This research examines what city factors relate to the likelihood of adopting impact fees by local governments within metropolitan regions using data from the U.S. Census Bureau. More and more cities are adopting different types of impact fees for financing public facilities and infrastructure to accommodate their cities' growth without full understanding of issues, public and private criticisms of impact fees, and the empirical information needed. This dissertation investigates a random sample of 278 cities out of 827 cities populations over 25,000 located within 97 MSAs to understand what variables within their settings relate to impact fee adoptions using five …

This study examines efficiency as a key component of performance, applies new performance measurement techniques to the measurement of local government performance, and verifies theoretical debates on economic, financial, political, and environmental factors related to performance in local government. Improving performance and promoting efficiencies in local government are important issues in both academic and practical public administration. This research is concerned with explaining the variation in growth rates among employment subcenters. The purpose of the study is to find answers to the question: What factors/variables contribute to the growth or decline of employment subcenters? More specifically, the study aims to 1) identify and describe employment subcenters in the Dallas-Fort Worth metropolitan area, and 2) explain the variation in their growth rate over a specified period of time through testing a set of variables extracted from related literature. This thesis explores the possibility that experience with green buildings influences peoples' behavior in ways that help bridge the gap between, on one hand, public concern for the natural environment and on the other hand, willingness to adopt sustainable lifestyles and support pro-environmental policies. The study utilizes research on factors that influence behavior to construct a theoretical model in which these factors might be influenced by a person's experience in a green building. (Wp 2007-03) Trade Openness, Capital Mobility, And The Sacrifice Ratio, Joseph P. Daniels, David D. Vanhoose

This paper develops and evaluates empirically the implications of a theoretical model of an open economy in which variations in both trade openness and capital mobility can influence the sacrifice ratio. Key predictions forthcoming from the model are that both forms of globalization can independently affect the capital ratio, once the influences of the level of central bank independence and the degree of wage stickiness in nations‘ economies are taken into account. Examination of cross-country data encompassing 58 disinflations for 16 countries yields evidence consistent with these essential predictions of the theoretical framework.

Discrepancies between males and females in access to schooling, school completion rates, and participation in employment opportunities are still more the norm in some regions of the world than others. Limited access to education plagues women in Nigeria as well as in Sub-Saharan Africa. Disparity in access to educational opportunity is a pressing gender equity issue in Nigeria (World Bank, 2003).

The "overkill" hypothesis, as promulgated by Paul Martin and others, is supported by evidence of asynchronous extinction of megafauna and other species in North America associated with the arrival of Pleistocene hunters in the Western Hemisphere. In this essay, further evidence—based on observations made of the response of a small party of Shipibo hunters in the upper Peruvian Amazon—is offered in support of the hypothesis. These observations were made during an exploratory tripinto the headwaters of a remote Amazonian tributary, a pristine area not occupied by human beings that was plentiful with wildlife. This paper presents the results of a study designed to clear up confusion surrounding the ethnic and linguistic identity of several indigenous groups from western Amazonia that have been denominated “Kulina,” “Marubo,” or variants of these terms. Linguistic analysis revealed unequivocally that the term Kulina has been used to refer to three different languages, two in the Panoan family and one in the Arawan family, and that the term Marubo has been used to refer to two different languages in the Panoan family. This report describes trends in the high-tech sector in Northeast Ohio, focusing on the 2004-2006 time period. It is the first update to a baseline report released in February 2007 that analyzed trends between 2000 and 2005. This study follows the baseline report in that it examines the high-tech sector in Northeast Ohio from three perspectives — high-tech industries, high-tech occupations, and research and development activity. It assesses the strengths and weaknesses of high-tech industries in terms of employment, average wage, gross regional product (output), and productivity. Whereas exercise-induced mood enhancement has been well documented, the relationship between mood and exercise participation is less well understood. Mood states influence evaluative judgments that could plausibly influence a decision to exercise. Further, most exercise-mood research is limited to normal weight adults in response to a single exercise session. The current investigation examines the influence of (a) morning mood on exercise, (b) exercise intensity/duration on mood enhancement, and (c) daily change in mood on exercise days compared with nonexercise days in obese behavioral weight loss program (BWLP) participants. Beyond Foraging: Behavioral Science And The Future Of Institutional Economics, Alexander J. Field

