting the number of days from initiation to the last day the baby was put to the breast. The Bayesian approach was used for the statistical analyses. Behavioral scientists have distinguished an instrumental (or proactive) style of aggression from a style that is reactive (or hostile). Whereas instrumental aggression is cold-blooded, deliberate, and goal driven, reactive aggression is characterized by hot blood, impulsivity, and uncontrollable rage. Scholars have pointed to the distinction between murder (committed with malice aforethought) and manslaughter (enacted in the heat of passion in response to provocation) in criminal law as a reflection of the instrumental–reactive aggression dichotomy. African American, Latino, and Asian first-year college men (36) saw The Men’s Program, an all-male rape prevention workshop, and wrote answers to four open ended questions to determine how men from non-white groups react to a commonly used rape prevention program. Using a multi-stage inductive analysis, participant responses fell into five main themes including reinforced current beliefs and/or no changes, increased awareness of rape and its effects on survivors, increased understanding of consent, plans to intervene if a rape might occur, and plans to change behavior in their own intimate situations. The purpose of this qualitative study was to investigate the experiences and perceptions of college sexual assault survivors who seek formal, on-campus action against their perpetrators. The authors interviewed seven female survivors from various institutions across the country and compiled themes and suggestions relating to their experiences. Participants reported substantial dissatisfaction with both the on-campus judicial process and the outcome of that process. They also noted several key positive aspects of the on-campus judicial system. Implications for counselors and other professionals who support rape survivors are discussed.

Fraternity members and male student athletes responded to open-ended questions assessing the impact of an empathy-based rape prevention program. All participants reported either lasting attitude or behavior changes; most reported both. Participants reported increased understanding of how rape might feel and attributed this change to seeing a videotape describing a male-on-male rape situation. Participants refrained from telling jokes about rape and reported feeling more effective when helping survivors seeking assistance. These behavior changes were attributed to the videotape and to a section of the program encouraging participants to confront rape jokes and challenge sexist behaviors.

This paper examines the general principles that guide the classical treatment of an offender's dangerousness in the criminal codes of sixteen European countries. It provides a review of the way in which each penal code deals with both multiple offenders and the terms of parole. There is substantial variety in the legal definitions and effect of recidivism, with some very strict criteria in place in some states. The same various degree of arbitrariness and lack of clear standards apply to the terms of parole. On Aug. 8, 2005, President Bush signed the Energy Policy Act of 2005 (PL 109-58). This was the first major piece of energy legislation enacted since 1992 following five years of Congressional efforts to pass energy legislation. Among other things, the law contains tax incentives worth over $14 billion between 2005 and 2015. These incentives represent both pre-existing initiatives that the law extends as well as new initiatives.

In this paper I survey federal tax energy policy focusing both on programs that affect energy supply and demand. I briefly discuss the distributional and incentive impacts of many of these incentives. …

Blomquist and Christensen [(2005). The role of prices for excludable public goods, International Tax and Public Finance, 12 ,61-79] argue that welfare is initially decreasing in the price of an excludable public good and that the case for a positive price for an excludable public good price is weak. We argue that this result follows from their particular characterization of the public good and that an alternative and equally reasonable characterization overturns their result. Hence, the policy case for a positive price on the public good is stronger than Blomquist and Christiansen suggest.

The success of Ambient Intelligence (AmI) will depend on how secure it can be made, how privacy and other rights of indi- viduals can be protected and how individuals can come to trust the intelligent world that surrounds them and through which they move. This article addresses these issues by analysing scenarios for ambient intelligence applications that have been developed over the last few years. It elaborates the assumptions that promotors make about the likely use of the technology and possibly unwanted side effects. It concludes with a number of threats for personal privacy that become evident.

This paper examines the governance of hydroelectric dam planning in Brazil with a particular focus on two factors : first, governmental institutions that aim to provide participatory mechanisms for civil society, and second, new participatory institutions created by civil society to remedy the lack of meaningful participatory measures. One example of the latter are new collaborative research projects, which have changed dam building policies and governmental thinking about participation. It is argued here that these kinds of collaboration are fundamental to making dam-building policy more accountable to local citizens.
