Saving, Investment And Capital Mobility In African Countries, John Thornton, Olumuyiwa S. Adedeji

Recently developed panel co-integration techniques are applied to data for six African countries to test the Feldstein–Horioka approach to measuring capital mobility. The results suggest three conclusions: savings and investment in panel data are non-stationary series and they are co-integrated; capital was relatively mobile in the African countries during 1970–2000, with estimated savings–retention ratios of 0.73 (FMOLS), 0.45 (DOLS), 0.51 (DOLS with heterogeneity) and 0.39 (DOLS with cross-sectional dependence effects); and there was a marked drop in the savings–retention ratio from 1970–85 to 1986–2000. The results could be interpreted as indicating that capital mobility in African countries has increased, reflecting …

The Relationship Between Inflation And Inflation Uncertainty In Emerging Market Economies, John Thornton

A standard Generalized Autoregressive Conditional Heteroskedastic (q,v) model is employed to construct a measure of monthly intlation uncertainty in 12 emerging market economies, and the relationship between inflation and inflation uncertainty is examined using Granger causality tests. The results suggest that higher inflation rates increased inflation uncertainty in all the economies, providing strong support for the Friedman hypothesis. The evidence on the effect of inflation uncertainty on average monthly inflation is more mixed, with increased inflation uncertainty leading to lower average inflation in Colombia. Israel. Fiscal Decentralization And Economic Growth Reconsidered, John Thornton

John Thornton

Recent studies examining the relation between fiscal decentralization and economic growth have failed to take account of the extent of the independent taxing powers available to sub-national governments and thus have substantially overstated the degree of effective decentralization. Results from a cross section study of 19 OECD member countries suggest that when the measure of fiscal decentralization is limited to the revenues over which sub-national governments have full autonomy, its impact on economic growth is not statistically significant.

Iatrogenesis is a term typically reserved to express the state of ill health or the adverse outcome resulting from a medical intervention, or lack thereof. Three types of iatrogenesis are described in the literature: clinical, social and cultural. This paper introduces a fourth type, technological iatrogenesis, or emerging errors stimulated by the infusion of technological innovations into complex healthcare systems. While health information technologies (HIT) have helped to make healthcare safer, this has also produced contemporary varieties of iatrogenic errors and events. The article is born of my experience teaching American-style trial advocacy to over 15 groups of Latin American lawyers coming from countries in transition from the inquisitorial to the accusatorial model. The first part of the article reviews the principal differences in the two systems as it affects trial procedure. By tracing the history of the Northern Michigan Asylum from mental hospital, to its closing and recent adaptive-reuse as neo-traditional community, the chapter will present a detailed case of the intentional use of place for therapeutic purposes in community settings. The ease or difficulty with which a woman makes the transition to motherhood has a significant impact on her, her marriage, and her ability to care for the child. Factors affecting this transition, mothers' perceptions of their marriages, and the stress mothers were experiencing were assessed. Design. Mothers expecting a first (N = 40) or second child (N = 42) were surveyed during their third trimester of pregnancy and at 1 month postpartum. Parenting stress, marital quality, and perceptions of marital roles were assessed both times. Results. Mothers in both groups reported equivalent levels of stress, which increased among all …

High HIV-1 DNA (HIV DNA) levels in peripheral blood mononuclear cells (PBMC) correlate with HIV-1-associated dementia (HAD) in patients on highly active antiretroviral therapy (HAART). If this relationship also exists among HAART-naïve patients, then HIV DNA may be implicated in the pathogenesis of HAD. In this study, we evaluated the relationship between HIV DNA and cognition in subjects naïve to HAART in a neuro AIDS cohort in Bangkok, Thailand. Subjects with and without HAD were recruited and matched for age, gender, education, and CD4 cell count. PBMC and cellular subsets were analyzed for HIV DNA using real-time PCR. The median …

Hurst Exponents, Power Laws, And Efficiency In The Brazilian Foreign Exchange Market, Sergio Da Silva, Raul Matsushita, Iram Gleria, Annibal Figueiredo

We find evidence of weak informational efficiency in the Brazilian daily foreign exchange market using Hurst exponents, which offer an alternative (from statistical physics) to traditional econometric gauges. We show that a trend toward efficiency has been reverted since the crisis of 1999. We also find power laws in means, volatilities, the Hurst exponents, autocorrelation times, and complexity indices of returns for varying time lags.

While conducting a validation study of proficiency test media we found that applying the same hash algorithm against a single CD using different forensic applications resulted in different hash values. We formulated a series of experiments to determine the cause of the anomalous hash values. Our results suggest that certain write options cause forensic applications to report different hash values. We examine the possible consequences of these anomalies in legal proceedings and provide best practices for the use of hashing procedures.

Microsoft’s Xbox game console can be modified to run additional operating systems, enabling it to store gigabytes of non-game related files and run various computer services. Little has been published, however, on procedures for determining whether or not an Xbox console has been modified, for creating a forensic duplicate, and for conducting a forensic investigation. Given the growing popularity of Xbox systems, it is important to understand how to identify, image and examine these devices while reducing the potential of corrupting the media. This paper discusses Xbox forensics and provides a set of forensically-sound procedures for analyzing Xbox consoles.

In response, government has shifted its mission: if it used to operate like Super Glue, bonding Americans to one another, it is now working more like WD-40, minimizing friction in the pursuit of individual (and corporate) profit. Social Security is not only the largest government program, but the embodiment of the Super Glue approach to politics: the ultimate test case for privatization.
