The purpose of this professional article is to review some of the key directories of Internet resources with a special focus on those that announce new academic-quality resources. Significant facets of the directories which will be incorporated in the discussion include scope of coverage, update frequency, identification of any e-mail alerts or RSS feeds offered, and resource selection criteria. Factors determining whether a site is given in-depth or brief coverage in this article include authority, currency, and whether sites are annotated and classified (the quality of the metadata). Global Governance Organizations: Legitimacy And Authority In Conflict, Jonathan Koppell

Global governance organizations (GGOs) are frequently maligned as both illegitimate and ineffective. With the growing prominence of entities that promulgate global rules governing trade, communications, finance, and transport, these shortcomings take on greater importance. This essay presents a theoretical framework to understand the challenge of legitimacy for GGOs. It argues that GGOs tend to face trade-offs between legitimacy and authority, but that widespread usages of these important terms conflate or confuse them and thus obscure critical issues in GGO politics. Once these terms are more clearly defined, we see more easily that GGOs must sometimes violate democratic norms, sacrificing equality …

The Western Fairs Association, the California Joint Committee on Fairs Allocation and Classification, and Louis S. Merrill, former director of the Western Fairs Association gave the California Fairs Collection, one of the major archival collections on fairs and fairs management in the Western United States, to Cal Poly in 1982. In addition to extensive material on the management of fairs in California, the collection also contains information on fairs in other Western states, as well as foreign fairs and world fairs.

Refugee Camps In The Palestinian And Sahrawi National Liberation Movements: A Comparative Perspective, Randa Farah

Drawing on ethnographic field research, this analysis compares the evolution of refugee camps as incubators of political organization and repositories of collective memory for Palestinian refugees in Jordan and Sahrawi refugees of the Western Sahara. While recognizing the significant differences between the historical and geopolitical contexts of the two groups and their national movements (the PLO and Polisario, respectively), the author examines the Palestinian and Sahrawi projects of national consciousness formation and institution-building, concluding that Palestinian camps are “mapped” in relation to the past, while political organization in Sahrawi camps evidences a forward-looking vision.

The list of individuals who participated in the Inter-University Case Program (ICP) reads like a who’s who list of public administration titans. In one form or another, scholar-practitioners like Dwight Waldo, Paul Appleby, Harold Stein, and Frederick C. Mosher played a part in the success of the program. This article examines the ICP with an epistemological eye. The era of the ICP was a period when scholars thought that the complexity of government prevented the development of general administrative principles and also prevented the use of conventional scientific methods to generate knowledge in the field. The Creative Task Creator: A Tool For The Generation Of Customized, Web-Based Creativity Tasks, Jean Pretz, John Link

This article presents a Web-based tool for the creation of divergent-thinking and open-ended creativity tasks. A Java program generates HTML forms with PHP scripting that run an Alternate Uses Task and/or open-ended response items. Researchers may specify their own instructions, objects, and time limits, or use default settings. Participants can also be prompted to select their best responses to the Alternate Uses Task (Silvia et al., 2008). Minimal programming knowledge is required. The program runs on any server, and responses are recorded in a standard MySQL database. Responses can be scored using the consensual assessment technique (Amabile, 1996) or Torrance’s …

Electricity spot prices exhibit strong time series properties, including substantial periodicity, both inter-day and intraday serial correlation, heavy tails and skewness. In this paper we capture these characteristics using a first order vector autoregressive model with exogenous effects and a skew t distributed disturbance. The vector is longitudinal, in that it comprises observations on the spot price at intervals during a day. A band two inverse scale matrix is employed for the disturbance, as well as a sparse autoregressive coefficient matrix. This corresponds to a parsimonious dependency structure that directly relates an observation to the two immediately prior, and the …

The U.K. National Audit Office (NAO) commissioned RAND Europe to conduct this review to identify and synthesize international research about the effectiveness of community orders in reducing re-offending. In this report, we review research on ten of the common requirements contained in community orders. Through examining reviews, systematic reviews and meta-analyses we draw conclusions about the state of research in the areas of unpaid work, mental health treatment, education/skills training, drug treatment, anger management, alcohol treatment, programmes for perpetrators of domestic abuse, regular probation, intensive probation and cognitive/behavioural programming.
