2007 Farm Bill Forums: Issues And Options, Bradley Lubben, Samuel Funk, Troy J. Dumler

Department of Agricultural Economics: Presentations, Working Papers, and Gray Literature

A Series of Farm Bill Educational Meetings for Producers and Interested Policy Stakeholders in Kansas and Nebraska.

The debate on the 2007 Farm Bill has begun in earnest in Washington. The new Congress has already convened several hearings on farm policy issues, including energy and conservation. The Administration has just released its policy recommendations for the new farm bill, opening up further discussion that will grow over the coming months. The current farm bill, passed in 2002, runs through September 2007 and includes programs covering the 2007-2008 crop year. Before it expires, Congress will need to reconcile the current discussion …

Climate Change And Farm Use Of Weather Information, Ikrom Artikov, Gary D. Lynne Oct 2008

Climate Change And Farm Use Of Weather Information, Ikrom Artikov, Gary D. Lynne

Department of Agricultural Economics: Presentations, Working Papers, and Gray Literature

Rapid global climate change as represented by rising temperatures and more erratic and severe weather events has heightened the interest in how farmers use weather information. Due to the food supply being so essential, it behooves us to pay attention to this phenomenon, and especially to put effort into understanding how farmers will respond and adapt to information about climate generally and forecasts in particular. To reduce the negative effects of climate on crop production and enhance field operations, the best weather information needs to be influencing farmer decisions.

Developing Digital Radio For Ireland: Emerging Approaches And Strategies, Brian O'Neill Oct 2008

Developing Digital Radio For Ireland: Emerging Approaches And Strategies, Brian O'Neill

Conference Papers

Ireland’s experience of the transition from public service broadcasting to public service media has gathered pace within the last year with new legislative arrangements for media regulation, the awarding of digital terrestrial television licences and renewed attempts to introduce digital radio broadcasting on the DAB platform. The national public broadcaster, RTE, has played a central role in these developments as it attempts to manage a range of technology platforms and to provide media services for an increasingly diverse and complex market. This paper addresses the case of digital radio in Ireland and the prospects for a successful launch of DAB …

Renewable Energy Portfolio Standards, J. David Aiken Oct 2008

Renewable Energy Portfolio Standards, J. David Aiken

Cornhusker Economics

Greenhouse gas (GHG) emissions trap solar heat in the atmosphere, increasing global temperature by an estimated 1.4 degrees. Increases in GHG emissions resulting largely from energy use have led to more heat being trapped in the atmosphere, leading to global warming. Major impacts of global warming include rising sea levels, higher temperatures and increased global migration of disease-carrying insects.

While there is continuing scientific discussion regarding how quickly the earth’s atmosphere will warm and when the adverse global warming impacts will occur, most scientists believe that GHG emissions must be reduced 50-80 percent in the next 50 years to minimize …

Promoting Discovery And Use Of Repository Content: An Architectural Perspective, John Mark Ockerbloom Oct 2008

Promoting Discovery And Use Of Repository Content: An Architectural Perspective, John Mark Ockerbloom

John Mark Ockerbloom

Slides and notes for a talk I gave at a NARA/UMD conference. (The notes include a full script, though it differs slightly from the talk as delivered.)

In this talk, I stress the importance of effective discovery as an essential component of (and aid to) preservation. I advocate the importance of opening up information, system, and social architectures to do so, with examples that include subject maps, the DLF ILS-DI work, VCat, and PennTags.

Some of the material in the talk was adapted from the "High Quality Discovery in a Web 2.0 World" talk I gave for Palinet.

The Secret Thoughts Of Man Run Over All Things Holy, Alan A. Mackenzie Oct 2008

The Secret Thoughts Of Man Run Over All Things Holy, Alan A. Mackenzie

Alan A MacKENZIE

Addiction to lust is common in many men today. This lust is often rooted in our yearning for emotional intimacy– yet finding ourselves unprepared, unequipped and fearful of that intimacy. Shame pathology results from our wanting relationships and genuine equality and mutuality with women, yet finding ourselves crippled by centuries of male sexism and by our emotional dependencies on the opposite sex. ‘Shame wounding’ continues to fuel this pathology by promoting both compulsivity and a fierce sense of self-loathing. This paper explores ‘shame’ as a concept; and considers some major causes of shame-based addiction. Some sound therapeutic approaches for treatment …

Living With Wikipedia: It’S Here To Stay, Charles W. Hayford Oct 2008

Living With Wikipedia: It’S Here To Stay, Charles W. Hayford

China Beat Blog: Archive 2008-2012

My name is Charles and I’m a Wikipedia addict.

I can’t help myself, but then, neither can 75,000 other “active contributors.” We don’t just look things up: we create articles, correct and introduce mistakes, send each other notes, and fuss over issues great and obscure. Anonymity lends a carnival air of freedom and community since, as the famous New Yorker cartoon had it, “on the Internet nobody knows you’re a dog” (and yes, the link is to a Wikipedia article).

Wikipedia is an internet galactic cloud of information. Nicholson Baker, who once crankily lamented the end of the library card …

Traumatic Experience Scale For Jurors (Tesj), Michael James Krummel Oct 2008

Traumatic Experience Scale For Jurors (Tesj), Michael James Krummel

Dissertations and Theses

This comprehensive dissertation describes research that involved the development of a paper-and-pencil tool to inventory juror stress level(s) resulting from common types of Washington criminal and civil trials. It includes a general explanation of its rationale and development, and provides norms as well as evidence of its reliability and validity. Untreated stress can lead to several well-documented mental health conditions, the most serious two being part of this research: Acute Stress Disorder and Post-traumatic Stress Disorder. The research on stress, trauma, the assessment of stress and trauma, and related therapeutic interventions have not been well correlated to the vicarious stress …

Interest On Bank Reserves And Optimal Sweeping, David D. Vanhoose, Donald H. Dutkowsky Oct 2008

Interest On Bank Reserves And Optimal Sweeping, David D. Vanhoose, Donald H. Dutkowsky

Economics - All Scholarship

This paper utilizes a profit maximizing banking model to analyze sweeping behavior. Comparative statics results indicate that sweeping responds positively to increases in bank loan rates and reserve ratios and negatively to increases in the interest rate on reserves or to exogenous increases in bank deposits or equity. Sweeping generates greater responsiveness in lending to changes in loan rates or the interest rate on reserves and lower responsiveness to exogenous changes in reserve ratios or equity. Empirical analysis of an explicit condition that we derive relating sweeping to the interest rate on reserves suggests with an unchanged reserve requirement, the …