Institutions affect economic outcomes, but variation in them cannot be directly linked to environmental factors such as geography, climate, or technological availabilities. Game theoretic approaches, based as they typically are on foraging only assumptions, do not provide an adequate foundation for understanding the intervening role of politics and ideology; nor does the view that culture and institutions are entirely socially constructed. Understanding what institutions are and how they influence behavior requires an approach that is in part biological, focusing on cognitive and behavioral adaptations for social interaction favored in the past by group selection. Tourism is a significant global force affecting indigenous residents of numerous destination locales worldwide. This paper considers the effects of tourism on Kalinago ethnicity in the Commonwealth of Dominica. In this particular case, tourist consumption of indigenous handicrafts reinforces Kalinago claims to a distinct ethnic identity. Extralocal exchanges that occur as a result of tourism strengthen identity in part by heightening awareness of the ethnic boundary that differentiates the community from outsiders and by stimulating participation in traditional handicraft production. The University of South Florida Tampa Library discontinued checking in print journals and periodicals for a trial period of one year from July 2005 to June 2006. This article discusses the reasons behind such a decision, how it worked out, and what the ramifications have been. Though it proved inconvenient for public and technical services alike, few specific problems were reported via email, online forms or in person. The library derived several benefits from this project, particularly in terms of the timing, since it happened just as the library moved to a new integrated library system, from NOTIS to Aleph.

The National Aeronautics and Space Administration (NASA) John F. Kennedy Space Center Library serves most of the employees who work at the Kennedy Space Center (KSC). The archives are part of the library and contain over four million items pertaining to institutional activities within the KSC. The library collects a wide array of materials that support the work at the center. This is one of ten NASA center libraries in the country, and the focus of the collection is engineering, science, and technology. In an extension and partial reformulation of Conceptual Metaphor Theory (Lakoff & Johnson, 1980), Ritchie (2003, 2004, 2006) proposed that the linguistic expressions cited as evidence of complex conceptual metaphors can be parsimoniously interpreted in terms of perceptual simulators (Barsalou, 1999), often within extended fields of meaning, which may be but are not necessarily anchored in underlying conceptual metaphors. Cameron (2003, 2007) added substance and precision to the focal concept of communicative context, and showed how metaphors can be analyzed both as part of an overall pattern of figurative language in a communicative event. In her book entitled Tutsie, etc., Rwandan Swiss author Maggy Corrêa recounts how in july 1994, she was able to rescue her mother from the Rwandan genocide of the Tutsi. This essay begins by examining the status of the testimonial genre within the literary institution. Then, based on Maggy Corrêa’s text, the analysis will demonstrate how Derrida’s concept of sacramentum can be traced in Corrêa’s adventure, and how this same notion proved to be absent from the United Nations’s discourse taking place in Geneva at the same time.

The article proves how the testimony narrative, in writing death and genocide-related atrocities, attempts to restore human dignity to the victims. The narrative space that becomes in that way a burial place and a funeral monument plays also the role of the ''redemption'' of history in order to secure the future. The narratives that the article analyzes constitute at the same time a hymn to life. By creating themselves other destinies, other reasons for life, the survivor and witness authors succeed in overcoming the world-weariness that threatens every survivor of the Itsembabwoko slaughter.

The narrative about surviving is by definition an impossible narrative due to the enormity and absurdity of the tragedy. It is characterized by a fragmentary aspect which is a sign of its resistance to utterance. Based on Révérien Rurangwa’s Génocidé, the following reflection proposes to read the fragment as a manifestation of a traumatic memory that language fails to carry out due to the distortion of the signifying process in which the signified seems to take priority to the signifier. this article analyzes the status of testimony in Mukagasana’s La mort ne veut pas de moi and N’aie pas peur de savoir, by bringing out the main narrative strategies allowing to get round the unspeakable. It demonstrates the connection of the testimony, the memory and the history of the genocide in Rwanda as event which marked the humanity in 20th century. This link is studied through the conditions and the postures of testimony, the textual marks of dentification of the addressees and the roles of the testimony.
