In consultation with the District of Columbia Department of Corrections (DC DOC), researchers developed an evaluation design oriented around five objectives. One objective is to provide timely feedback to the U.S. Justice Department’s National Institute of Justice (the funder of the evaluation), DC DOC, and other interested jurisdictions on RFID’s implementation. A second objective is to provide feedback on the process of implementing RFID. A third objective is to assess the impact of RFID’s implementation on identified outcome measures. Reviled by many of his fellow Kentuckians while he was president, Abraham Lincoln became Kentucky’s, and America’s, idol during the 20th century. The Commonwealth is home to a growing list of notable Lincoln memorials. This article examines the history and folklore surrounding a number of these monuments.

Critical Junctures? Privatization Policy In Brazil And Argentina At The Start Of The Century, John Hogan

This paper uses the critical junctures framework developed by Hogan and Doyle (2007) to determine if there were critical junctures in privatization policy in Brazil and Argentina at the start of the 21st century. The framework constitutes a rigorous approach to the identification of crisis, ideational change, and policy change. It is used to examine the economic disasters in Brazil in 1999 and Argentina in 2001. Previously, we would have had to wait decades before making such an assessment, as there were few tools with which to identify critical junctures, and these were usually only effective long after the event.

Students often have difficulty visualizing the practical application of criminological theory. The following activity assists instructors to develop students‘ abilities in evaluating behaviors and determining the theoretical perspectives that potentially could be used to explain those behaviors. It also is designed to assist students in comprehending how their own experiences impact their views on law-violating behavior and its etiology. This exercise facilitates students‘ awareness of how their beliefs about the ―causes‖ of law-violating behavior inevitably impact their beliefs about potential ―solutions‖ or ―responses‖ to this type of behavior. The Politics Of Economic Performance, And The Trade Union Movement, 1970-1982, John Hogan, Gary Murphy

Here we argue that the relationship between the main Irish political parties and the trade unions, in the 1970s, was largely based upon political imperatives, with an economic subtext. The absence of strong ideological difference between the two largest Irish political parties meant they were willing to deal with the trade union moment in a somewhat similar fashion. At the start of the 1970s, the Fianna Fail government prodded the ICTU into a “voluntary” national wage agreement. This agreement was regarded as a means of stabilising the economy, attracting foreign investment, and improving Fianna Fail’s image with the electorate. While …

The study of acceptance and use of technology is traditionally based on models designed to identify and test the relationships forged between the user and the technology in question. Models designed to study the relationship of user and technology acceptance tend to integrate experiential criteria, such as the attitude of the user towards technology, as well as criteria found within the environment. As wireless communications become more prevalent, and the forms of wireless technology evolve, understanding the process of acceptance and usage will be of importance as companies compete to offer the most user friendly and sophisticated wireless devices.

At this year's annual conference of the International Association for Intelligence Education (IAFIE) in Monterey, CA, the keynote speaker posed the question, "How much do you need intelligence education outside the beltway?" Which led to a second question discussed during the conference: "What should such education look like?" In short, what should we be teaching in universities? What should we leave to the intelligence community as training? And what could be done in either or both settings? The first question of any educational effort is:What are we preparing students for?

The creation of Henley-Putnam University was an effort to create an academic institution for the purpose of offering degree programs in intelligence management, counterterrorism, and personal protection; subjects that arguably did not exist as academic disciplines when the school was conceived. The experience of two of the co-founders of the school, Nirmalya Bhowmick and Dr. Michael Corcoran, indicated that the training of officers tasked with vital security and intelligence work was carried out by partnering young officers with a training officer to help the new officer learn on the job. Intelligence analysts routinely work with "wicked" problems—critical,time-sensitive problems where analytical errors can lead to catastrophic consequences for the nation's security. In the analyst's world, important decisions are often made quickly, and are made based on consuming, understanding, and piecing together enormous volumes of data. The data is not only voluminous, but often fragmented, subjective, inaccurate and fluid.Why does multi-player on-line gaming (MMOG) technology matter to the IC? Fundamentally, there are two reasons. This review essay debates the policy issues raised by the book Retooling for Growth: Building a 21st Century Economy in America's Older Industrial Areas, edited by Richard M. McGahey and Jennifer S. Vey (Brookings Institution Press, 2008). I argue that the main rationale for adopting policies to revitalize older industrial cities is to improve the per capita earnings of urban residents. Therefore, urban economic development policy should be seen as urban labor market policy. Increasing city residents' earnings requires progress on two fronts: increasing metropolitan labor demand; increasing the quantity and quality of the effective labor supply of city residents …

Illegal dumping, a social problem greatly affecting some rural states, occurs at both the large and small scale as open dump sites and roadside trash. Focusing on Kentucky, a state without mandatory trash pickup and a per capita income below and a poverty rate above the national average, this photo poster, describes the dumping and littering problem. As the poster exhibit shows, legislative and executive initiatives have made some in-roads in large-scale clean up. Some local governments, however, appear apathetic about addressing illegal dumping in their own communities. Kentucky's litter problem is showing few signs of improvement and roadside littering …

This article highlights divergent pathways to mobility among members of the new second generation, identifies key mechanisms affecting the choices they make in their pursuit of success, and explains how specific choices were pivotal in determining outcomes of segmented assimilation. First, the authors evaluate definitions of success and pathways to social mobility, advancing a subject-centered approach to study second-generation mobility. A bias in attention towards the dominant hand has been cited as a possible factor in the lateralisation of human bimanual coordination (Peters, 1981). A mirror was placed between the hands of 18 dextral participants performing rhythmic anti-phase movements. This set-up gave the appearance of a reflected virtual hand (moving in time with the un-occluded hand), in the same spatial location as the occluded left or right hand. This asymmetrical conflict between vision and action examined whether the left hand would show higher levels of error when replaced by a virtual right hand than the converse condition. The present study investigated the effects of goal setting and feedback on task performance among university students. The study was conducted in two phases with a total of 80 participants. Locke and Latham’s (1990) goal setting theory states that assigning a specific and difficult goal and provision of feedback leads to higher performance. It was hypothesized that when assigned a specific, difficult goal on a complex task and (1) only provided with outcome feedback, higher performance would not result and (2) when provided with both outcome and process feedback, higher performance would result. While at least one out of six in the global human population cannot meet the basic demands of survival and they have little ability to buy goods and services, this situation also presents potential new markets for multinational enterprises seeking long-term sustainability. If economic growth is a continuing and positive goal for the planet and for global companies, then, as markets in developed economies become saturated, these new markets provide fresh opportunities to satisfy this objective.
