Telecommunications In South-East Europe: Operators, Reforms And Outcomes, Ewan Sutherland

This paper sets out the policy frameworks adopted by governments in South East Europe to address the deficit of access networks and thus boost economic development. The responses by large European operators to the opportunities are then explained and analysed. The effects of the policies and the operator responses are then discussed. Finally, conclusions for policy makers and for researchers are drawn.

Exploring Complexities Of Multiple Identities Of Lesbians In A Black College Environment, Lori Patton Davis, Symone Simmons

Experiences of first year female Black students who self-identified themselves as lesbian and attended a historically Black university are examined. A reconceptualized Model of Multiple Dimensions of Identity and the Multidimensional Identity Model were used to establish the framework for this study. Overall the study provided a current identity status for participants which included race, gender, and sexual orientation. Results from semi-structured interviews revealed three themes related to how participants made sense of their identity internally and in relation to external expectations and influences.

The aim of the project has been twofold: 1) to quantify the stochastic process producing this uncertainty for certain important fish stocks and 2) to further develop a method for determining optimal harvest quotas within the framework of a multi-species model, and, by this, implement the model in practice for the purpose of performing a comparative study of the fisheries in three Nordic countries: Denmark, Iceland and Norway. The harvesting (total allowable catch) policies for the cod and cap-elin/herring fisheries in these countries are compared. Indicators for stock overexploitation and harvest overexploitation are developed.

A complete system of ethnologies would be desirable but nobody in the world can present in-depth studies of a larger number of ethnic groups. Chapter 15 offers suggetions on how to research other ethnic groups, with a summary on recent international law of indigenous peoples and a survey of the discussions concerning worldwide human rights.

This article analyses the interface between political globalization, citizenship and security threats in Africa. Political globalization is assumed to be capable of engendering inclusive citizenship; in the same way, citizenship is considered to be central to the national question in Africa. It is around citizenship that most issues of human rights revolve, both at individual and group levels. The article argues that political globalization in Africa tends to limit the meaning, essence and substance of citizenship, even if the latter is defined from a minimalist perspective of duties-rights relationships. Cost asymmetry is generally thought to hinder collusion because a more effcient firm has both more to gain from a deviation and less to fear from retaliation than less efficient firms. Our paper reexamines this conventional wisdom and characterizes optimal collusion without any prior restriction on the class of strategies. We first stress that firms can credibly agree on retaliation schemes that maximally punish even the most efficient firm. This implies that whenever collusion is sustainable under cost symmetry, some collusion is also sustainable under cost asymmetry; effcient collusion, however, remains more difficult to sustain when costs are asymmetric. Not Just A Business Transaction: The Logic And Limits Of Grandparental Childcare Assistance In Taiwan, Shirley Hsiao-Li Sun

How does the presence of grandparents in the household impact the gendered division of childcare responsibilities between spouses? How does it compare with market-based care? Drawing on in-depth interview data, this study finds that Taiwanese grandparents treat childcare assistance as their moral responsibility. Mothers express more appreciation for assistance from their own mothers than their mothers-in-law. Fathers appreciate the role of both their parents and their in-laws. The analysis suggests that the character of intergenerational relations is one of the factors mediating the degree to which married women's entrnace into the paid labour force results in the perceived childcare deficit.

The Dialogic Emergence Of 'Truth' In Politics: Reproduction And Subversion Of The 'War On Terror' Discourse, Adam Hodges

Truth claims in political discourse are implicated in a dialogic process whereby political actors "assimilate, rework, and re-accentuate" prior discourse (Bakhtin 1986:89). While political actors themselves may view truth as an object to be discovered, I argue that discourse analysts are best served by viewing truth as an emergent property of this dialogic process. In this paper, I examine how intertextual connections are integral to both the reproduction and subversion of established truth claims (such as the claim that Saddam Hussein possessed weapons of mass destruction).
